Abstract
This research aimed to study the composition, identify, and evaluate an effective transformational management model of Special Education Center under the Office of Special Education Bureau. The target groups were 3 of each school which were executive and personnel representatives, from 172 special schools under the Office of Special Education Bureau which were 516 people in total. Questionnaire, in-depth interview form, and evaluation form of an effective transformational management model ofSpecial Education Center under the Office of Special Education Bureau were research tools. Data analyzed by using means, standard deviation, regression analysis, and content analysis. The results were as follows:1. An effective transformational management of Special Education Center under the Office of Special Education Bureau composed of personnel, management process, and information technology.2. The developed model was a set of management including objectives, process, and methods which were continual improvement of planning, implementation, rechecking, and assessment.3. The developed model was at the highest level with low standard deviation in overall of properness, possibility, and advantage.(การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาองค์ประกอบ กําหนด และประเมินรูปแบบการบริหารการเปลี่ยนแปลงที่มีประสิทธิผลสําหรับการบริหารงานของสถานศึกษาในสังกัดสํานักบริหารงานการศึกษาพิเศษกลุ่มเป้าหมาย ได้แก่ ผู้บริหาร และตัวแทนบุคลากรของสถานศึกษาที่อยู่ในความดูแลของสํานักบริหารงานการศึกษาพิเศษ จํานวน 172 แห่ง แห่งละ 3 คน รวมทั้งหมด 516 คน เครื่องมือที่ใช้ ได้แก่ แบบสอบถามแบบสัมภาษณ์เชิงลึก และแบบประเมินรูปแบบการบริหารการเปลี่ยนแปลงที่มีประสิทธิผลของศูนย์การศึกษาพิเศษ วิเคราะห์ข้อมูลด้วยการหาค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์การถดถอย และการวิเคราะห์เนื้อหาผลการวิจัยพบว่า (1) องค์ประกอบการบริหารการเปลี่ยนแปลงที่มีประสิทธิผลของศูนย์การศึกษาพิเศษ สังกัดสํานักบริหารงานการศึกษาพิเศษ ได้แก่ บุคลากร กระบวนการบริหาร และเทคโนโลยีสารสนเทศ (2) รูปแบบการบริหารการเปลี่ยนแปลงฯ ที่พัฒนาขึ้นเป็นชุดการเปลี่ยนแปลงจุดเน้น วัตถุประสงค์ กระบวนการ วิธีการ ซึ่งเป็นวงจรการปฏิบัติที่ต่อเนื่องของการวางแผน การนําไปใช้ การตรวจสอบ และการประเมิน และ (3) รูปแบบการบริหารการเปลี่ยนแปลงฯ ที่พัฒนาขึ้นมีความถูกต้อง เป็นไปได้ และเป็นประโยชน์อยู่ในระดับมากที่สุด โดยมีการกระจายตัวของข้อมูลน้อย)
