Abstract
การศึกษาวิจัยเรื่อง “ประสิทธิผลการตรวจราชการของนายกรัฐมนตรีและการประชุมคณะรัฐมนตรีอย่างเป็นทางการนอกสถานที่ของรัฐบาลพลเอก ประยุทธ์ จันทร์โอชา ในช่วงปี พ.ศ. 2557 - 2562” มีวัตถุประสงค์เพื่อศึกษานโยบายของรัฐบาล การนำนโยบายไปปฏิบัติ รวมถึงประสิทธิผลผ่านการตรวจราชการและการประชุมคณะรัฐมนตรีอย่างเป็นทางการนอกสถานที่ เนื่องจากรัฐบาลมีเป้าหมายที่จะผลักดันนโยบายต่าง ๆ ให้เกิดผลสัมฤทธิ์ และได้กำหนดแนวนโยบายในการบริหารราชการแผ่นดินตามคำแถลงนโยบายที่แถลงต่อสภานิติบัญญัติแห่งชาติ โดยการลงพื้นที่ตรวจราชการและการประชุมคณะรัฐมนตรีอย่างเป็นทางการนอกสถานที่เป็นวิธีหนึ่งในการขับเคลื่อนนโยบายของรัฐบาล ผลการศึกษาพบว่า ในการตรวจราชการและการประชุมคณะรัฐมนตรีอย่างเป็นทางการนอกสถานที่ตลอดรัฐบาลพลเอก ประยุทธ์ จันทร์โอชา (กันยายน พ.ศ. 2557 - พฤษภาคม พ.ศ. 2562) รัฐบาลให้ความสำคัญกับการเพิ่มศักยภาพทางเศรษฐกิจของประเทศมากที่สุด เพราะเกี่ยวข้องกับชีวิตความเป็นอยู่ของประชาชน โดยเน้นด้านการเกษตรและพัฒนาอุตสาหกรรมเป็นหลัก นอกจากนี้ รัฐบาลให้ความสำคัญกับการรักษาความมั่นคงของฐานทรัพยากร และการสร้างสมดุลระหว่างการอนุรักษ์กับการใช้ประโยชน์อย่างยั่งยืน และการศึกษาและเรียนรู้ การทะนุบำรุงศาสนา ศิลปะและวัฒนธรรม ตามลำดับ โดยมีจังหวัดเป็นผู้ขับเคลื่อนนโยบายที่สำคัญในระดับพื้นที่ เพราะมีความเข้าใจในบริบทของสภาพแวดล้อม ใกล้ชิดและรับรู้ความต้องการของประชาชน ตลอดจนสิ่งที่จังหวัดต้องการขับเคลื่อนนโยบายหรือพัฒนาให้ดียิ่งขึ้น ซึ่งการนำนโยบายไปปฏิบัติเริ่มต้นจากการที่นายกรัฐมนตรีมีข้อสั่งการให้หน่วยงานที่เกี่ยวข้องและจังหวัดนำนโยบายหรือข้อสั่งการไปปฏิบัติ โดยเน้นการดำเนินงานแบบบูรณาการร่วมกัน อย่างไรก็ตาม เมื่อนำนโยบายมาปฏิบัติจริงในพื้นที่พบว่า จังหวัดอาจมีข้อจำกัดด้านงบประมาณ บุคลากร และการดำเนินงานร่วมกันของหลายหน่วยงาน สำหรับประสิทธิผลของการตรวจราชการและการประชุมคณะรัฐมนตรีอย่างเป็นทางการนอกสถานที่พบว่า บางข้อสั่งการสามารถนำไปปฏิบัติจนเป็นรูปธรรม อยู่ระหว่างการดำเนินงาน และบางข้อสั่งการมีข้อจำกัดจึงไม่ประสบผลสำเร็จเท่าที่ควร นอกจากนี้ การสั่งการของนายกรัฐมนตรีจะต้องพิจารณาถึงความเป็นไปได้ในการนำนโยบายไปปฏิบัติในพื้นที่ เนื่องจากแต่ละจังหวัดมีบริบทและสภาพสังคมแตกต่างกัน รวมทั้งรัฐบาลต้องเปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมในการพัฒนาพื้นที่ และรัฐบาลควรเพิ่มการติดตามผลการนำข้อสั่งการไปปฏิบัติ เพื่อให้การตรวจราชการและการประชุมคณะรัฐมนตรีอย่างเป็นทางการนอกสถานที่มีประสิทธิผลและเกิดผลลัพธ์อย่างเป็นรูปธรรมมากที่สุด
Other Abstract (Other language abstract of ETD)
The present research entitled “The Effectiveness of Prime Minister’s Inspections and Mobile Cabinet Meetings held during Prime Minister Prayut Chan-o-cha Administration (2014-2019)” was conducted to study government policy, its implementation and the effectiveness of inspections and mobile cabinet meetings. Given that the government’s objective is to enhance policy’s effectiveness, policy formulation has been carried out in line with the policy statement of the council of ministers delivered to the National Legislative Assembly. Inspections and mobile cabinet meetings are ways to expedite government policy implementation. The research finding indicates that the government’s core priority in the inspections and mobile cabinet meetings during Prime Minister Prayut administration (September 2014-May 2019) is enhancing the country’s economic potential, particularly in agriculture and industrial development, which directly impact the people’s well-being. Other priorities consecutively encompasses the following areas: Maintaining the security of the resource base and creating balance between conservation and sustainable use and; Education, learning, and fostering religions, arts and culture. Given its context understanding, its proximity and first-hand knowledge of the public and provincial needs, provincial administration plays a crucial role in area-based policy making and execution. In order to put the policy into action, the Prime Minister gives instruction to agencies concerned. Consequently, the provincial authority, based on integrated workflow coordination, is in charge of its implementation. During the execution phase, provincial authority may encounter financial and personnel restrictions as well as coordination problems. In term of effectiveness of inspections and mobile cabinet meetings, some of the instructions are being implemented with potential to achieve substantive outcomes. On the other hand, some are subject to certain restrictions and, therefore, can’t be successfully implemented in its entirety. One factor to be considered when giving instructions is the possibility for implementation in different contexts and social backgrounds of each province. The government, therefore, should enhance public participation in area-based development and accelerate follow-up and evaluation process of each instruction in order to improve its effectiveness and to achieve tangible outcomes from the Prime Minister’s inspections and mobile cabinet meetings.
