Abstract
การศึกษาวิจัย เรื่อง ผลกระทบ ข้อจำกัด และข้อเสนอแนะเชิงนโยบายของโครงการบัตรสวัสดิการแห่งรัฐ :กรณีศึกษาพื้นที่ อำเภอภูกามยาว จังหวัดพะเยา มีวัตถุประสงค์ 1. เพื่อศึกษาข้อจำกัดและผลกระทบของโครงการบัตรสวัสดิการแห่งรัฐที่มีต่อผู้ถือบัตรสวัสดิการแห่งรัฐในพื้นที่อำเภอภูกามยาว จังหวัดพะเยา 2. เพื่อวิเคราะห์ปัจจัยของผู้ถือบัตรสวัสดิการแห่งรัฐที่ส่งผลต่อข้อจำกัดของโครงการบัตรสวัสดิการแห่งรัฐ ในพื้นที่อำเภอภูกามยาว จังหวัดพะเยา และ 3. เพื่อจัดทำข้อเสนอแนะเชิงนโยบายในการปรับปรุงและพัฒนาโครงการบัตรสวัสดิการแห่งรัฐต่อไป ซึ่งการศึกษาในครั้งนี้มีระเบียบวิธีวิจัยเชิงปริมาณ (Quantitative Research) กลุ่มตัวอย่าง ได้แก่ ผู้ที่ถือบัตรสวัสดิการแห่งรัฐในพื้นที่อำเภอภูกามยาว จังหวัดพะเยา จำนวน 380 คน ใช้แบบสอบถามเป็นเครื่องมือการศึกษาวิจัย และระเบียบวิธีวิจัยเชิงคุณภาพ (Qualitative Research) ใช้วิธีการเก็บข้อมูลโดยการสัมภาษณ์ ผู้นำในพื้นที่ และผู้ที่ได้รับบัตรสวัสดิการแห่งรัฐ ทั้งนี้ในการวิเคราะห์ข้อมูลจากแบบสอบถามใช้สถิติเชิงพรรณนาค่าความถี่ ร้อยละ และการวิเคราะห์ Probit and Logistic Regression เพื่อหาความสัมพันธ์ระหว่างข้อมูลส่วนบุคคลกับผลกระทบเชิงข้อจำกัด ผลการศึกษาวิจัย พบว่า การเข้าร่วมโครงการบัตรสวัสดิการแห่งรัฐ ส่งผลกระทบเชิงประโยชน์อยู่ในระดับมาก ในเรื่องของการช่วยลดค่าใช้จ่ายในการซื้อสินค้าในครัวเรือน แต่ในเรื่องของสวัสดิการค่าเดินทาง และการส่งผลให้รายได้เพิ่มขึ้น มีความสามารถชำระหนี้ และการส่งผลในการเข้าถึงสวัสดิการของรัฐเพิ่มเติม การศึกษาและการพัฒนาอาชีพ ครอบครัว อยู่ในระดับน้อย ส่วนด้านปัจเจกบุคคลภาพรวม อยู่ในระดับปานกลาง และในส่วนของผลกระทบเชิงข้อจำกัด พบว่า สวัสดิการค่าอุปโภคและบริโภคไม่เพียงพอ และสวัสดิการเกี่ยวกับค่าเดินทางไม่ได้ใช้ในพื้นที่ และในส่วนข้อจำกัดด้านรายได้ คือ ยังไม่สามารถนำไปสู่การชำระหนี้ได้ ด้านการเข้าถึงสวัสดิการของรัฐ คือ ไม่ส่งผลให้ได้รับความช่วยเหลือเพิ่มเติม เนื่องจากการใช้สิทธิบางอย่างต้องมีการลงทะเบียน การศึกษาและการพัฒนาอาชีพ คือ ยังไม่สามารถทำให้เข้าถึงแหล่งรายได้ใหม่ได้ จึงนำไปสู่การไม่สามารถเข้าถึงแหล่งเงินทุนภายในระบบได้ โดยภาพรวมการเข้าร่วมโครงการประชาชนจะใช้ค่าใช้จ่าย เกี่ยวกับการอุปโภคและบริโภค ซึ่งใช้จ่ายต่ำกว่าเส้นความยากจน ที่กำหนดเกณฑ์ไว้ที่ 2,710 บาท จึงกล่าวได้ว่า การเข้าร่วมโครงการยังคงทำให้เผชิญกับปัญหาความยากจนอยู่ โดยเมื่อทดสอบหาปัจจัยที่มีผลต่อข้อจำกัด พบว่า ในบริบทพื้นที่มีความแตกต่างเกี่ยวกับ เพศ อาชีพ อายุ บทบาทการเป็นผู้นำครอบครัว จำนวนสมาชิกในครอบครัว ปัญหาหนี้สิน ฯลฯ ซึ่งส่งผลทำให้เกิดข้อจำกัดที่แตกต่างกัน นอกจากนี้ในบริบทพื้นที่ภาพรวมส่วนใหญ่ประกอบอาชีพเกษตรกรรม และอาศัยเป็นครอบครัว มีจำนวนสมาชิกในครัวเรือนตั้งแต่ 3 คนขึ้นไป ความจำเป็นในการใช้สวัสดิการของรัฐ คือ ค่าอุปโภคและบริโภค คิดเป็นร้อยละ 92.60 และความจำเป็นน้อยที่สุด คือค่าเดินทางและค่าเช่าบ้าน คิดเป็นร้อยละ 5.80 และ 3.20 จากการวิเคราะห์ดังกล่าว จึงมีข้อเสนอในการปรับปรุงและพัฒนาโครงการ ใน 5 มิติ คือ 1. มิติรูปแบบการจัดสวัสดิการภายใต้โครงการบัตรสวัสดิการแห่งรัฐ 2. มิติการเข้าถึงสวัสดิการของรัฐของผู้ถือบัตรสวัสดิการแห่งรัฐ 3. มิติของการศึกษาและการพัฒนาอาชีพของผู้ถือบัตรสวัสดิการแห่งรัฐ 4. มิติการมีส่วนร่วมของหน่วยงานภาครัฐแบบบูรณาการ และ 5. มิติการปรับปรุงภาพรวมของโครงการตามแผนทฤษฎีองค์การ
Other Abstract (Other language abstract of ETD)
The findings revealed that participation in the Welfare Card Project has a significant positive impact at a high level by reducing household spending on goods. However, in terms of travel welfare, income increase, debt repayment capability, and access to additional state welfare, education, and family career development, the impacts were at low levels. Overall, the individual impact was at a moderate level. Regarding the limitations, it was found that the welfare for consumption and utilities was insufficient, and travel welfare was not utilized in certain areas. Additionally, the income limitations indicated that it has not led to effective debt repayment, and access to state welfare has not resulted in receiving further assistance due to the requirement for registration to exercise certain rights. Education and career development have not yet enabled access to new sources of income, leading to an inability to access funding sources within the system. Overall, participants in the project incurred monthly expenses related to consumption, which was below the poverty line set at 2,710 baht. It can be stated that participation in the project continued to confront issues of poverty. When testing for factors that influence limitations, it was found that in the context of the area, there were differences related to gender, occupation, age, roles as family leaders, the number of family members, debt issues, etc., which resulted in varying limitations. Furthermore, in the overall context of the area, most individuals are engaged in agriculture and live as families with household sizes of three or more. The necessity for utilizing state welfare was primarily for consumption and living expenses, accounting for 92.60%, while the least necessity was for transportation and housing rent, accounting for 5.80% and 3.20%, respectively. Based on the analysis, there are proposals for the improvement and development of the project in four dimensions: 1. The dimension of the welfare provision model under the Welfare Card Project; 2. The dimension of access to welfare for cardholders; 3. The dimension of education and career development for cardholders; 4. The dimension of integrated participation from government agencies; and 5. The dimension of overall project improvement according to organizational theory plans.
