การบริหารระบบขนส่งมวลชนแบบบูรณาการกรณีของประเทศสาธารณรัฐฝรั่งเศสและประเทศญี่ปุ่น

Abstract

In order to succeed in resolving troublesome urban transport problems, one should understand how transport demand occurs. The transport demand, which is derived demand, like the demand for a sewing machine derives from the demand for handmade clothes and the demand for marmalade derives from the demand for toast, is a result from people's need of participation in various social activities rather than the need of experiencing transportation system itself. Furthermore, travel pattern is intimately related to land use pattern, therefore instead of considering transportation and land use separately, both should be managed in parallel with each other to achieve the transport-oriented town and land use planning. The above is highlighted by introducing the transport management concept of French Ministry for Infrastructure, Transport, Housing, Tourism and the Sea and Japan Ministry of Land, Infrastructure and Transport, both manage not only transportation but also land use under one single ministry. It is also emphasized in this paper that the urban transport problems cannot be solved effectively unless the more efficient transport system such as mass transit is appropriately developed along with the proper land use control and town planning, which accommodate the use of mass transit.(บทความนี้ต้องการนำเสนอแนวคิดในการบริหารระบบขนก่งมวลชนแบบบูรณาการโดยยก ตัวอย่างวิธการของประเทศฝรั่งเศสและประเทศญี่ปุ่น ซึ่งมีแนวคิดที่คล้ายกัน คือ รวมเอาการบริหาร ด้านอุปสงค์ (Demand Side Management) และการบริหารด้านอุปทาน (Supply Side Management) ไว้ภายใต้กระทรวงเดียวกันเพื่อบริหารจัดการแบบเบ็ดเสร็จครอบคลุมทั้งเรื่องการขน ส่ง การใช้ที่ดิน และโครงสร้างพื้นฐานภายใต้ชื่อ Ministry for Infrastructure, Transport, Housing, Tourism and the Sea ของฝรั่งเศส และ Ministry of Land, Infrastructure and Transport ของ ญี่ปุ่น ด้วยเหตุทีอุปสงค์การขนส่ง (Transport Demand) เป็น Derived Demand เช่นเดียวกับที่ ความต้องการบริโภคแยมเป็นอุปสงค์ซึ่งเกิดจากความต้องการบริโภคขนมปัง และความต้องการจักร เย็บผ้าเป็น อุปสงค์ซึ่งเกิดจากรูปแบบในการใช้เสื้อผ้า อุปสงค์การขนส่งเกิดจากความต้องการมี ส่วนร่วมในกิจกรรมทางสังคม ซึ่งมีความสัมพันธ์กับรูปแบบการใช้ที่ดินและการตั้งถิ่นฐานของมนุษย์ (Land Use and Human Settlement) การแก้ปัญหาการขนส่งอย่างเบ็ดเสร็จจึงต้องพิจารณาใน หลายมิติหรือคิดแบบบูรณาการ คือ นอกจากจะบริหารจัดการระบบขนส่งโดยนุ่งเน้นการใช้ระบบที่มี ประสิทธิภาพสูง เช่น ระบบขนส่งมวลชน แล้ว ยังจะต้องบริหารเรื่องการใช้ที่ดินและผังเมืองซึ่งเป็น ปฐมเหตุของอุปสงค์การขนส่งให้สอดคล้องและส่งเสริม ซึ่งกันและกันด้วย)
