Abstract
งานวิจัยชิ้นนี้มุ่งตอบคำถามว่าผู้มีส่วนได้ส่วนเสียภาครัฐและภาคเอกชน มีส่วนร่วม เหมือนหรือต่างกันอย่างไรในกระบวนการจัดทำแผนปฏิบัติการด้านการพัฒนาระบบโลจิสติกส์ของประเทศไทย (พ.ศ. 2566 - 2570) รวมทั้งผู้มีส่วนได้ส่วนเสียทั้งภาครัฐและภาคเอกชน มีระดับการมีส่วนร่วมในกระบวนการของการจัดทำแผนปฏิบัติการด้านการพัฒนาระบบโลจิสติกส์ของประเทศ (พ.ศ. 2566 - 2570) ระดับใด โดยใช้ระเบียบวิจัยเชิงคุณภาพจากผู้ให้ข้อมูล 6 คน จากหน่วยงานภาครัฐและภาคเอกชน ผลการศึกษาพบว่า ระดับการมีส่วนร่วมของผู้มีส่วนได้ส่วนเสียในคณะทำงานจัดทำแผนปฏิบัติการด้านการพัฒนาระบบโลจิสติกส์ของประเทศไทย (พ.ศ. 2566 – 2570) อยู่ในระดับ สร้างความร่วมมือ (ระดับที่ 4 จาก 5 อันดับ) โดยระดับการมีส่วนร่วมของภาครัฐและภาคเอกชนไม่แตกต่างกัน แต่ทั้งสองภาคส่วนนั้นมีประเด็นในการมีส่วนร่วมที่ต่างกัน โดยภาคเอกชนส่วนมากจะมีประเด็นในส่วนของการสะท้อนปัญหาหน้างานที่ได้ไปพบมาจากการใช้งานระบบโลจิสติกส์ที่ภาครัฐเป็นผู้พัฒนา ส่วนภาครัฐจะมีประเด็นการมีส่วนร่วมในส่วนของการตอบสนองต่อการดำเนินการของตนเป็นส่วนใหญ่ เนื่องจากส่วนใหญ่ภาครัฐมักจะชำนาญงานในส่วนของตนเอง และไม่ก้าวก่ายงานของหน่วยงานอื่น อย่างไรก็ตาม แม้ระดับการมีส่วนร่วมของผู้มีส่วนได้ส่วนเสียจะอยู่ในระดับที่สูง แต่ระดับการมีส่วนร่วมดังกล่าวจำกัดเพียงการมีส่วนร่วมในการกำหนดตัวชี้วัดที่ต้องการบรรลุเท่านั้น งานวิจัยพบว่า แม้ว่าแผนฉบับดังกล่าวจะเป็นแผนปฏิบัติการ แต่เนื้อหาของแผนไม่ได้มีการกำหนดแนวทางปฏิบัติเพื่อบรรลุตัวชี้วัดที่ถูกกำหนดขึ้นอย่างเป็นรูปธรรม ดังนั้น ส่วนร่วมของผู้มีส่วนได้ส่วนเสียในการกำหนดแนวทางการบรรลุตัวชี้วัดจึงยังอยู่ในระดับที่ต่ำ ซึ่งส่งผลต่อคุณภาพของแผนในขั้นตอนการนำนโยบายไปปฏิบัติ
Other Abstract (Other language abstract of ETD)
This study aims to understand the differences in participation between the government and private sectors and determine the levels of involvement of Thailand's logistics stakeholders through qualitative research methods. The study was conducted with six interviewees from both the government and private sectors. The findings revealed that the participation levels of Thailand's logistics stakeholders in the drafting process of the Action Plan were categorized as "Collaborate" (Level 4 out of 5 levels). A comparison of participation levels between the government and private sectors showed no significant differences; however, their areas of participation varied. The private sector primarily provided feedback on the government's logistics development efforts due to their reliance on government-developed infrastructure, while the government sector focused on its specific mission-related agendas. Despite the differences, the levels of participation were considered high. It is important to note that these findings are limited to the drafting process of the Action Plan on Thailand Logistics Development 2023-2027. Additionally, the research found that although the plan is intended to be an Action Plan, its content does not effectively define the process of achieving the plan's objectives. Consequently, the level of stakeholder involvement in planning for the achievement of these indicators remains relatively low, potentially impacting the quality of the plan.
