Abstract
การศึกษาเรื่อง “ประสิทธิผลจากการบังคับใช้พระราชกฤษฎีกาว่าด้วยการบริหารงานเชิงพื้นที่แบบบูรณาการ พ.ศ. 2565 กรณีศึกษา จังหวัดสมุทรสาคร” มีวัตถุประสงค์เพื่อวิเคราะห์ประสิทธิผลที่เกิดขึ้นจากการประกาศใช้พระราชกฤษฎีกาว่าด้วยการบริหารงานเชิงพื้นที่แบบบูรณาการ พ.ศ. 2565 โดยได้นำแนวคิดการบริหารราชการส่วนภูมิภาค ทฤษฎีนโยบายสาธารณะไปปฏิบัติ และแนวคิดการประเมินประสิทธิผลของนโยบายมาศึกษาเพื่อวิเคราะห์ประสิทธิผลของนโยบาย ตลอดจนปัจจัยที่ทำให้การนำนโยบายไปปฏิบัติประสบผลสำเร็จ และปัจจัยที่ยังเป็นปัญหาอุปสรรค ซึ่งการวิจัยนี้เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) โดยเลือกกลุ่มตัวอย่างแบบเฉพาะเจาะจง (Purposive sampling) ผ่านการเก็บข้อมูลโดยใช้การสัมภาษณ์เชิงลึก (In-depth interview) ต่อผู้มีส่วนเกี่ยวข้อง และการเก็บข้อมูลจากการวิจัยเชิงเอกสาร (Documentary Research) เพื่อให้ได้ข้อมูลที่ละเอียดและครอบคลุม โดยมุ่งพรรณนาเชิงวิเคราะห์ (Analytical Description) ที่มา ความสำคัญและสาระสำคัญของพระราชกฤษฎีกาว่าด้วยการบริหารงานเชิงพื้นที่แบบบูรณาการ พ.ศ. 2565 เปรียบเทียบกับนโยบายผู้ว่า CEO ในอดีต และผลจากการบังคับใช้พระราชกฤษฎีกาดังกล่าวในบริบทของจังหวัดสมุทรสาคร ผลการศึกษา พบว่า ผู้วิจัยได้สรุปผลการศึกษาออกเป็น 3 ด้าน ได้แก่ 1) ที่มาและวัตถุประสงค์ของพระราชกฤษฎีกาว่าด้วยการบริหารงานเชิงพื้นที่แบบบูรณาการ พ.ศ. 2565 เพื่อแสดงให้เป็นว่าเป้าหมายของการมีพระราชกฤษฎีกานั้นเพื่อให้เกิดการบริหารของภาครัฐที่มีการบูรณาการในพื้นที่ในการแก้ไขปัญหา ตอบสนองความต้องการของประชาชน 2) การนำนโยบายไปปฏิบัติ โดยวิเคราะห์ตัวแบบทางทฤษฎีการนำนโยบายไปปฏิบัติเพื่อแสดงให้เห็นความสัมพันธ์ระหว่างปัจจัยที่ส่งผลให้การดำเนินนโยบายเกิดความสำเร็จ ผ่านการวิเคราะห์หน่วยงาน “สำนักงานจังหวัดสมุทรสาคร” ซึ่งเป็นองค์กรที่มีปัจจัยทั้ง 4 ครบถ้วนแต่ไม่สมบูรณ์ กล่าวคือ จากปัจจัยทั้ง 4 ได้แก่ สมรรถนะขององค์การ ประสิทธิภาพในการวางแผนและการควบคุม ภาวะผู้นำและความร่วมมือ และการเมืองและการบริหารสภาพแวดล้อม และ 3) ประสิทธิผลของนโยบาย ได้สรุปผลการดำเนินนโยบายต่าง ๆ แสดงให้เห็นถึงประโยชน์ในเชิงกระบวนการการทำงาน การบริหารราชการในเชิงพื้นที่ให้เกิดการบูรณาการเพียงเท่านั้น ยังไม่สามารถตอบสนองต่อประชาชนได้มากเพียงพอประกอบกับ ในบางประเด็นของพระราชกฤษฎีกายังไม่ได้มีการบังคับใช้อย่างสมบูรณ์ จึงสรุปได้ว่า การบังคับใช้พระราชกฤษฎีกาว่าด้วยการบริหารงานเชิงพื้นที่แบบบูรณาการ พ.ศ. 2565 ยังไม่บรรลุประสิทธิผลอย่างสมบูรณ์

The study on “The Effectiveness of The Thailand Royal Decree on Integrated Area Administration B.E. 2565 : Case study Samut Sakhon Province” aims to analyze the outcomes resulting from the enforcement of the The Thailand Royal Decree on Integrated AreaAdministration B.E. 2565. The research focuses on applying the principles of regional government administration and public policy theories. It examines the implementation of the policy, factors contributing to its success, and challenges encountered. This qualitative research utilizes purposive sampling to gather in-depth interview data from relevant individuals and documentary research to ensure detailed and comprehensive information. The analytical description method is employed to assess the significance and key aspects of The Thailand Royal Decree on Integrated AreaAdministration B.E. 2565, comparing with CEO Governor Policy and its impact in the context of Samut Sakhon Province. The study findings can be summarized into three dimensions: 1) Origin and Objectives of The Thailand Royal Decree on Integrated Area Administration B.E. 2565: The study underscores that the primary goal of this royal decree is to facilitate government administration with integration at the local level to address public needs and solve issues. 2) Policy Implementation Through theoretical analysis, the study highlights the practical application of the policy, revealing the relationship between contributing factors and successful policy implementation. The analysis focuses on the Provincial Administration Office of Samut Sakhon, indicating that while it possesses all four factors (organizational capacity, planning, and control efficiency, leadership and collaboration, and political and environmental governance), there are completeness and 3) The Effectiveness: The study concludes by summarizing the various outcomes of policy implementation, demonstrating procedural benefits and the integration of local administration for enhanced effectiveness. However, it emphasizes that the policy has yet to fully meet public expectations, and in some aspects, the enforcement of the Royal Decree remains incomplete. Therefore, the study suggests that The Thailand Royal Decree on Integrated Area Administration B.E. 2565 has not achieved complete effectiveness.
