Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อประเมินการดูแลชุมชนของผู้อยู่อาศัยในเคหะชุมชนเมืองใหม่บางพลีโดยศึกษาสภาพปัญหา ความคิดเห็น และทัศนคติของผู้อยู่อาศัย อันเกี่ยวเนื่องกับการดูแลชุมชน ซึ่งได้แก่องค์ประกอบสภาพแวดล้อมชุมชน ซึ่งมี 2 องค์ประกอบคือ องค์ประกอบทางกายภาพ และองค์ประกอบด้านการจัดการ พร้อมกับหาข้อเสนอแนะแนวทางการแก้ปัญหาด้านการจัดการที่จะส่งเสริมให้เกิดการพัฒนาชุมชนที่เหมาะสม ซึ่งเป็นทั้งการแก้ปัญหาระยะเร่งด่วน และระยะยาว ผลจากการศึกษาสรุปได้ว่า ปัญหาสภาพแวดล้อมชุมชน ซึ่งมีปัญหา 2 ประการได้แก่ ปัญหาด้านกายภาพและปัญหาด้านการจัดการ โดยปัญหาด้านกายภาพ ได้แก่ บรรยากาศแวดล้อมชุมชนไม่ดี และปัญหาการออกแบบวางผังระบบสาธารณูปโภคและบริการยังไม่เหมาะสม ส่วนปัญหาด้านการจัดการ ได้แก่ ปัญหาในการรักษาความสะอาดและการดูแลรักษาสภาพสถานที่สิ่งอำนวยความสะดวก ปัญหาการขาดความร่วมมือในการพัฒนาชุมชน ปัญหาในการอยู่อาศัยร่วมกัน ปัญหาในการให้บริการ โดยสรุปปัญหาส่วนใหญ่เกิดขึ้นจาก 2 ขั้นตอนของการพัฒนาโครงการ คือ ปัญหาที่เกิดในขั้นตอนการออกแบบวางแผน และปัญหาที่เกิดในช่วงการจัดการหลังการเข้าอยู่อาศัย ผลจากการสำรวจทัศนคติผู้อยู่อาศัยส่วนใหญ่ มีความไม่พึงพอใจกับชุมชน โดยปัญหาด้านการจัดการอิทธิพลต่อความไม่พึงพอใจมากกว่าปัญหาด้านกายภาพ แต่เมื่อถามถึงแผนการย้ายที่อยู่อาศัยในอนาคต ผู้อยู่อาศัยส่วนใหญ่ไม่คิดจะย้ายจากที่อยู่อาศัยปัจจุบัน เนื่องจากคิดว่าจะซื้อที่อยู่อาศัยที่ราคาถูกกว่านี้ไม่ได้ ข้อเสนอแนะที่ได้มี 2 ประเด็น ประเด็นแรกได้แก่ ข้อเสนอแนะสำหรับการวางผังและออกแบบ โดยในการวางผังถนน ควรพยายามลดจุดตัดในลักษณะของสี่แยกแบบตารางให้น้อยลงและควรพยายามลดจุดที่ต้องการควบคุมการเข้าออกให้เหลือน้อยที่สุด รวมทั้งการออกแบบควรคำนึงถึงกลุ่มอายุและความหนาแน่นของผู้อยู่อาศัยโดยเพิ่มสวนสาธารณะให้กระจายบริเวณ neighborhood center ให้มากขึ้น ประเด็นที่สองได้แก่ข้อเสนอแนะสำหรับผู้ดำเนินโครงการและผู้บริหารโครงการ ซึ่งได้แก่การเคหะแห่งชาติ ควรมีการจัดการองค์กรที่มีความสมบูรณ์ในตัวเอง มีรูปแบบองค์กรที่เหมาะสม ขอบเขตการดำเนินงานเป็นอิสระ เพื่อให้เกิดความคล่องตัวนอกจากนี้ควรมีกฎหมายรับรองสิทธิ์และให้อำนาจในการปฏิบัติหน้าที่ รวมทั้งสนับสนุนให้เกิดการมีส่วนร่วมของประชาชนในรูปคณะกรรมการผู้อยู่อาศัย

Other Abstract (Other language abstract of ETD)

The objective of this thesis is to evaluate the Bang Plee New Town's maintenance management in order to improve its efficiency. Residents' attitudes towards community physical components and maintenance management were investigated. The finding from the study showed that problems related to community physical components included poor community environment, inefficient public utility and services. Problems related to community management included poor facility management, residents' lack of sense of community, lack of community participation and poor community services. It could be concluded that these problems mentioned were caused in part in design and planning stage and in part in the management process. It was found that the majority of residents were not very satisfied with their community. It was found, further, that most residents were more dissatisfied with community management than with its physical problems. When asked whether or not they would like to move, most of residents, however, did not want to, simply because they could not find a cheaper place to live. It was recommended that major physical problems should be improved. They were; minimize 4-way road intersections, and install traffic light at every spot, minimize entrances for security purpose | increase common area and facilities for all ages and for every neighborhood center. In order to improve community maintenance management | it was suggested that NHA should create a more independent management team with more authority and with more community residents participation.
