Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษากระบวนการบริหารการกำกับงานโครงการขยายโอกาสทางการศึกษาของสำนักงานคณะกรรมการการประถมศึกษาแห่งชาติ และกรมสามัญศึกษา ผลการวิจัยพบว่า โครงการขยายโอกาสทางการศึกษาเป็นแผนงาน/โครงการเพื่อการจัดการขยายโอกาสทางการศึกษาของสำนักงานคณะกรรมการการประถมศึกษาแห่งชาติ และกรมสามัญศึกษา กระทรวงศึกษาธิการ มีระบบการกำกับงานโครงการส่วนใหญ่คล้ายคลึงกัน คือใช้หน่วยงานตามโครงสร้างปกติ ส่วนของสำนักงานคณะกรรมการการประถมศึกษาแห่งชาติได้กำหนดให้มีสำนักงานการขยายโอกาสทางการศึกษาเพิ่มเติม เพื่อดูแลรับผิดชอบโครงการโดยตรง นอกจากนั้นยังมีหน่วยงานซึ่งทำหน้าที่โดยเฉพาะการติดตามและประเมินผล คือ สำนักงานคณะกรรมการการศึกษาแห่งชาติ และกองแผนงาน สำนักงานปลัดกระทรวงศึกษาธิการ ติดตามและประเมินผลโครงการของสำนักงานคณะกรรมการการประถมศึกษาแห่งชาติ ส่วนโครงการของกรมสามัญศึกษาติดตามและประเมินผลโดยสำนักงานคณะกรรมการการศึกษาแห่งชาติ และได้พบว่า ระบบการประสานงานการกำกับโครงการยังไม่ชัดเจน ปัญหาสำคัญๆ ได้แก่ 1.ปัญหาเรื่องงบประมาณไม่เพียงพอ ได้รับล่าช้า 2.ปัญหาด้านการจัดองค์กร ขาดการจัดระบบการกำกับงาน 3.บุคลากรไม่เพียงพอ เป็นต้น
Other Abstract (Other language abstract of ETD)
The purpose of this research was to study the monitoring process of the project on expansion of educational opportunity of the Office of the National Primary Education Commission and the Department of General Education. Findings revealed that both the Office of the National Primary Education Commission and the Department of General Education, Ministry of Education, employed quite a similar monitoring process. They both used the existing sections of the organization to carry on monitoring. Only the Office of the National Primary Education Commission had created additional special section within the office to take a responsibility of the project. The office of the National Education Commission and the Division of Planning in the Office of the Permanent Secretary of the Ministry of Education played their major role in evaluation rather than monitoring. It was also found that a coordinations of monitoring system were unclearly defined. The problems were insufficient budget, lack of good coordination of monitoring system and insufficient personnel.
