Abstract

วัตถุประสงค์ของงานวิจัยนี้คือ เพื่อนำหลักการของการศึกษาผู้มีส่วนได้ส่วนเสียมาใช้เพื่อศึกษาถึงประเด็นความต้องการของผู้มีส่วนได้ส่วนเสียของสำนักงานสลากกินแบ่งรัฐบาลที่มีต่อระบบเทคโนโลยีสารสนเทศ เพื่อนำไปสู่การสร้างแนวทางการปรับปรุงระบบในอนาคต วิธีดำเนินงานเริ่มจากการเปรียบเทียบผลการดำเนินงานของสำนักงานสลากฯกับองค์กรในธุรกิจสลากระดับสากลจำนวน 5 องค์กร โดยกำหนดตัวชี้วัดผลการดำเนินงานใน 3 มุมมองคือ การเงิน ลูกค้า สังคม เพื่อค้นหาแนวทางการนำระบบเทคโนโลยีสารสนเทศเข้ามาสนับสนุนการดำเนินงานขององค์กรเป็นเลิศ จากนั้นทำการวิเคราะห์หาผู้มีส่วนได้ส่วนเสียที่มีความสำคัญต่อการเปลี่ยนแปลงระบบ แล้วจึงสำรวจปัญหาและความต้องการเพื่อนำไปสร้างเป็นแนวทางการปรับปรุงระบบ ผลจากการดำเนินงานทำให้ทราบว่าสำนักงานสลากฯมีประสิทธิภาพการดำเนินงานที่ต่ำกว่าค่าเฉลี่ยขององค์กรเปรียบเทียบ คือ รายได้ต่อประชากร ค่าใช้จ่ายการดำเนินงานต่อรายได้ จำนวนผลิตภัณฑ์ และจำนวนประชากรต่อช่องทางการจำหน่าย รวมถึงทราบแนวทางการนำระบบเทคโนโลยีเข้ามาสนับสนุนการควบคุมและบริหารการดำเนินงานของธุรกิจ สามารถระบุผู้มีส่วนได้ส่วนเสียที่มีความสำคัญต่อการเปลี่ยนแปลงระบบได้แก่ ผู้บริหารและพนักงานสำนักงาน และสามารถระบุความต้องการจากการสำรวจได้เป็น 2 ประเภทคือ ความต้องการที่เป็นฟังก์ชันการทำงาน เช่น ระบบต้องเป็นการทำงานแบบออนไลน์และทำให้ข้อมูลทันสมัย มีการเชื่อมโยงข้อมูลอย่างสมบูรณ์ และความต้องการที่ไม่เป็นฟังก์ชันการทำงาน เช่น ความต้องการด้านความเชื่อถือได้และความปลอดภัยของระบบ แล้วจึงนำเสนอแผนการปรับปรุงระบบใหม่ในส่วนของซอฟต์แวร์ประยุกต์ที่ได้รับการประเมินความเหมาะสมจากผู้เชี่ยวชาญในด้านความเหมาะสมของระบบต่อกลยุทธ์ขององค์กรและความเหมาะสมของระบบด้านความเป็นไปได้ว่าแผนการที่นำเสนอนั้นมีความเหมาะสมต่อความต้องการและความสามารถขององค์กร

Other Abstract (Other language abstract of ETD)

The purpose of this research is to apply the stakeholder concepts to the study of the Government Lottery Office (GLO) stakeholders' need on information technology system in order to build a guideline for improving new information technology system. This research began with a performance benchmarking of GLO among 5 gambling industries. In order to find the ways for implementing information technology system from the best practice partners, we set 3 performance indicators; financial, customer and social. To generate a guideline, the key stakeholders were identified and then the stakeholders’ problems and need were investigated. The result shows that per capita sale, operating cost per sale, the number of products and the number of residents per outlet are below average. From this point, we also propose the ways and possibilities for implementing information technology system to support the lottery administration operations. According to the result, the key stakeholders of information technology project are executives and employees of GLO. In particular, their requirements can be classified into 2 types one is functional requirement, for example, system should be online operation and real time updating and system should be complete data integration and another one is non-functional requirements, for example, reliability and security. Finally, we propose the IT plan for application software system which has already been proved by pioneers regarding project feasibility and strategic factors based on organizational need and capabilities.
