Abstract

ศึกษาอนาคตภาพองค์การพยาบาล โรงพยาบาลมหาวิทยาลัยของรัฐ ในช่วงพุทธศักราช 2555-2559 โดยใช้เทคนิค Ethnographic delphi futures research ผู้ให้ข้อมูล เป็นผู้เชี่ยวชาญในองค์การพยาบาล จำนวน 18 คน ประกอบด้วย ผู้เชี่ยวชาญระดับนโยบายและการวางแผนกระทรวงสาธารณสุข ผู้บริหารทางการพยาบาล ผู้บริหารในองค์กรวิชาชีพ และอาจารย์พยาบาลที่มีประสบการณ์ด้านการสอน การวิจัย และการบริหารการพยาบาล วิธีดำเนินการวิจัย ประกอบด้วย 3 ขั้นตอนคือ ขั้นตอนที่ 1 การสัมภาษณ์เกี่ยวกับอนาคตภาพองค์การพยาบาล โรงพยาบาลมหาวิทยาลัยของรัฐ ในช่วงพุทธศักราช 2555-2559 ขั้นตอนที่ 2 นำข้อมูลที่ได้มาวิเคราะห์เนื้อหาแล้วนำมาสร้างแบบสอบถาม ให้ผู้เชี่ยวชาญแสดงความคิดเห็นเกี่ยวกับ ระดับความน่าจะเป็นของอนาคตภาพจากข้อคำถามแต่ละข้อ และขั้นตอนที่ 3 นำความคิดเห็นของผู้เชี่ยวชาญทั้ง 18 คนเป็นข้อมูลคำนวณค่ามัธยฐาน ค่าพิสัย ระหว่างควอไทล์ รอบที่ 3 ให้ผู้เชี่ยวชาญยืนยันความคิดเห็นจากผลการวิเคราะห์ในรอบที่ 3 นำข้อมูลที่ได้ จากการยืนยันคำนวณหาค่ามัธยฐานและค่าพิสัยระหว่างควอไทล์ เพื่อสรุปผลอนาคตภาพองค์การพยาบาล ผลการศึกษาพบว่า อนาคตภาพองค์การพยาบาล โรงพยาบาลมหาวิทยาลัยของรัฐ ในช่วง พุทธศักราช 2555-2559 ผู้เชี่ยวชาญให้ระดับความน่าจะเป็นของอนาคตภาพสอดคล้องกัน ประกอบด้วย อนาคตภาพ 5 ด้าน ได้แก่ 1) อนาคตภาพด้านการบริการพยาบาล มีการยกระดับมาตรฐานการบริการพยาบาล คุณภาพบริการพยาบาล และการพัฒนารูปแบบการให้บริการสุขภาพ 2) อนาคตภาพด้านการ บริหาร มีการใช้หลักธรรมาภิบาล หลักการมีส่วนร่วมและการกระจายอำนาจ และการพัฒนารูปแบบช่องทางการสื่อสาร 3) อนาคตภาพด้านการพัฒนาบุคลากร มีการพัฒนาและเพิ่มพูนสมรรถนะ และผลักดันบุคลากรที่มีความสามารถสร้างผลงานและความก้าวหน้าในวิชาชีพ 4) อนาคตภาพด้านวิชาการและการ วิจัย มีการจัดการความรู้ด้านการปฏิบัติการพยาบาล การบริหารการพยาบาล และการดำเนินเครือข่ายการ วิจัยทางการพยาบาล และ 5) อนาคตภาพด้านการสนับสนุนการจัดการศึกษา มีการยกระดับและพัฒนา ศักยภาพบัณฑิต กำกับ ดูแล และควบคุมมาตรฐานทางวิชาการ

Other Abstract (Other language abstract of ETD)

To explore scenario of nursing organization, government university hospitals during B.E. 2012-2016. The Ethnographic Delphi Futures Research technique was applied. The subjects were 18 experts in nursing organization including chief administrator from Ministry of Public Health, nursing administrators, nursing organizations, and administrative lecturers from government university hospitals. Research methodology was conducted as 3 steps. Step1, the experts were described about the scenario of nursing organization, government university hospitals during B.E. 2012-2016. Step 2, data were analyzed by using content analysis for developing the rating scales questionnaire. All items in the questionnaire were ranked the level probability of scenario by a prior panel of expert. Step 3, data were analyzed by using median and interquatile range was develops a new version of the questionnaire. Data were analyzed again by median and interquatile range to summarize the scenario of nursing organization. The results of this study were presented that the scenario of nursing organization, government university hospitals during B.E. 2012-2016 consist of 5 aspects as follow : 1) scenario of nursing services to upgrade standard of nursing services, quality of nursing services, and develop the way of health services, 2) scenario of nursing administration using good governance, and develop the way of communication, 3) scenario of human resource development, capacity and pushing an excellent personnel forward, 4) scenario of academic and research, management to follow knowledge of nursing and nursing research, and 5) scenario of supporting studied administration, to raise a standard of academic and develop potentiality of a wise man and control standard of academic.
