Abstract
การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อการศึกษาสภาพและปัญหาการบริหารงานของกองสารวัตรนักเรียน สังกัดกรมพลศึกษา ผลการวิจัยพบว่ากองสารวัตรนักเรียนแบ่งออกเป็นหน่วยงานในส่วนกลางและส่วนภูมิภาคส่วนกลางกำหนดหน้าที่และการแบ่งงานภายในค่อนข้างชัดเจน แต่ศูนย์ในภูมิภาคส่วนใหญ่ยังไม่สมบูรณ์ในการดำเนินงานมีการวางแผนทั้งระยะสั้นและระยะยาว ในด้านการจัดคนเข้าทำงานมีความต้องการอัตรากำลังเพิ่มในการ ปฏิบัติงาน การตัดสินใจส่วนใหญ่ใช้วิธีการขอความคิดเห็นจากที่ประชุม การสั่งการเป็นลายลักษณ์อักษรในงานที่สำคัญ มีการประสานงานทั้งภายในและภายนอกหน่วยงาน มีการจัดทำรายงานผลการปฏิบัติงานและการดำเนินการงบประมาณตามขั้นตอน ปัญหาที่พบคือ โครงสร้างการแบ่งสายงานกับจำนวนบุคลากรไม่สัมพันธ์กัน ขาดบุคลากรที่มีความรู้ความเข้าใจในด้านการวางแผนโดยเฉพาะ จำนวนบุคลากรไม่เพียงพอในการปฏิบัติงานกองสารวัตรนักเรียนไม่มีแผนในการติดตามและประเมินผลการปฏิบัติงานที่ชัดเจน ทำให้การควบคุมกำกับการทำงานไม่มีประสิทธิภาพ การประสานงานล่าช้า รูปแบบการรายงานไม่สมบูรณ์และไม่เป็นมาตรฐาน งบประมาณไม่เพียงพอในการปฏิบัติงาน
Other Abstract (Other language abstract of ETD)
The research aims to study the State and problems of the administration of the Student Patrol Division under the juriediation of the Department of Physical Education. The results were that the Student Patrol Division consists of central unit and several local units. Most of the local units, Students’ Behavior Development Center, were not well organized. Planning were employed as means for operations both long term and short term plans. All centers expressed the need for additional staff. An essentrial problems faced were inadequate staff, lack of planning personnel, lack of monitoring and control plan. Coordination system didn’t work well. As regarded to the report system, there was a need to set up proper standard report for all units.
