Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์ 1. เพื่อศึกษาถึงยุทธศาสตร์ทางด้านความมั่นคงของสหรัฐอเมริกาต่อทวีปยุโรปในช่วงหลังสงครามเย็น 2. เพื่อศึกษาว่าองค์การเนโตได้ปรับขยายบทบาทและอำนาจหน้าที่ของตนในช่วงหลังสงครามเย็นให้สอดคล้องกับสภาวการณ์ที่เปลี่ยนแปลงไปอย่างไร 3. เพื่อวิเคราะห์ถึงผลประโยชน์ของสหรัฐอเมริกาที่จะได้รับจากการมีบทบาทด้านความมั่นคงในยุโรปต่อไป โดยใช้วิธีการวิลัยเอกสารจากองค์กรต่างๆ ที่เกี่ยวข้อง เช่น องค์การป้องกันแอตแลนติกเหนือ กระทรวงการต่างประเทศสหรัฐอเมริกา คำประกาศและสุนทรพจน์ของบุคคลสำคัญ เช่น ประธานาธิบดีสหรัฐอเมริกา โดยผลการศึกษาพบว่า 1. สหรัฐอเมริกาดำเนินนโยบายต่อยุโรปช่วงหลังสงครามเย็นในลักษณะของการรักษาโครงสร้างใหม่ทางด้านความมั่นคงที่ไม่มีการแบ่งแยกประเทศต่างๆ ออกเป็นฝ่ายยุโรปตะวันตก ยุโรปตะวันออก หรือฝ่ายแอตแลนติก อันหมายถึงการผนวกเอาสหรัฐอเมริกาเข้าเป็นส่วนหนึ่งในโครงสร้างใหม่ด้วย ซึ่งจากนโยบายเช่นนี้จึงทำให้เกิดความพยายามขยายบทบาทขององค์การเนโตออกไป เพื่อให้องค์การเนโตเป็นเสาหลักความมั่นคงในยุโรปต่อไปโดยมีสหรัฐอเมริกาเป็นแกนนำที่สำคัญ 2. สหรัฐอเมริกาและประเทศสมาชิกองค์การเนโตได้ตัดสินใจเพิ่มบทบาทและปรับขยายอำนาจหน้าที่ขององค์การเนโตในช่วงหลังสงครามเย็นใน 2 ระดับสำคัญ คือ ภาคทฤษฎีและภาคปฏิบัติ โดยภาคทฤษฎีได้นำมาตรการการเจรจา การสร้างความร่วมมือ การป้องกันร่วมกัน และการลัดการวิกฤตการณ์และการป้องกันความขัดแย้งมาเป็นตัวกลางในการสร้างความสัมพันธ์อันดีระหว่างองค์การเนโตและประเทศอดีตบริวารของสหภาพโซเวียต ส่วนภาคปฏิบัติได้พยายามสร้างความร่วมมือ ความไว้วางใจและความโปร่งใสระหว่างองค์การเนโตกับอดีตประเทศลังคมนิยมยุโรปตะวันออกและยุโรปกลาง แม้ประเทศเหล่านี้จะยังมิได้ เป็นสมาชิกองค์การเนโต เช่น การร่วมมือในสนธิสัญญาจำกัดอาวุธตามแบบ การจัดตั้งคณะมนตรีหุ้นส่วนแห่งยูโร-แอตแลนติก และการลัดตั้งโครงการหุ้นส่วนเพื่อลันติภาพ 3. สหรัฐอเมริกาได้รับผลประโยชน์ทั้งทางด้านความมั่นคง เศรษฐกิจและสังคมวัฒนธรรม จากการคงบทบาททางด้านความมั่นคงในยุโรปต่อไป

Other Abstract (Other language abstract of ETD)

The purpose of this study is : 1. To study the American security strategy for Europe in the post-cold war. 2. To study the expansion of roles and responsibilities of NATO in the changing international environment. 3. To analyze American national interests in maintaining security roles in the post-cold war Europe. This study is based on the documentary research of the roles of organizations and institutions such as NATO and US Department of States, and other related primary sources, such as declarations and speeches of the so-called 'players' during the period under study. The results indicate that : 1. American foreign policy in Europe during the post-cold war is to maintain the status quo, i.e. the new security structure that would preserve the unity and solidarity between Europe and the United States. This policy requires their efforts to maintain NATO as the anchor for American security engagement in Europe and continued American leadership. 2. The United States and other NATO’s members are cooperating to maintain and expand NATO's roles and responsibilities in both theory and practice. In theory, the United States and Western Europe still consider a "safe" Europe from Russia necessary. In practice, NATO has incorporated Eastern Europe into its sphere through several mechanism, such as the Treaty on Conventional Armed Forced in Europe, the Euro-Atlantic Partnership Council and the Partnership for Peace. 3. American vital national interests in Europe are military security and economic, social and cultural cooperation
