Abstract

This study was a situational investigation into the retirement extension for public service personnel policyinThailand.Thestudyaimed toanalyzethefactorscontributing to policysuccessor failure so as to make recommendations for greater effectiveness. Qualitative research methods, involving documentary research and in-depth interviews with civil servants generally and those in higher education institutes. The findings were that over the years 2009-2018 there were not many career extensions after retirement. Key factors affecting success and failure were lack of policy clarity, wherever it was to take care of older persons in an aged society or to manage shortages of staff inthe government bureaucracy.This lackofclarity led to different kindsofunderstanding of the objectives, as between the agency making the policy and the agencies implementing it. Such a situation resulted in political problems associated with favoritism. The study recommended that the characteristics and objectives of the policy be made clearer in intention and thus able to effectively solvetheassociated problems. (การศึกษาวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสถานการณ์การส่งเสริมบุคลากรภาครัฐหลังเกษียณอายุ ที่มีศักยภาพให้ทำประโยชน์ต่อระบบราชการไทยหรือการต่ออายุราชการรวมถึงการวิเคราะห์ปัจจัยที่มีผลต่อความ สำเร็จ และเสนอแนะแนวทางการส่งเสริมนโยบายดังกล่าวให้มีประสิทธิผลต่อไป ซึ่งเป็นงานวิจัยเชิงคุณภาพที่ใช้ การเก็บข้อมูลทั้งข้อมูลเอกสารและการสัมภาษณ์เชิงลึก โดยศึกษาจากข้าราชการ 2 กลุ่ม คือ ข้าราชการพลเรือน สามัญและข้าราชการพลเรือนในสถาบันอุดมศึกษา พบว่าการต่ออายุราชการตลอด 10 ปีที่ผ่านมาเกิดขึ้นไม่มาก โดยมีปัจจัยที่ส่งผลต่อความสำเร็จและล้มเหลวที่สำคัญเช่น ลักษณะนโยบายที่คลุมเครือระหว่างการต่ออายุราชการ เพื่อดูแลผู้สูงอายุกับการมุ่งบริหารบุคลากรที่ขาดแคลนในระบบราชการ ส่งผลถึงความเข้าใจต่อวัตถุประสงค์ที่ แตกต่างกันระหว่างหน่วยงานที่กำหนดนโยบายและหน่วยงานที่นำนโยบายไปปฏิบัติทำให้การพิจารณาการ ต่ออายุราชการเกิดปัญหา อาจทำให้มีการเลือกปฏิบัติได้ซึ่งมีข้อเสนอแนะด้านนโยบายโดยต้องกำหนดลักษณะ และวัตถุประสงค์ของนโยบายให้ชัดเจนและเป็นไปตามเจตนารมณ์และสามารถแก้ปัญหาของสังคมได้อย่างแท้จริง)
