Abstract
การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์ ประกอบด้วย 1) เพื่อศึกษาบทบาทและโครงสร้างองค์การของกรมศุลกากรและศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเล 2) เพื่อวิเคราะห์ปัญหาและอุปสรรคการปฏิบัติงานของกรมศุลกากรด้านการป้องกันและปราบปรามการลักลอบหนีศุลกากรทางทะเล ภายใต้ศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเล 3) เพื่อหาข้อเสนอแนะในการเพิ่มประสิทธิภาพการปฏิบัติงานด้านการป้องกันและปราบปรามการลักลอบหนีศุลกากรทางทะเลของกรมศุลกากร ภายใต้ศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเล โดยเป็นการวิจัยเชิงคุณภาพ ทำการเก็บข้อมูลจากการค้นคว้าเอกสารและสัมภาษณ์เชิงลึกจากกลุ่มผู้ให้ข้อมูลหลัก 8 คน ซึ่งครอบคลุมข้าราชการกรมศุลกากรและเจ้าหน้าที่จากศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเล ผลการศึกษา พบว่า กรมศุลกากรมีบทบาทในฐานะหน่วยงานหลักภายใต้ศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเล โดยมีกองสืบสวนและปราบปรามที่ทำหน้าที่ในด้านการป้องกันและปราบปรามการลักลอบหนีศุลกากรทางทะเล โดยปฏิบัติงานร่วมกับศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเลเป็นหลัก ในด้านโครงสร้างองค์การนั้นกรมศุลกากรมีบทบาทในฐานะสำนักปฏิบัติการ 4 ที่มุ่งเน้นภารกิจด้านการป้องกันและปราบปรามการลักลอบหนีศุลกากรทางทะเลในรูปแบบของการบูรณาการ และได้มีการจัดทำแผนเผชิญเหตุ กรณีการลักลอบขนส่งอาวุธที่มีอานุภาพทำลายล้างสูงทางทะเล เพื่อเป็นแนวทางปฏิบัติในการบูรณาการร่วมกันระหว่างทั้งหน่วยงานภายในศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเลและหน่วยงานอื่นที่เกี่ยวข้อง ทั้งในระดับภาวะปกติจนถึงภาวะที่ไม่ปกติที่อาจส่งผลต่อความเสียหายของประเทศอย่างร้ายแรง ทั้งนี้ ในด้านการปฏิบัติงานนั้น พบข้อจำกัดและอุปสรรคที่สำคัญคือ การขาดแคลนเรือตรวจการณ์ สถานที่จอดเรือ และระบบเทคโนโลยีในการติดตามเรือ ที่มีความเหมาะสมในการปฏิบัติงานในบางพื้นที่ รวมทั้งจำนวนบุคลากรที่ไม่สอดคล้องกับปริมาณงาน และวัฒนธรรมในการบูรณาการร่วมกันที่ควรมีการพัฒนาในรูปแบบการยึดผลงานและบทบาทการมีส่วนร่วมของผู้นำองค์การอันจะนำมาสู่การเพิ่มประสิทธิภาพในการปฏิบัติงานแบบบูรณาการมากยิ่งขึ้น
Other Abstract (Other language abstract of ETD)
The objectives of this research are 1) to study the responsibilities and the organizational structure of the Customs Department and the Thai Marine Enforcement Command Center 2) to analyze problems and obstacles influencing the effectiveness of the Customs Department in preventing and suppressing smugglings under the Thai Maritime Enforcement Command Center 3) to propose recommendations to improve the operational efficiency in preventing and suppressing smugglings of the Customs Department under the Thai Maritime Enforcement Command Center. This is qualitative research with data collected by document research and in-depth interviews. There are 8 main informants covering Thai Customs officers and officers at the Thai Maritime Enforcement Command Center. This study finds that the Customs Department becomes a main agency under the Thai Marine Enforcement Command Center as the Preventing and Suppressing Unit playing an active role on preventing and suppressing smugglings under the cooperation between the Customs Department and the Thai Marine Enforcement Command Center. For organizational structure, the Customs Department works together with the Thai Marine Enforcement Command Center as the Operational Office 4 by aiming to protect and suppress smugglings. The Incident Action Plan were created for the case of Marine Weapon of Mass Destruction counterproliferation as an initiative guideline for normal and severe situation between the Thai Marine Enforcement Command Center and other related departments. However, in the operational response, there are main limitations and obstacles including lacking of patrol boats, harbour, and Vessel Monitoring System in some areas. The insufficient of human resources and Organizational Culture are also acted as main challenges. On the Organizational Culture, it needs to find improvement by focusing more on performance basis. In this regard, the participation from head of cooperation will increase the efficiency of an integration between different authorities.
