Abstract

การประชุมประจำปี ครั้งที่ 1 ของสภานานาชาติว่าด้วยเอกสารจดหมายเหตุ (International Council on Archives) จัดขึ้น ณ ประเทศเบลเยี่ยม ระหว่างวันที่ 23 – 24 พฤศจิกายน 2556 ภายใต้หัวข้อเรื่อง “ภาระรับผิดชอบ ความโปร่งใสและการเข้าถึงสารนิเทศ” การจัดประชุมนี้เป็นกิจกรรมสำคัญที่เปิดโอกาสให้นักวิจัยนักวิชาการ ตลอดจนผู้ประกอบวิชาชีพด้านการจัดการเอกสารและจดมหายเหตุจากประเทศต่าง ๆ ได้นำเสนอแนวคิด แลกเปลี่ยนแนวปฏิบัติ สร้างเครื่องข่ายความ ร่วมมือ อภิปรายแลกเปลี่ยนความคิดเห็น และแสวงหาแนวทางเพื่อพัฒนาวงการเอกสารและจดหมายเหตุให้เจริญก้าวหน้า ประเด็นหลักที่น่าสนใจและนำเสนอในที่ประชุม ได้แก่ 1) กลไกการเปิดเผยสารนิเทศ 2) กฎหมายเกี่ยวกับการเผยแพร่ข้อมูล ข่าวสารภาครัฐ 3) สิทธิในการปกปิดหรือลบข้อมูลส่วนบุคคลที่ปรากฏอยู่บนอินเทอร์เน็ต 4) การสร้างการยอมรับในบทบาทและความรับผิดชอบของนักวิชาชีพการจัดการเอกสารและจดหมายเหตุ และ 5) การประยุกต์เทคโนโลยีเพื่อแปลงเอกสารและจดหมายเหตุในรูปแบบดิจิทัล The International Council on Archives’ First Annual Conference was hosted in Belgium, from 23th to 24th September 2013. This conference, whose theme was entitled ‘Accountability, Transparency and Access to Information, attracted a number of researchers, academics, and professionals in the archival community. It is also an opportunity for all the participants to present the relevant concepts, share their practices, do some networking, exchange their opinions, and find out new guidelines on the development of the archival sector in each country. The interesting issues discussed in the conference include: 1) information governance 2) the Freedom of Information Act 3) Right to be Forgotten 4) social recognition for archival professionals’ roles and responsibilities, and 5) the application of information technology for digitizing traditional archives.
