Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อเสนอแนะแนวทางการพัฒนาพันที่ปล่อยว่างบริเวณชานเมืองกรุงเทพมหานคร โดยศึกษาถึงสาเหตุและปัญหาของการมีพื้นที่ปล่อยว่างจำนวนมาก ที่ปราศจากการใช้ประโยชน์ จึงสมควรที่จะนำมาใช้ให้เกิดประโยชน์สูงสุด ต่อการลงทุนของพื้นที่และสภาพแวดล้อมโดยรวม และเสนอแนะแนวทางการ พัฒนาการใช้ประโยชน์พื้นที่ปล่อยว่างบริเวณชานเมืองเขตบึงกุ่ม จากการศึกษาข้อมูลพบว่าการขยายตัวของพื้นที่เมืองมีลักษณะกระจายตัวอย่างไร้ทิศทาง ตามแนวถนนสายหลักด้วยปัจจัยพื้นฐานการพัฒนาอันได้แก่ จำนวนประชากร ความหนาแน่น และอัตราการเจริญเติบโตของประชากรที่เพิ่มขึ้นอย่างต่อเนื่อง โดยเฉพาะย่านชานเมืองมีการขยายตัวของพื้นที่เมือง โดยการเปลี่ยนแปลงการใช้ประโยชน์ที่ดินจากพื้นที่เกษตรกรรมชานเมืองเป็นพื้นที่เมือง ซึ่งลักษณะดังกล่าวเป็นตัวชี้ที่สำคัญที่แสดงให้เห็นถึงกระบวนการกลายเป็นเมืองที่ยังดำเนินอยู่ และจากการศึกษาการใช้ประโยชน์ที่ดินประเภทต่าง ๆ ทำให้ทราบถึงการ เปลี่ยนแปลงที่เกิดขึ้น ได้แก่ จำนวนพื้นที่ที่พักอาศัย พื้นที่ถนน ตรอกซอย พื้นที่สาธารณูปโภค พื้นที่เกษตรกรรม พื้นที่ พักผ่อนหย่อนใจ และพื้นที่ปล่อยว่างที่ยังคงเหลืออยู่ เมื่อเปรียบเทียบกับการเปลี่ยนแปลงราคาที่ดินรายเขตมีข้อสังเกตว่า ราคาที่ดินที่ปรับตัวสูงขึ้นมีลักษณะของการกักเก็บที่ดินเพื่อเก็งกำไร จากสภาพทั่วไปและการใช้ประโยชน์ที่ดินปัจจุบันในพื้นที่ศึกษาเขตบึงทุ่ม พบว่ามีพื้นที่ว่างเปล่าจำนวน มากที่มีลักษณะแปลงขนาดใหญ่ และมีพื้นที่ติดกันเป็นบริเวณกว้าง สาเหตุที่สำคัญในการปล่อยพื้นที่ให้ว่างนั้น คือการกักเก็บที่ดินและปัญหาการเข้าถึงพื้นที่ ทั้งที่สภาพพื้นที่ดังกล่าวมีศักยภาพในการพัฒนา เมื่อเปรียบเทียบกับผังเมืองรวม กรุงเทพมหานครพบว่า เขตบึงทุ่มมีจำนวนประชากร และความหนาแน่นน้อยกว่าเกณฑ์มาตรฐานทีกำหนด นอกจากนี้ ยังขาดแคลนพื้นที่สาธารณูปโภค อันได้แก่ โรงเรียนระดับประถมศึกษาและมัธยมศึกษา สถานีตำรวจ ที่ทำการไปรษณีย์ โทรเลขและสวนสาธารณะ ดังนั้นจึงเสนอแนะแนวทางการพัฒนาพื้นที่ปล่อยว่างให้เป็นพื้นที่ที่พักอาศัยหนาแน่นน้อย เนื่องจากมีศักยภาพการพัฒนาที่เหมาะสมต่อการเป็นพื้นที่ที่พักอาศัยสูง และยังมีการเพิ่มบริการพื้นฐานในบริเวณที่ยังขาดแคลน ทั้งนี้ การพัฒนาพื้นที่ดังกล่าวจะต้องมีความเหมาะสมและสอดคล้องกับสภาพความเป็นจริงของแต่ละพื้นที่ โดยคำนึงสภาพแวดล้อมโดยรวม

Other Abstract (Other language abstract of ETD)

The objective of this study is to propose the development guidelines for vacant areas in suburbs of Bangkok by using Bung Kum district as a case study. The study explored the cause and the resulting problems of the inefficient use of vacant areas, and useful investment of vacant areas and the concerning environment. The study found that the expansion of the built-up area, i.e. the continual increase in the number, the density and the growth rate of the population tended to be urban sprawl around main roads. An indication of continual urbanization was the replacement of original agricultural areas by urban expansion. As found in the study of the use of various areas, there have been changes in number of residential areas, agricultural areas, and plenty of vacant areas. Comparing the remarkable changes of land prices of each district, there is a sign of holding of land for land speculation. The study of basic information and existing land use of the Bung Kum district indicated plenty of large plots of vacant area. In addition, the significant cause of vacant area is land holding and accessibility, though there was potential for land development. Furthmore, the population density of Bung Kum is less than the standard of the low density residential zone of the Bangkok plan. The Bung Kum district lacks in its number of primary schools, high schools, police stations, post offices and parks. This vacant area has high potential to be a rcsidertial area. Therefore, the proposal guidelines arc to develop this vacant area in the suburbs to a low dinsity residential area, and to incresase the basic services in the area. However, the development of each vacant area in Bung kum should be appropriate for the trends of that specific area as well as for the whole environment.
