Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษากรอบแนวคิดการบริหารวิชาการของสถานศึกษาอาชีวศึกษา และแรงงานที่มีนวัตกรรมในเขตพื้นที่ระเบียงเศรษฐกิจภาคตะวันออก 2) เพื่อศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการบริหารวิชาการของสถานศึกษาอาชีวศึกษา ตามแนวคิดแรงงานที่มีนวัตกรรมในเขตพื้นที่ระเบียงเศรษฐกิจภาคตะวันออก และ 3) เพื่อพัฒนากลยุทธ์การบริหารวิชาการของสถานศึกษาอาชีวศึกษาตามแนวคิดแรงงานที่มีนวัตกรรมในเขตพื้นที่ระเบียงเศรษฐกิจภาคตะวันออก โดยเป็นการวิจัยแบบผสมวิธีพหุระยะ (Multiphase Mixed Method Research) ที่ใช้วิธีการเก็บรวบรวมข้อมูลเชิงคุณภาพและเชิงปริมาณ ผู้ให้ข้อมูลแบ่งออกเป็น ผู้อำนวยการสถานศึกษา รองผู้อำนวยการฝ่ายวิชาการ รองผู้อำนวยการฝ่ายกิจการ และครูผู้สอนในสาขาวิชา รวมจำนวน 104 คน ในสถานศึกษาอาชีวศึกษาของรัฐและเอกชนใน 3 จังหวัด จังหวัดชลบุรี ระยอง และ ฉะเชิงเทรา รวมจำนวน 25 แห่ง เครื่องมือที่ใช้ในการวิจัยมี แบบประเมินกรอบแนวคิด แบบสอบถาม และแบบประเมินร่างกลยุทธ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าดัชนี PNImodified และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) กรอบแนวคิดการบริหารวิชาการ ประกอบด้วย 3 ด้านคือ การพัฒนาหลักสูตร การจัดการเรียนการสอน และการวัดผลประเมินผลตามสภาพจริง กรอบแนวคิดคุณลักษณะแรงงานที่มีนวัตกรรมในเขตพื้นที่ระเบียงเศรษฐกิจภาคตะวันออก ใช้กรอบแนวคิดคุณลักษณะแรงงานที่มีนวัตกรรม ซึ่งประกอบด้วย 9 คุณลักษณะ ได้แก่ 1) กล้ารับความเสี่ยง จากการดำเนินการที่ได้พิจารณาอย่างรอบคอบ 2) เชื่อมั่นในตนเอง และแสดงออกถึงศักยภาพของตัวเอง 3) สามารถแก้ไขปัญหาด้วยตนเอง และไม่กลัวปัญหาที่ซับซ้อน 4) มีแรงกระตุ้นในการทำงานจากภายใน และสามารถจูงใจหรือชักนำผู้อื่นให้เกิดการทำงานร่วมกันได้ 5) สามารถวิเคราะห์ตนเองได้ว่าไม่รู้อะไร ใฝ่รู้ และเสาะแสวงหาความรู้ใหม่ๆ ตลอดชีวิต 6) อดทน มุ่งมั่น และพากเพียรในการทำงาน 7) มีจินตนาการและคิดสร้างสรรค์ 8) สามารถควบคุมอารมณ์ และมีทัศนคติที่ดีต่ออาชีพ 9) มีภาวะผู้นำในการทำงานและสามารถเป็นผู้นำทีมได้ และกรอบแนวคิดอุตสาหกรรมเป้าหมาย ประกอบด้วย 10 อุตสาหกรรมดังนี้ 1) ยานยนต์สมัยใหม่ 2) อิเล็กทรอนิกส์อัจฉริยะ 3) การท่องเที่ยวกลุ่มรายได้ดีและการท่องเที่ยวเชิงสุขภาพ 4) การเกษตรและเทคโนโลยีชีวภาพ 5)แปรรูปอาหาร 6) หุ่นยนต์ 7) การบินและโลจิสติกส์ 8) พาณิชยนาวี 9) เชื้อเพลิงชีวภาพและเคมีชีวภาพ และ 10) ดิจิทัล 2) สภาพปัจจุบันของการบริหารวิชาการของอาชีวศึกษา ในภาพรวมมีค่าเฉลี่ยในการบริหารวิชาการอยู่ในระดับมาก ด้านที่มีค่าเฉลี่ยสูงที่สุดคือ ด้านการวัดผลประเมินผลตามสภาพจริง ส่วนสภาพที่พึงประสงค์ในภาพรวมมีค่าเฉลี่ยในการบริหารวิชาการอยู่ในระดับมากที่สุด ด้านที่มีค่าเฉลี่ยสูงที่สุดคือ ด้านการวัดผลประเมินผลตามสภาพจริง 3) ในภาพรวม จุดแข็งคือการจัดการเรียนการสอน และ การวัดผลประเมินผลตามสภาพจริง จุดอ่อนคือ การพัฒนาหลักสูตร โอกาสคือ ความก้าวหน้าทางเทคโนโลยี ภาวะคุกคาม คือ การเมืองและนโยบายของรัฐ สภาพเศรษฐกิจ และสภาพสังคม ในส่วนคุณลักษณะแรงงานที่มีนวัตกรรม จุดแข็งของด้านการจัดการเรียนการสอนและด้านการวัดผลประเมินผลตามสภาพจริง คือ คุณลักษณะมีภาวะผู้นำในการทำงานและสามารถเป็นผู้นำทีมได้ ส่วนด้านการพัฒนาหลักสูตรและด้านการจัดการเรียนการสอน จุดอ่อนที่เหมือนกันคือ คุณลักษณะสามารถแก้ไขปัญหาด้วยตนเองและไม่กลัวปัญหาที่ซับซ้อน ในด้านการวัดผลประเมินผลตามสภาพจริง จุดอ่อนมากที่สุดคือ คุณลักษณะกล้ารับความเสี่ยงจากการดำเนินการที่ได้พิจารณาอย่างรอบคอบ 4) กลยุทธ์การบริหารวิชาการของสถานศึกษาอาชีวศึกษาตามแนวคิดแรงงานที่มีนวัตกรรมในเขตพื้นที่ระเบียงเศรษฐกิจภาคตะวันออก ประกอบด้วยกลยุทธ์ของอุตสาหกรรมเป้าหมายทั้ง 10 อุตสาหกรรม โดยมีกลยุทธ์ในด้านการพัฒนาหลักสูตร ใน 7 อุตสาหกรรมเป้าหมาย โดยคุณลักษณะแรงงานที่มีนวัตกรรมที่ต้องมุ่งเน้นในการพัฒนาหลักสูตร ได้แก่ คุณลักษณะความสามารถแก้ไขปัญหาด้วยตนเองและไม่กลัวปัญหาที่ซับซ้อน และ คุณลักษณะความสามารถวิเคราะห์ตนเองได้ว่าไม่รู้อะไร ใฝ่รู้และเสาะแสวงหาความรู้ใหม่ๆตลอดชีวิต และกลยุทธ์ด้านการจัดการเรียนการสอน ใน 9 อุตสาหกรรมเป้าหมาย โดยคุณลักษณะแรงงานที่มีนวัตกรรมที่ต้องมุ่งเน้นในการจัดการเรียนการสอน ได้แก่ คุณลักษณะการมีจินตนาการและคิดสร้างสรรค์ และกลยุทธ์ด้านการวัดผลประเมินผลตามสภาพจริง ใน 9 อุตสาหกรรมเป้าหมาย โดยคุณลักษณะแรงงานที่มีนวัตกรรมที่ต้องมุ่งเน้นในการวัดผลประเมินผลตามสภาพจริง ได้แก่ คุณลักษณะการมีแรงกระตุ้นในการทำงานจากภายในและสามารถจูงใจหรือชักนำผู้อื่นให้เกิดการทำงานร่วมกันได้ คุณลักษณะความอดทน มุ่งมั่น และพากเพียรในการทำงาน และ คุณลักษณะการมีจินตนาการและคิดสร้างสรรค์
Other Abstract (Other language abstract of ETD)
The purposes of this research were to 1) study the conceptual framework of academic management in vocation education and innovative workforce in Eastern Economic Corridor Area 2) study the current and desirable state of academic management of vocational education based on the concept of innovative workforce in eastern economic corridor area 3) develop the academic management strategies of vocational education based on the concept of innovative workforce in eastern economic corridor area to above frameworks through Multiphase Mixed Method Research Approach which were quality and quantity data collection. The sample groups used in this research were 104 persons who are the director of state and private vocational schools in the total of 25 schools in 3 provinces, Chonburi Rayong and Chacheongsao Provinces. The instrument used in this study was a 5-level rating scale questionnaire. The data were analyzed by frequency distribution, percentage, mean, standard deviation, PNImodified and content analysis. Research findings were 1) conceptual framework of academic management in vocational education and innovative workforce in Eastern Economic Corridor Area consisted of 3 elements which were 1) The conceptual framework of academic management in vocational education consisted of Curriculum Development, Instructional Management and Authentic Assessment 2) The conceptual framework of innovative workforce consisted of 9 characteristics which were Be willing to take calculated risk, Be confident and express themselves at their highest potential, Be able to solve complicated problem, Be self-motivated and able to convince others to work collaboratively, Be a life-long learner, Be persistent and perseverance, Be imaginative and creative, Displays emotional stability and positive attitude towards their own career, Equips with leadership skills and can be a team leader and 3) The conceptual framework of Target Industries consisted of 9 industries which were Next Generation Automotive Industry, Intelligent Electronics Industry, High Wealth and Medical Tourism Industry, Advance Agriculture and Biotechnology Industry, Food Processing Industry, Robotics and Automation Industry, Aviation and Logistics Industry, Maritime Industry, Biofuel and Biochemical Industry and Digital Industry. 2) The current status of overall academic management was at a high level, the highest level among all was the Authentic Assessment. The desired status of overall academic management was at the highest level, the highest level among all was the Authentic Assessment. 3) In overall, Academic Management strengths were Instructional Management and Authentic Assessment while academic management weakness was Curriculum Development. The opportunity of Academic Management was Technology while threats were Government Policy, Economic Condition and Social Condition. In a part of Innovative Workforce characteristics, the strengths were the “Equips with leadership skills and can be a team leader” characteristic found in Instructional Management and Authentic Assessment. However, finding that the “Be able to solve complicated problem” characteristic was the weakness in Curriculum Development and Instructional Management and the “Be willing to take calculated risk” characteristic was the weakness in Authentic Assessment. 4) The academic management strategies of vocational education based on the concept of innovative workforce in eastern economic corridor area was divided by 10 target industries. The strategy focusing on the Curriculum Development was in 7 target industries which mainly focus on the characteristic “Be able to solve complicated problem” and “Be a life-long learner” The strategy focusing on the Instructional Management was in 9 target industries which mainly focus on the characteristic “Be imaginative and creative” and the strategy focusing on the Authentic Assessment was in 9 target industries which mainly focus on the characteristic “Be self-motivated and able to convince others to work collaboratively” “Be persistent and perseverance” and “Be imaginative and creative”
