Abstract
วิทยานิพนธ์ฉบับนี้มุ่งศึกษานโยบายต่างประเทศสหรัฐอเมริกาต่อลิเบียในปี ค.ศ. 2003-2006 ซึ่งเป็นช่วงเวลาที่สหรัฐฯประสบความสำเร็จในการทำให้ลิเบียยอมเปลี่ยนแปลงนโยบายสำคัญตาม ข้อเรียกร้องของสหรัฐฯ อันได้แก่ การละทิ้งโครงการอาวุธอานุภาพทำลายล้างสูง การเลิกสนับสนุน การก่อการร้ายรวมถึงการจ่ายค่าชดเชยแก่ครอบครัวเหยื่อจากกรณีลอคเคอร์บี นำมาสู่คำถามใน การวิจัย ก็คือ เหตุใดสหรัฐฯในยุครัฐบาล จอร์จ ดับเบิลยู บุช สามารถทำให้ลิเบียยอมเปลี่ยนแปลงนโยบายได้สำเร็จ โดยอาศัยแนวคิดของ Bruce W. Jentleson และ Christopher A. Whytock เรื่อง ปัจจัยกำหนดความสำเร็จและล้มเหลวของการทูตเชิงบังคับมาใช้ในการวิเคราะห์ปัจจัยที่ทำให้สหรัฐฯประสบความสำเร็จในการใช้การทูตเชิงบังคับต่อลิเบีย จากการศึกษาพบว่า นโยบายต่างประเทศสหรัฐฯ สมัยรัฐบาลจอร์จ ดับเบิลยู บุชต่อลิเบียใน ช่วง ค.ศ.2003-2006 ประสบความสำเร็จสามารถทำให้ลิเบียเปลี่ยนแปลงนโยบายสำคัญได้เนื่องมาจากกลยุทธ์การทูตเชิงบังคับของรัฐบาลจอร์จ ดับเบิลยู บุช ที่มีความสมดุล ได้ส่งผลกระทบต่อการเมืองและเศรษฐกิจภายในของลิเบีย
Other Abstract (Other language abstract of ETD)
The main purpose of this thesis is to analyze U.S. foreign policy toward Libya during 2003-2006.Employing Bruce W.Jentleson and Christopher A. Whytock’ s concept of coercive diplomacy as an analytical framework, it argues that the U.S. was successful in making Libya change its important policies regarding U.S.’s demands for Libya’s abandoning weapons of mass destruction(WMD),stopping supporting terrorism and providing compensation to victims’ families of the Lockerbie case by pursuing a balanced coercive diplomacy strategy that affected domestic politics and economy of Libya.
