Abstract

การวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ในการบริหารสถานศึกษาระดับประถมศึกษาเพื่อส่งเสริมการมีส่วนร่วมของชุมชนในระบบดูแลช่วยเหลือนักเรียน และพัฒนากลยุทธ์การบริหารสถานศึกษาระดับประถมศึกษาเพื่อส่งเสริมการมีส่วนร่วมของชุมชนในระบบดูแลช่วยเหลือนักเรียน เก็บข้อมูลโดยใช้แบบสอบถาม แบบสัมภาษณ์ กลุ่มตัวอย่างที่ใช้ในการเก็บข้อมูลศึกษาวิเคราะห์ ได้แก่ ผู้บริหารสถานศึกษา ครู และตัวแทนชุมชน สถิติในการวิเคราะห์ข้อมูล คือ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ความต้องการจำเป็นจากแบบสอบถาม และการสัมภาษณ์ผู้บริหาร ครู และตัวแทนชุมชน ใน 4 ภูมิภาค ต่อจากนั้นจัดทำกลยุทธ์โดยใช้เทคนิค SWOT ในการวิเคราะห์สภาพแวดล้อมการบริหารสถานศึกษาระดับประถมศึกษาเพื่อส่งเสริมการมีส่วนร่วมของชุมชน ในระบบดูแลช่วยเหลือนักเรียน นำผลการวิเคราะห์มาจัดทำร่างกลยุทธ์และตรวจสอบกลยุทธ์โดยการจัดประชุมสนทนากลุ่มผู้ทรงคุณวุฒิ ผลการวิจัยพบว่าสภาพปัจจุบันในการบริหารสถานศึกษาระดับประถมศึกษาเพื่อส่งเสริมการมีส่วนร่วมของชุมชนในระบบดูแลช่วยเหลือนักเรียนในภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า มีค่าเฉลี่ยสูงสุดลำดับแรก คือ การมีส่วนร่วมของชุมชนในการริเริ่ม รองลงมา คือ การมีส่วนร่วมของชุมชนในการรับผลประโยชน์ การมีส่วนร่วมของชุมชนในการวางแผน การมีส่วนร่วมของชุมชนในการดำเนินการ และค่าเฉลี่ยต่ำสุด คือ การมีส่วนร่วมของชุมชน ในการประเมินผล และสภาพที่พึงประสงค์ในการบริหารสถานศึกษาระดับประถมศึกษาเพื่อส่งเสริมการมีส่วนร่วมของชุมชนในระบบดูแลช่วยเหลือนักเรียนในภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่า มีค่าเฉลี่ยสูงสุดลำดับแรก คือ การมีส่วนร่วมของชุมชนในการริเริ่ม รองลงมา คือ การมีส่วนร่วมของชุมชนในการดำเนินการ การมีส่วนร่วมของชุมชนในการวางแผน การมีส่วนร่วมของชุมชนในการรับผลประโยชน และค่าเฉลี่ยต่ำสุด คือ การมีส่วนร่วมของชุมชนในการประเมินผล กลยุทธ์การบริหารสถานศึกษาระดับประถมศึกษาเพื่อส่งเสริมการมีส่วนร่วมของชุมชนในระบบดูแลช่วยเหลือนักเรียน ประกอบด้วย 5 กลยุทธ์หลัก 13 กลยุทธ์รอง และ 68 วิธีการ ได้แก่ กลยุทธ์หลักที่ 1 ริเริ่มสร้างสรรค์สัมพันธ์ชุมชน ประกอบด้วย 2 กลยุทธ์รอง กลยุทธ์หลักที่ 2 เพิ่มพลังศักยภาพการวางแผน ประกอบด้วย 3 กลยุทธ์รอง กลยุทธ์หลักที่ 3 การเพิ่มประสิทธิภาพการดำเนินงานสู่ความเป็นเลิศ ประกอบด้วย 3 กลยุทธ์รอง กลยุทธ์หลักที่ 4 มุ่งสร้างคุณภาพการประเมินผลสู่ความเข้มแข็ง ประกอบด้วย 3 กลยุทธ์รอง และกลยุทธ์หลักที่ 5 มุ่งสู่ความสำเร็จและรับผลประโยชน์ร่วมกัน ประกอบด้วย 2 กลยุทธ์รอง

The purposes of this research were as follow : to study the states | desire, and to development of elementary schools management strategies to enhance community involvement in student support system. Data collection methods are the questionnaires, the interviews. The representative samples are school administrators teacher and community. Data were analyzed using percentage, mean, standard deviation and needs assessment by questionnaires and the interviews school administrators teachers and community in four provincial part. Thereafter SWOT analysis for strategies make draft strategies and finalize by the focus group discussion. The findings were as follows: he present states of elementary schools management to enhance community involvement in student support system revealed total was moderately ,then consider ; the highest mean was community involvement to start, and be inferior was community involvement to benefits, community involvement to plan, community involvement to implement and minimum mean was community involvement to evaluation. And desire states of elementary schools management to enhance community involvement in student support system reveal total was abundantly ,then consider ; the highest mean was community involvement to start, and be inferior was community involvement to implement, community involvement to plan, community involvement to benefits and minimum mean was community involvement to evaluation. The elementary schools management strategies to enhance community involvement in student support system | feature five principle strategies thirteen be inferior strategies and sixty-eight procedure namely. The first principle strategies is the create start relationship community; be inferior strategies is 2 items . The second principle strategies is increase potential planning; be inferior strategies is 3 items . The third principle strategies is increase efficiency the best of implement be inferior strategies is 3 items . The fourth principle strategies is create quality evaluation to be vigorous be inferior strategies is 3 items. And the fifth principle strategies is be absorbed in the successful and benefit inferior strategies is 2 items.
