Abstract
การศึกษาเรื่อง การผสานรอยต่อจากเรือนจำสู่ชุมชน: กรณีศึกษาผู้ต้องขังสูงอายุ มีวัตถุประสงค์เพื่อศึกษาถึงสภาพปัญหาของผู้ต้องขังสูงอายุ เพื่อศึกษาถึงกระบวนการและรูปแบบการผสานรอยต่อจากเรือนจำสู่ชุมชน และเพื่อเสนอแนวทางการผสานรอยต่อจากเรือนจำสู่ชุมชนสำหรับผู้ต้องขังสูงอายุในสังคมไทย การวิจัยครั้งนี้เป็นการศึกษาวิจัยเชิงคุณภาพด้วยการสัมภาษณ์เชิงลึกและการสนทนากลุ่ม โดยการสัมภาษณ์เชิงลึกผู้ต้องขังจำนวน 24 คนและเจ้าหน้าที่จำนวน 14 คน และการสนทนากลุ่มเจ้าหน้าที่จำนวน 6 คน ผลการศึกษาพบว่า ผู้ต้องขังสูงอายุเผชิญสภาพปัญหาทั้งทางด้ายร่างกาย จิตใจและสังคม ในกระบวนการผสานรอยต่อจากเรือนจำสู่ชุมชนพบว่าในแต่ละขั้นตอนมีข้อจำกัด ดังนี้ 1) ขั้นตอนการรับตัว เนื่องจากการบริหารจัดการแต่ละเรือนจำที่แตกต่างกันผู้ต้องขังที่ชราในเรือนจำจึงอาจไม่ได้รับการจำแนกซ้ำเพื่อจัดเข้าอยู่ในกลุ่มพิเศษที่มีความจำเป็นที่จะต้องเข้าร่วมโปรแกรมเฉพาะเพื่อแก้ไขฟื้นฟู 2) ขั้นดำเนินการ การจัดสรรงบประมาณส่วนใหญ่จะเป็นการให้ความสำคัญต่อการดูแลด้านสวัสดิการเครื่องอุปโภคบริโภคและสิ่งของจำเป็นมากกว่าการให้ความสำคัญต่อการพัฒนาหลักสูตรการแก้ไขฟื้นฟู ดังนั้นการส่งเสริมการให้ความรู้สิทธิและสวัสดิการสูงอายุจึงยังคงมิได้ครอบคลุม 3) ขั้นตอนเตรียมการปลดปล่อย ที่ประสบปัญหาการเชื่อมโยงการปฏิบัติงานในรูปแบบเครือข่ายภายในหน่วยงานที่เกี่ยวข้องเพื่อวางแผนการใช้ชีวิตหลังพ้นโทษและพัฒนาเนื้อหาหลักสูตรเตรียมพร้อมก่อนปล่อยสำหรับผู้สูงอายุให้สามารถนำไปใช้ได้จริง 4) ขั้นติดตามหลังปล่อยที่ยังคงไม่มีกฎหมายที่เกี่ยวข้องกับการสงเคราะห์ผู้ต้องขังสูงอายุโดยเฉพาะและความล่าช้าของระบบราชการที่ทำให้ติดตามหรือสงเคราะห์มิอาจทันท่วงที ดังนั้นการเสนอรูปแบบการผสานรอยต่อจากเรือนจำสู่ชุมชนสำหรับผู้ต้องขังสูงอายุในสังคมไทย คือ ควรเป็นรูปแบบเครือข่ายที่เน้นการทำงานลักษณะบูรณาการขององค์กร โดยทางราชทัณฑ์ควรมีลักษณะที่เป็นองค์กรกลางเนื่องด้วยมีความใกล้ชิดเกี่ยวข้องกับการปฏิบัติกับผู้ต้องขังในระยะรอยต่อที่ควรเริ่มตั้งแต่ในเรือนจำ และแต่ละหน่วยงานซึ่งภาครัฐและเอกชนที่เกี่ยวข้องที่อยู่รายล้อมยังสามารถเข้ามามีส่วนร่วมในกระบวนการผสานรอยต่อจากเรือนจำสู่ชุมชนอย่างต่อเนื่องจนได้รับการปล่อยตัว
Other Abstract (Other language abstract of ETD)
The study of Throughcare Service from Prison to Society: A Case Study of The Elderly Prisoners have objectives to examine the process and the model of Throughcare Service and to propose the guidelines of Throughcare Service for elderly prisoners. The data are collected by the Qualitative research method, in-depth interview and focus group with an in-depth interview of 24 elderly prisoners, 14 professionals and a focus group of 6 professionals. The study found that elderly prisoners have issues on health, emotional, and environmental. In the process of Throughcare Service found that there are problems in each stages starting from 1) Entering into the prison stage, which is because the management of each prison is different, a person who is getting old in prison may not be reclassified to be placed in a special group for a specific program of rehabilitation. 2) Rehabilitation Stage, the budget allocation is focused only on the consumer goods rather than the rehabilitations for elderly. Therefore, the education on the rights and welfare of the elderly is still not covered. 3) Pre-release stage, which are issues on linking operations in the form of networks within the relevant departments, also lack of life planning after being released, and an issue on develop the pre-release course for the elderly to be able to be used in their real life. 4) Mentoring stage, that lack of a specific law relating to the welfare of elderly and the delay of the bureaucratic system that may not mentor or assist elderly in timely. Therefore, it leads to a proposed model of Throughcare Service for elderly prisoners, which developed from a network-based model focusing on the integrated of the organization. Department of Correction should be the central organization due to its closeness in dealing with prisoners and the Government Organizations including Private Organizations that surroundings were also able to engage in Throughcare Service continuously until their release.
