Abstract

การวิจัยนี้มุ่งที่จะศึกษาว่า ชุมชนสยามสแควร์ซึ่งเป็นชุมชนที่มีความทันสมัยนั้นประชาชนจะมีความรู้สึกและความสำนึกผูกพันในกิจกรรมของชุมชนอันเป็นประโยชน์แก่ส่วนรวมมากน้อยเพียงใด ความร่วมมือกับทางราชการเพื่อสร้างประโยชน์สุขแก่ส่วนรวมในลักษณะใด และมากน้อยเพียงใด และเมื่อมีการนำเอาสถานีตำรวจชุมชนสยามสแควร์ ซึ่งเป็นเสมือนนวัตกรรมทางการเมืองชนิดหนึ่งเข้ามาจัดตั้งในชุมชนนี้แล้ว แนวโน้มในการรับเอานวัตกรรมทางการเมืองในระดับชุมชนมีลักษณะอย่างไร วิธีดำเนินการศึกษาครั้งนี้ ใช้การวิจัยแบบสำรวจ และเก็บรวบรวมข้อมูล ความคิดของประชาชนในบริเวณสยามสแควร์จากแบบสอบถามจำนวน 400 ชุด โดยเก็บข้อมูลเมื่อเดือนพฤศจิกายน 2535 ผลการวิจัยพบว่า ประชาชนที่อาศัยและประกอบอาชีพอยู่ในบริเวณสยามสแควร์มีความสำนึกในความเป็นชุมชนในระดับค่อนข้างต่ำ และมีทัศนคติต่อการมีส่วนร่วมในกิจกรรมส่วนรวมของชุมชนในลักษณะคับแคบ โดยที่ผู้ที่ประกอบกิจการอยู่ในสยามสแควร์มีความสำนึกในความเป็นชุมชนและการมีส่วนร่วมในกิจกรรมส่วนรวมมากกว่าคนกลุ่มอื่นเล็กน้อย ปัจจัยอื่น ๆ ไม่มีอิทธิพลต่อความเป็นชุมชน และบทบาทในการมีส่วนร่วมในกิจกรรมสาธารณะของชุมชนสยามสแควร์ อนึ่ง บุคคลที่อยู่ในสยามสแควร์มีความทันสมัยสูงต่างมีทัศนคติที่ดีต่อการยอมรับการจัดตั้งสถานีตำรวจชุมชนสยามสแควร์ ซึ่งเป็นเสมือนนวัตกรรมทางการปกครองชนิดหนึ่ง โอกาสที่การจัดตั้งสถานีตำรวจชุมชนที่ประสบความสำเร็จตามวัตถุประสงค์มีค่อนข้างสูงหากได้รับการเสริมจากการกระตุ้นให้เกิดความสำนึกร่วมในความเป็นชุมชนให้มีมากขึ้น

Other Abstract (Other language abstract of ETD)

The primary objective of this study is the identification of behavior and attitude of the community’s member actors towards the Siam Square Communal police station, and organization intended to distribute relevant to the member and the people-large. Considered as a political innovation, the communal police station should generate certain reaction, cooperation and participation. However, the findings are as follows: low level of collective consciousness prevails among the general community, residents; participation in collective activities are, accordingly, limited. Notwithstanding a relatively high level of collective consciousness do exist among entrepreneurs doing business in the community regardless of their limited participation, positive attitude of general population living in the community towards the merit of such political innovation. Consequently, this research does confirm the Fact that the existence of community’s actors collective consciousness is in dispensable if the political-administrative innovation (acommunity police station) of this kind is to be successful.
