Abstract

การวิจัยครั้งนี้มีจุดมุ่งหมาย เพี่อศึกษาการจัดและปัญหาการจัดโครงการการศึกษาเพี่อพัฒนาหมู่บ้านในเขตชนบทของโรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดสุรินทร์ ผลการวิจัยพบว่า ในการสำรวจสภาพปัจจุบัน ปัญหา และความต้องการ โรงเรียนใช้วิธีการประชุมสัมมนาคณะกรรมการดำเนินงานโครงการ และมอบหมายให้ครูผู้รับผิดชอบโครงการสำรวจโดยใช้แบบสอบถามและแบบสำรวจ ส่วนการรวบรวมข้อมูล ใช้วิธีการประชุมคณะกรรมการดำเนินงานโครงการยึดหลักเกณฑ์ความต้องการของชุมชนในการจัดลำดับความสำคัญของปัญหา มีการวิเคราะห์สาเหตุของปัญหา กำหนดทางเลือกในการแก้ปัญหา และใช้หลักเกณฑ์ความเป็นไปได้ประเมินทางเลือกในการแก้ปัญหาโดยคณะกรรมการดำเนินงานโครงการ ในการดำเนินงานของโรง เรียนในการจัดกิจกรรมการเรียนการสอนเพี่อเป็นศูนย์ในการพัฒนาชุมชน มีการจัดเตรียมบุคลากร งบประมาณ สถานที่ เครื่องมือนิเทศ ติดตามผล และเครื่องมือประเมินผล มีการประสานงานกับหน่วยงานที่เกี่ยวข้องและประชาสัมพันธ์การดำเนินโครงการผ่านนักเรียนไปยังผู้ปกครอง สำหรับการนิเทศติดตามผล ประเมินผลการดำเนินงาน ใช้วิธีการสังเกตการปฏิบัติงานโดยผู้บริหารโรงเรียน และครูผู้รับผิดชอบโครงการ มีการประเมินผลก่อนการดำเนินงาน ระหว่างดำเนินงาน สิ้นสุดการดำเนินงาน และรายงานผลการดำเนินงานภาคเรียนละครั้ง ปัญหาการจัดโครงการที่พบส่วนใหญ่ คือ งบประมาณไม่ เพียงพอ บุคลากรขาดความรู้ความเข้าใจวิธีการสำรวจสภาพปัจจุบัน ปัญหา และความต้องการ อาคารสถานที่มีจำกัด บุคลากรไม่สามารถ บูรนาการกิจกรรมตามโครงการได้ ขาดคู่มือแนวทางการจัดกิจกรรม การช่วยเหลือสนับสนุนไม่สม่ำเสมอ ขาดบุคลากรที่มีความรู้ความสามารถในการนิเทศ ติดตามผล ประเมินผล การนิเทศ ติดตาม ประเมินผลไม่ต่อเนื่อง และขาดการ เก็บรวบรวมข้อมูลไว้เป็นหลักฐาน

Other Abstract (Other language abstract of ETD)

This research were aimed at studying the management and problems of organizing the Education for Rural Development Project in primary schools under the jurisdiction of the Office of Surin Provincial Primary Education. Research findings showed that: With regards to the need assessment study, a project committee members meeting was conducted then the responsibilities were assigned to the assigned teacher by which the questionnaire method was used for gathering data, then they were analyzed through project committee members meeting on the basic of community needs and feasibility principle. In implementing the project within schools, personnel were assigned, budget, location, and monitoring tools were prepared. A cooperation with concerned units and public relation through students were also organized. Monitoring and evaluation were conducted by school administrator and assigned teacher within school, and the readiness of every step within the project implementation was evaluated then the report was prepared once a semester. Concerning the problems in organizing the project they were; insufficient amount of budget, lack of knowledge in needs assessment and activities organizing among personnel, limited plant location, activities guidelines, and qualified personnel. Lack of information system was also reported to be a problem.
