Abstract

วิเคราะห์ประสิทธิภาพของสถานศึกษา ในการบริหารจัดการทรัพยากรการศึกษาเพื่อการขยายโอกาสทางการศึกษา แก่ผู้เรียนด้อยโอกาส/ยากจนและผู้เรียนพิการ ให้เข้าถึงบริการทางการศึกษา โดยอาศัยแบบจำลอง Data Envelopment Analysis (DEA) ผลการศึกษาพบว่า มีสถานศึกษาเพียง 9.17% เท่านั้นที่นับได้ว่ามีประสิทธิภาพในการบริหารทรัพยากรฯ ทั้งนี้เนื่องจากสถานศึกษาขั้นพื้นฐานโดยส่วนใหญ่ใช้ทรัพยากร อาทิ ห้องเรียนและบุคลากรทางการศึกษา รวมถึงค่าใช้จ่ายต่อหัวของผู้เรียนด้อยโอกาส/ยากจนและผู้เรียนพิการ เพื่อให้บริการการศึกษาอย่างด้อยประสิทธิภาพ อย่างไรก็ตาม ความมีประสิทธิภาพมิได้ขึ้นกับขนาดของสถานศึกษารวมถึงพื้นที่ที่สถานศึกษานั้นตั้งอยู่ การศึกษาพบว่า สถานศึกษาที่มีประสิทธิภาพมีสัดส่วนของผู้เรียนด้อยโอกาส/ยากจนและผู้เรียนพิการต่อผู้เรียนทั้งสิ้น สูงกว่าสถานศึกษาที่ด้อยประสิทธิภาพ ในขณะที่ค่าใช้จ่ายต่อหัวของผู้เรียนด้อยโอกาสและผู้เรียนพิการ มีผลต่อความมีประสิทธิภาพของสถานศึกษาอย่างมีนัยสำคัญ และสถานศึกษาที่มีประสิทธิภาพมีค่าใช้จ่ายต่อหัวของผู้เรียนด้อยโอกาส/ยากจน และผู้เรียนพิการต่ำกว่าสถานศึกษาที่ด้อยประสิทธิภาพ นั่นคือ การเพิ่มประสิทธิภาพของสถานศึกษาทำได้โดยการเพิ่มสัดส่วนผู้เรียนด้อยโอกาสและผู้เรียนพิการในสถานศึกษา การศึกษานี้เสนอให้มีนโยบายการบริหารทรัพยากรทางการศึกษาเพื่อเพิ่มประสิทธิภาพของสถานศึกษา เพื่อนำไปสู่การขยายโอกาสทางการศึกษาแก่ผู้เรียนด้อยโอกาสและผู้เรียนพิการเพิ่มขึ้น

Other Abstract (Other language abstract of ETD)

To explore an efficiency of educational resource management to accrue an educational attainment of the disadvantages and the disabilities, by using the Data Envelopment Analysis (DEA). From the result, we found that only 9.17% of the total is efficient, while the rest still employ educational resource inefficiently i.e. classroom, instructors, including expenditure per the disadvantages and the disabilities. However, efficiency does not depend on school’s size or area which school is located. We also found that the efficient schools have more proportion of the disadvantages and the disabilities to all students, and also has less per-head expenditure than the inefficient. Per-head expenditure of the disadvantages and the disabilities significantly affects school’s efficiency. Increasing in the proportion of the disadvantages and the disabilities to all students in each school is the way to improve school’s efficiency, other thing being constant. Finally, we propose policies on educational resource management in order to increase school’s efficiency. So that it will lead to more educational attainment of the disadvantages and the disabilities.
