Abstract
วิทยานิพนธ์ฉบับนี้มุ่งศึกษาว่า การกระจายอำนาจของเทศบาลนครเชียงใหม่ในรูปแขวง เพื่อจัดทำบริการต่าง ๆ ไปสู่ประชาชน เป็นไปอย่างมีประสิทธิภาพ และตอบสนองความต้องการอันหลากหลายของประชาชนได้มากน้อยเพียงใด การศึกษาครั้งนี้ทำการศึกษาจากเอกสารที่เกี่ยวข้อง การสังเกต และสัมภาษณ์ โดยออกแบบสอบถามกลุ่มเป้าหมายจำนวน 4 กลุ่มคือ ประชาชนที่มาติดต่อขอรับบริการจากแขวงทั้ง 4 แขวง รวม 2,000 ชุด เจ้าหน้าที่ผู้ปฏิบัติงานของแขวงทุกแขวง รวม 126 ชุด หัวหน้าส่วนราชการระดับกองของเทศบาลนครเชียงใหม่ รวม 16 ชุด และคณะเทศมนตรีนครเชียงใหม่ รวม 5 ชุด ผลการศึกษาสรุปได้ว่า การกระจายอำนาจของเทศบาลนครเชียงใหม่ให้แก่แขวงทั้ง 4 แขวงในปัจจุบันอยู่ในระดับค่อนข้างต่ำ ไม่เหมาะสมสอดคล้องกับความจำเป็นในการบริหารงานของแขวงในการให้บริการประชาชน การจัดตั้งแขวงทำให้ประชาชนได้รับความสะดวกมากขึ้น แต่ประชาชนยังไม่ได้รับความสะดวก รวดเร็วจากการบริการของแขวงเท่าที่ควร นอกจากนี้ประเภทและลักษณะของงานที่เทศบาลนครเชียงใหม่ได้กระจายอำนาจให้แขวงรับไปปฏิบัติ เพื่อบริการประชาชนยังไม่เหมาะสม จึงไม่สามารถตอบสนองความต้องการของประชาชนได้โดยสมบูรณ์
Other Abstract (Other language abstract of ETD)
This thesis was to study the efficiency and the degree of services that coped with the public requirements in consequence of the district administrative decentralization of Chiang Mai Municipality. The study found that the degree of administrative decentralization of Chiang Mai Municipality to all four district offices at present was rather low and their services could not meet the public demands. Although the establishment of the district offices provided latter services to the public they still could not get more convenient and quicker services as expected. Morevoer, types and natures of functions and works that Chiang Mai Municipality assigned to the district offices are not fully responsive to the public demands
