Abstract

การวิจัยนี้มีจุดมุ่งหมายเพื่อประเมินถึงการมีอยู่ของความตกลงในระดับอนุภูมิภาคที่เกี่ยวข้องกับการส่งเสริมและพัฒนาการท่องเที่ยวระหว่างไทย ลาวและกัมพูชา ว่าเพียงพอต่อการ ส่งเสริมและพัฒนาจริงหรือไม่ และแต่ละกรอบความตกลงมีความสำคัญต่อการส่งเสริมและพัฒนาอย่างไร รวมถึงแนวทางที่กรอบความตกลงเหล่านั้น ได้กำหนดไว้ได้รับการปฏิบัติตาม พันธกรณีจากรัฐมากน้อยเพียงใด การศึกษาวิจัยนี้ผู้เขียนจะแสดงให้เห็นถึงศักยภาพและ องค์ประกอบในการส่งเสริมและพัฒนาการท่องเที่ยวระหว่างไทย ลาวและกัมพูชา และแนวทางตามกรอบความตกลงในระดับอนุภูมิภาคที่เกี่ยวข้องกับประเด็นดังกล่าวทั้งทางตรงและทางอ้อม พร้อมทั้งศึกษาถึงการปฏิบัติตามพันธกรณีของรัฐตามความตกลง รวมถึงวิเคราะห์ให้เห็นถึงปัญหาและอุปสรรคและแนวทางการแก้ไขในเรื่องดังกล่าว ผลของการวิจัยพบว่าความตกลงในระดับอนุภูมิภาคที่เกี่ยวข้องกับการท่องเที่ยวระหว่างไทย ลาวและกัมพูชา มีความเพียงพอต่อการส่งเสริมและพัฒนาการท่องเที่ยวในระดับหนึ่งเท่านั้น โดยที่แต่ละกรอบความตกลงทำการส่งเสริมการท่องเที่ยวในองคาพยพต่างๆ ซึ่งกันและกัน แต่ทั้งนี้ความสำคัญไม่ใช่อยู่เฉพาะแค่ตัวความตกลง หากแต่อยู่ที่การปฏิบัติตามพันธกรณีของรัฐซึ่งจากการศึกษาแม้ความตกลงจะไม่ได้รับการปฏิบัติในทุกประเด็นที่รัฐมีพันธกรณีต่อกันแต่การปฏิบัติตามพันธกรณีของรัฐที่ได้กระทำอยู่ในขณะนี้ ก็สามารถส่งเสริมและพัฒนาการท่องเที่ยวระหว่างไทย ลาว และกัมพูชาได้บ้างแล้ว และหากทั้งสามประเทศต้องการส่งเสริมและพัฒนาการการท่องเที่ยวระหว่างประเทศให้เกิดประสิทธิภาพสูงสุด ก็จำเป็นต้องปรับปรุงกฎระเบียบหรือแนวทางปฏิบัติบางประการที่เกี่ยวข้องกับการส่งเสริมและพัฒนาการท่องเที่ยวระหว่างกันด้วยความมุ่งมั่นและจริงใจให้มากขึ้น

Other Abstract (Other language abstract of ETD)

The objectives of this study are to investigate whether sub-regional agreements are effective to the promotion and development of tourism among Thailand, Laos and Cambodia, to what extent the agreements have been implemented, and how the implementation supports tourism among the three countries. To conduct the study, existing resources and factors which are important to the promotion and development of tourism among Thailand, Laos and Cambodia were explored. Sub-regional agreements were analyzed concerning the promotion and development of tourism. The implementation of agreements was considered in terms of problems and solutions. The results of the analysis revealed that the sub-regional agreements are effective to the promotion and development of tourism among Thailand, Laos and Cambodia in a certain level. Each agreement supports tourism in its clause. However, the agreements are not the only important factor but implementation is equally significant. The findings showed that although the agreements were not completely followed among the three countries, the existing implementation can promote and develop the tourism among Thailand, Laos and Cambodia. It is suggested that if the three countries would like to promote and develop the tourism more effectively, they should improve the regulations and practice concerning the tourism more sincerely.
