Abstract
การวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาความคิดเห็นของผู้ดูแลเว็บไซต์หน่วยงานภาครัฐที่มีต่อความสามารถในการเข้าถึงได้ทางเว็บในเรื่องความหมาย ความสำคัญ หลักการ และการนำหลักการไปปฏิบัติรวมถึงปัญหาที่ผู้ดูแลเว็บไซต์หน่วยงาน ภาครัฐประสบเกี่ยวกับเรื่องความสารารถในการเข้าถึงได้ทางเว็บ ประชากรที่ใช้ในการวิจัย คือ ผู้ดูแลเว็บไซต์หน่วยงานภาครัฐระดับกระทรวง การดำเนินการวิจัยใช้แบบสัมภาษณ์รวบรวมข้อมูลจากผู้ดูแลเว็บไซต์หน่วยงานภาครัฐ จำนวน 20 แห่ง แห่งละ 1 คน รวม 20 คน ผลการวิจัยพบว่า ความหมายของความสามารถในการเข้าถึงได้ทางเว็บที่ผู้ดูแลเว็บไซต์หน่วยงานภาครัฐเห็นด้วยในระดับมาก และมีค่าเฉลี่ยสูงสุด คือ การจัดทำเว็บไซต์เพื่อให้ทุกคนเข้าถึงได้อย่างเท่าเทียม ผู้ดูแลเว็บไซต์หน่วยงานภาครัฐ เห็นด้วยว่าความสามารถในการเข้าถึงได้ทางเว็บมีความสำคัญในระดับมากทุกด้าน โดยด้านที่มีค่าเฉลี่ยสูงสุด คือด้านเศรษฐกิจ ผู้ดูแลเว็บไซต์หน่วยงานภาครัฐเห็นว่า หลักการความสามารถในการเข้าถึงได้ทางเว็บมีความสำคัญในระดับมากทุกหลักการ ผู้ดูแลเว็บไซต์หน่วยงานภาครัฐเห็นว่าการนำหลักการความสามารถในการเข้าถึงได้ทางเว็บไปปฏิบัติด้วยวิธีการ ออกแบบเว็บไซต์และการตรวจสอบเว็บไซต์ล้วนมีความสำคัญ และปัญหาที่ผู้ดูแลเว็บไซต์หน่วยงานภาครัฐประสบในระดับมาก คือ ปัญหาด้านการจัดการ The purposes of this research were to study government agency webmasters’ views of web accessibility, in terms of, meaning, significance, principles, and application of the principles; and to study the problems government agency webmasters encounter in regard to web accessibility. The data were collected by the interview with 20 government agency webmasters. The findings can be summarized as follows: The government agency webmasters agree at high level that web accessibility is creating a web site in which everyone can access equally, Also, this meaning is particularly the one receiving the highest mean score. Additionally, they agree at the high level that web accessibility is significant in all aspects but the economic aspect receives highest mean score. Moreover they agree that every web accessibility principle is significant at the high level and the application of web accessibility principles by means of web site design and evaluation is significant. Finally, the problem that they encounter at high level is the problem of management.
