Abstract

การบริหารจัดการงานสาธารณสุขด้านการส่งเสริมสุขภาพและป้องกันโรค เป็นการจัดบริการเชิงรุกให้แก่ประชาชนจึงมีความจำเป็นต้องใช้ข้อมูลสุขภาพเพื่อสนับสนุนการดำเนินงาน ซึ่งส่งผลให้สถานพยาบาลต้องดำเนินการรวบรวมและจัดส่งข้อมูลสุขภาพรายบุคคลและข้อมูลอื่นๆ ไปยังหน่วยงานทางสาธารณสุขต่างๆ เพื่อใช้ในการดำเนินงานตามวัตถุประสงค์ของหน่วยงาน และตามความรับผิดชอบที่แตกต่างกัน ดังนั้นสถานพยาบาลจึงมีภาระงานในการนำส่งข้อมูล อีกทั้งข้อมูลบางส่วนมีความซ้ำซ้อนกัน ทำให้เกิดแนวคิดในการจัดการข้อมูลอย่างเป็นระบบ เพื่อลดปัญหาความซ้ำซ้อนของข้อมูลและกระบวนการทำงาน เพื่อให้ได้ข้อมูลที่จำเป็นมีความเหมาะสมตรงกับความต้องการ และสามารถนำข้อมูลที่ได้ไปใช้ในการพัฒนาและออกแบบเป็นระบบสารสนเทศ เพื่อให้การดำเนินงานมีประสิทธิภาพมากขึ้น การดำเนินงานวิจัยเริ่มจาก รวบรวมความต้องการเบื้องต้นในการใช้ข้อมูล โดยการสัมภาษณ์หน่วยงานและผู้ปฏิบัติงานที่เกี่ยวข้อง การศึกษาพันธกิจ ภาพรวมของรายงาน สถิติและดัชนีชี้วัดสุขภาพ องค์ประกอบของระบบข้อมูลสุขภาพ รวมถึงประเภทของข้อมูลสุขภาพ จากนั้นได้นำผลของการรวบรวมข้อมูลมาวิเคราะห์ เพื่อกำหนดเป็นโครงสร้างระบบข้อมูลสุขภาพที่มีการเชื่อมโยง วิธีการจัดเก็บข้อมูล ประเภทของข้อมูล องค์ประกอบของข้อมูลสุขภาพ และการนำข้อมูลเหล่านั้นไปใช้ประโยชน์ ในส่วนถัดมาเป็นกลุ่มของข้อมูลสุขภาพที่กำหนดขึ้นมีแหล่งที่มาจากข้อมูลการให้บริการของสถานพยาบาล และที่ได้จากการสำรวจ โดยข้อมูลที่จัดเก็บได้นี้สามารถนำมาประมวลผลและจำแนกตามดัชนีชี้วัดทางสุขภาพ ออกเป็น 3 กลุ่มคือ สถานะสุขภาพ ปัจจัยบ่งชี้สุขภาพ และระบบบริการสุขภาพ ผลลัพธ์ที่ได้ยังถูกนำมาออกแบบเป็นระบบสารสนเทศที่ประกอบไปด้วย การออกแบบฐานข้อมูลและหน้าจอการทำงานของระบบ ผลของงานวิจัยได้รับการประเมินผ่านการสัมมนารวบรวมความคิดเห็นจากผู้เชี่ยวชาญทางสาธารณสุข ด้านการส่งเสริมสุขภาพและป้องกันโรค จากผลการประเมินสามารถสรุปได้ว่า ระบบที่ออกแบบสามารถสนับสนุนการดำเนินงานที่สามารถตอบสนองความต้องการตามหน้าที่และวัตถุประสงค์ของแต่ละหน่วยงาน ช่วยให้การจัดการข้อมูลเป็นไปอย่างมีระบบ ลดความซ้ำซ้อนในการจัดเตรียมข้อมูล สามารถสนองตอบความต้องการใช้งานข้อมูลในปัจจุบัน และข้อมูลที่ได้สามารถสะท้อนผลลัพธ์ทางสุขภาพที่สำคัญได้

Other Abstract (Other language abstract of ETD)

To efficiently and effectively manage health care system for health promotion and disease prevention, health data is needed to support operation. Each health organization needs health data which may be different or alike to other organization which lead to unnecessary repetitive health data and enormous work load on health providers for collecting and sending health data. In order to eliminate this redundancy, the study and determination for necessary data in health care management is proposed. This study start from surveying present health information in health organization and analyzing health’s organizations’ missions, overall health report and statistic, and component of health data to locate the overall needs of health information. The result of this study is the structure of health information system that fully supports the public health services. The necessary health data can be gathered by two methods: by collecting patient medical record from health provider, and by surveying. The obtained health data can be used to determine health status, health determinants and health system. To develop and design database and application of information system, the proposed system was evaluated by a seminar in which system users and public health specialists brainstorm that it is possible to develop. The information system can reflect the outcome of services of health providers and support health promotion and disease prevention.
