Abstract

วิทยานิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อวิเคราะห์หาตัวแปรสำคัญที่จำแนกกลุ่มผู้ประกอบการที่เห็นด้วยและไม่เห็นด้วยกับระบบพิธีการศุลกากรทางอิเล็กทรอนิกส์แบบไร้เอกสารในการสนับสนุนกิจกรรมโลจิสติกส์ของธุรกิจใน 4 ด้าน คือ ด้านข้อมูล ด้านความรวดเร็ว ด้านต้นทุน และด้านความสามารถในการแข่งขัน แล้วทำการเปรียบเทียบและวิเคราะห์ว่าตัวแปรสำคัญตัวใดที่ทำให้ผู้ประกอบการเห็นด้วยกับระบบพิธีการศุลกากรทางอิเล็กทรอนิกส์แบบไร้เอกสารมากที่สุดในแต่ละด้าน ด้วยวิธีวิเคราะห์เชิงพรรณนาจากข้อมูลทุติยภูมิ ซึ่งเก็บรวบรวมจากการเก็บแบบสอบถามกลุ่มตัวอย่างผู้ประกอบการที่ใช้ระบบพิธีการศุลกากรทางอิเล็กทรอนิกส์แบบไร้เอกสาร 100 ตัวอย่าง และใช้วิธีวิเคราะห์การจำแนกประเภท (Discriminant Analysis) ในการหาคุณลักษณะที่สามารถจำแนกความแตกต่างระหว่างกลุ่มผู้ประกอบการทั้ง 2 กลุ่ม ออกจากกันได้อย่างมีนัยสำคัญ ผลการศึกษาพบว่าในความเห็นของผู้ประกอบการ ทำให้ทราบว่าปัจจัยที่สามารถจำแนกความแตกต่างระหว่างกลุ่มผู้ประกอบการที่เห็นด้วยและไม่เห็นด้วยกับระบบพิธีการศุลกากรทางอิเล็กทรอนิกส์แบบไร้เอกสารในการสนับสนุนกิจกรรมโลจิสติกส์ของธุรกิจใน (1) ด้านข้อมูลได้อย่างมีนัยสำคัญ ได้แก่ ความสามารถในการลดการใส่ข้อมูลซ้ำ ความสามารถในการแบ่งปันข้อมูลแบบทันทีทันใด (Real time) ระหว่างผู้ประกอบการและคู่ค้าและความมั่นใจในความปลอดภัยของข้อมูลจากการลงลายมือชื่อทางอิเล็กทรอนิกส์ (Digital Signature) กับใบรับรอง อิเล็กทรอนิกส์ Certificate Authority (CA)(2)ด้านความรวดเร็วได้อย่างมีนัยสำคัญ ได้แก่ ตำแหน่งงานของกลุ่มตัวอย่างที่เกี่ยวข้องกับการนำเข้า/ส่งออก ประเภทธุรกิจของผู้ประกอบการ ความรวดเร็วในการดำเนินพิธีการศุลกากร ความรวดเร็วในการจัดเก็บค่าภาษีอากร และความรวดเร็วในการติดต่อประสานงานกับเจ้าหน้าที่ศุลกากรและหน่วยงานที่เกี่ยวข้องในการออกใบอนุญาตนำเข้า/ส่งออก (3)ด้านต้นทุนได้อย่างมีนัยสำคัญ ได้แก่ ตำแหน่งงานของกลุ่มตัวอย่างที่เกี่ยวข้องกับการนำเข้า/ส่งออก ต้นทุนการดำเนินงาน (Operation cost) ลดลง ต้นทุนในการเก็บเอกสารที่ซ้ำซ้อนลดลง และต้นทุนสินค้าคงคลังลดลง (4)ด้านความสามารถในการแข่งขันได้อย่างมีนัยสำคัญ ได้แก่ ตำแหน่งงานของกลุ่มตัวอย่างที่เกี่ยวข้องกับการนำเข้า/ส่งออก ประเภทธุรกิจของผู้ประกอบการ ความสามารถในการสร้างความเชื่อมั่นให้กับคู่ค้าในต่างประเทศ และความสามารถในการยกระดับประสิทธิภาพของกระบวนการการอำนวยความสะดวกทางการค้า (Trade Facilitation Enhancement) ของศุลกากร

Other Abstract (Other language abstract of ETD)

The objectives of the thesis is to analyze to find out the important factors that identify the difference between two types of opinions of exporter/importer, agree and non-agree with the paperless customs system for support of 4 logistics activities in business, such as information, speed, cost and abilities of competitive. The study mainly based on primary date, collected by questionnaires of 100 exporter/importer samples, and utilizing discriminant analysis to identify the difference between two groups of exporter/importer. The results of study found factors that identify the difference between two types of opinions of exporter/importer, agree and non-agree with the paperless customs system for support of 4 logistics activities in business. (1)Information, such as abilities of reduction keying repeatable data, abilities of sharing data as real time and safety of data from the digital signature and the certificate authority (CA). (2)Speed, such as speeding up the customs procedure, speeding up the duty payment, speeding up the coordinating the work with customs officer and the person in charge of issuing the certificate of import and export, position of job and type of business. (3)Cost, such as the operation cost is decreased, cost of collecting the duplication paper work is decreased, the inventory cost is decreased and position of job. (4) Abilities of competitive, such as abilities of building the confidential with international trading partner, abilities of enhancement the efficiency of trade facilitation of Thai customs, position of job and type of business.
