Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) วิเคราะห์ข้อดีข้อเสียของพยาบาลวิชาชีพที่ได้รับการบรรจุเป็นข้าราชการตำรวจที่มียศและพยาบาลวิชาชีพที่ได้บรรจุเป็นข้าราชการพลเรือนในสังกัดกระทรวงสาธารณสุข ตามร่างพระราชบัญญัติตำรวจแห่งชาติ พ.ศ. 2565 ที่เกี่ยวข้องกับการมียศและไม่มียศของพยาบาลวิชาชีพ และ 2) เสนอแนะแนวทางการรับมือต่อการเปลี่ยนแปลงพระราชบัญญัติตำรวจแห่งชาติ พ.ศ. 2565 ที่เกี่ยวข้องกับการมียศและไม่มียศของพยาบาลวิชาชีพที่ได้รับการบรรจุเป็นข้าราชการตำรวจในสังกัดโรงพยาบาลตำรวจ การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ (Qualitative research) การเก็บรวบรวมข้อมูลใช้การเก็บข้อมูลจากการสัมภาษณ์ ผู้ให้ข้อมูลสำคัญ คือ พยาบาลวิชาชีพที่ได้รับการบรรจุเป็นข้าราชการในสังกัดเหล่าทัพ และพยาบาลวิชาชีพที่ได้รับการบรรจุเป็นข้าราชการในสังกัดกระทรวงสาธารณสุข จำนวน 8 ท่าน ผลการศึกษาพบว่า 1) ความแตกต่างระหว่างพยาบาลวิชาชีพที่ได้รับบรรจุเป็นข้าราชการในสังกัดเหล่าทัพและพยาบาลวิชาชีพที่ได้รับการบรรจุเป็นข้าราชการในสังกัดกระทรวงสาธารณสุข โดยแบ่งออกเป็น 3 ด้าน ได้แก่ ด้านลักษณะงาน แทบจะไม่แตกต่างกันแต่สิ่งที่พยาบาลวิชาชีพในสังกัดเหล่าทัพปฏิบัติงานเพิ่มมา คือ ดูแลสุขภาพข้าราชการในสังกัดเหล่าทัพ ด้านความก้าวหน้าในวิชาชีพ ไม่เหมือนกัน ขึ้นกับตำแหน่ง สายงานที่ตนอยู่ ด้านสวัสดิการ ได้รับสิทธิเบิกจ่ายค่ารักษาพยาบาลจากกรมบัญชีกลางเหมือนกัน 2) ความคิดเห็นของพยาบาลวิชาชีพต่อเรื่องพยาบาลวิชาชีพที่บรรจุเป็นข้าราชการตำรวจในสังกัดโรงพยาบาลตำรวจควรที่จะมียศ เป็นไปในทางเห็นด้วยกับการมียศตำแหน่ง 3) ความคิดเห็นของพยาบาลวิชาชีพต่อพระราชบัญญัติตำรวจแห่งชาติ พ.ศ.2565 ที่เกี่ยวกับข้าราชการตำรวจไม่มียศในส่วนของพยาบาลวิชาชีพโรงพยาบาลตำรวจ มีความคิดเห็นไม่สอดคล้องกับร่างพระราชบัญญัติตำรวจแห่งชาติ พ.ศ.2565 และ 4) แนวทางการรับมือต่อการเปลี่ยนแปลงพระราชบัญญัติตำรวจแห่งชาติ พ.ศ.2565 ในเรื่องพยาบาลวิชาชีพที่บรรจุเป็นข้าราชการตำรวจไม่สามารถมียศได้ พบว่า ควรมีการเพิ่มเงินประจำตำแหน่ง การปรับฐานเงินเดือนหรือค่าเวรพิเศษนอกเวลา การเพิ่มบุคลากรให้เพียงพอต่อความต้องการ และการปรับสวัสดิการ ให้เหมือนกับข้าราชการที่บรรจุในสังกัดกระทรวงฯ ทั้งนี้ในการดำเนินโครงการพบปัญหาและอุปสรรค คือ ผู้เข้าร่วมการศึกษางานวิจัยมีจำนวนน้อยและศึกษาเฉพาะกลุ่มพยาบาลวิชาชีพได้รับบรรจุเป็นข้าราชการในสังกัดเหล่าทัพและพยาบาลวิชาชีพที่ได้รับการบรรจุเป็นข้าราชการในสังกัดกระทรวงสาธารณสุข ซึ่ง ได้ในบางส่วนของเนื้อหา ไม่ครอบคลุมพยาบาลวิชาชีพสังกัดอื่นๆ จากการศึกษามีข้อเสนอแนะ คือ การสนับสนุนให้เกิดการพัฒนาต่อยอดโดยการสอบถามความคิดเห็นของพยาบาลวิชาชีพในสังกัดกรุงเทพมหานคร หรือพยาบาลโรงพยาบาลเอกชน ควรสอบถามความคิดเห็น ข้อเสนอแนะ และหาแนวทางในการรับมือร่วมกันของผู้ได้รับผลกระทบ เพื่อหาแนวทางการรับมือต่อการเปลี่ยนแปลงพระราชบัญญัติตำรวจแห่งชาติ พ.ศ.2565 และสามารถต่อยอดองค์ความรู้ทางรัฐประศาสนศาสตร์ในเรื่องความมั่นคงในอาชีพที่มีต่อแรงจูงใจในการปฏิบัติงาน เพื่อให้เกิดแรงจูงใจในการทำงานของบุคลากรในองค์กรภาครัฐและป้องกันภาวะสมองไหลจากหน่วยงานภาครัฐไปสู่ภาคเอกชน
Other Abstract (Other language abstract of ETD)
The objectives of this research were 1) to analyze the advantages and disadvantages of registered nurses who have been appointed as police officers positioning and registered nurses who have been appointed as civil servants under the Ministry of Public Health under the Royal Thai Police act, B.E. 2022. and 2) to propose guidelines for change the Royal Thai Police act, B.E. 2022 about police officers positioning and police officers without position of police general hospital. This research was based on a qualitative approach. Documented data collection from interviews were used as the research instrument. The 8 participants were registered nurses who have been appointed as civil servant under the Royal Thai Armed Forces and registered nurses who have been appointed as civil servants under the Ministry of Public Health. The research results indicate that 1) the difference between registered nurses who have been appointed as civil servant under the Royal Thai Armed Forces and registered nurses who have been appointed as civil servants under the Ministry of Public Health. Which is divided into 3 aspects: A nature of work almost no difference but registered nurses of the Royal Thai Armed Forces to perform additional is taking care of the health of civil servants under the Royal Thai Armed Forces. A professional advancement is not the same depending on the position and the line of work in which they are. A Welfare is the same as well. 2) the opinions of registered nurses on the rank of registered nurses as police officers positioning under the police general hospital should have the positioning are agree. 3) the opinions of registered nurses to the Royal Thai Police act, B.E. 2022 of police officers without positioning of police general hospital are disagree. 4) the guidelines for change the Royal Thai Police act, B.E. 2022 about police officers without positioning are increased the salary and the overtime, Adjust the person to sufficient for the job and welfare adjustments. However, during the implementation of the project, there were problems and obstacles, such as too few participants and study a small group so it does noy cover the other registered nurse. The outcomes from the study suggest that further development by asking for opinions of registered nurse under the Bangkok Metropolitan Administration or private hospital nurses. Ask for opinions, suggestions, and find ways to deal with affected people together. Continuing the knowledge of public administration in a job motivation and prevent the brain drain from government agencies to the private sector.
