Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาแนวคิดเชิงทฤษฎีเกี่ยวกับการพัฒนานโยบายการเตรียมครูเพื่อพัฒนาคุณภาพนักเรียนประถมศึกษา 2) เพื่อศึกษาสภาพที่พึงประสงค์ของการเตรียมครูเพื่อพัฒนาคุณภาพนักเรียนประถมศึกษา 3) เพื่อพัฒนานโยบายการเตรียมครูเพื่อพัฒนาคุณภาพนักเรียนประถมศึกษาของประเทศไทย โดยใช้การวิจัยอนาคต แบบ EDFR ดำเนินการวิจัย 4 ขั้นตอนคือ 1) ศึกษาแนวคิดทฤษฎีที่เกี่ยวข้อง 2) ศึกษาสภาพที่พึงประสงค์เพื่อการพัฒนานโยบายการเตรียมครูประถมศึกษา โดยทำการสัมภาษณ์แบบกำหนดทิศทาง กับกลุ่มผู้มีส่วนเกี่ยวข้องกับการใช้และการผลิตครูประถมศึกษา จำนวน 104 คน 3) ศึกษาข้อเสนอเพื่อการพัฒนานโยบายการเตรียมครูประถมศึกษา ใช้การสัมภาษณ์แบบเจาะลึก กับกลุ่มผู้เชี่ยวชาญทางด้านการศึกษา จำนวน 17 คน 4) เขียนนโยบายการเตรียมครูเพื่อพัฒนาคุณภาพนักเรียนประถมศึกษา วิเคราะห์ข้อมูลโดยใช้สถิติเชิงบรรยาย และอาศัยค่าสถิติพื้นฐาน ได้แก่ ค่าร้อยละ ค่าพิสัยระหว่างควอไทล์ และค่าฐานนิยม ผลการวิจัยพบว่า 1) แนวคิดเชิงทฤษฎีเกี่ยวกับการพัฒนานโยบายการเตรียมครูประถมศึกษา ประกอบด้วยแนวคิดเกี่ยวกับการพัฒนานโยบายและแนวคิดเกี่ยวกับการเตรียมครูเพื่อพัฒนาคุณภาพนักเรียนประถมศึกษา 2) สภาพที่พึงประสงค์ของการเตรียมครูประถมศึกษามี 4 ข้อ (1) การคัดเลือกบุคคลเข้าเรียนครูที่มีมาตรฐานสูง (2) การเตรียมผลิตครูที่เน้นการพัฒนาหลักสูตรสำหรับครูประถมศึกษาเป็นการเฉพาะ (3) การเตรียมครูเข้าสู่วิชาชีพครูที่เน้นเรื่องการยกระดับมาตรฐานใบอนุญาตประกอบวิชาชีพครู และ (4) การบริหารจัดการองค์กรที่เกี่ยวข้องที่เน้นความร่วมและการประสานงานร่วมกัน 3) นโยบายการเตรียมครูเพื่อพัฒนาคุณภาพนักเรียนประถมศึกษา มี 5 นโยบาย (1) การมุ่งเน้นการเตรียมครูประถมศึกษาเพื่อการพัฒนานักเรียนเป็นการเฉพาะ โดยให้มีการกำหนดคุณลักษณะและสมรรถนะของครูประถมศึกษาที่ต้องการร่วมกัน (2) การยกระดับมาตรฐานการคัดเลือกบุคคลที่เหมาะสมเข้าเรียนครู (3) การมุ่งเน้นเตรียมการผลิตครู โดยเร่งรัดการพัฒนาหลักสูตรสำหรับครูประถมศึกษาและการพัฒนากระบวนการฝึกประสบการณ์วิชาชีพครู (4) การมุ่งเน้นการเตรียมเข้าสู่วิชาชีพครูประถมศึกษา และ (5) การเพิ่มประสิทธิภาพการบริหารจัดการองค์กรที่มีส่วนเกี่ยวข้องกับการเตรียมครูเพื่อพัฒนาคุณภาพนักเรียนประถมศึกษาภายใต้การมีส่วนร่วมของทุกองค์กร

Other Abstract (Other language abstract of ETD)

The objective of this research were to 1) study the theoretical concepts, 2) study the desires of the policy development of primary school teachers, 3) development a policy of preparation primary school teacher for the enhancement of primary school students quality. The methodologies included documentary and futures research (EDFR). The key informants were 104 stakeholders, who are involved in the teacher production and the using of primary school teachers and 17 educational experts. The research instruments were directive interview form and the in-depth interview form. The data were analysed using content analysis, and descriptive statistics as percentage, Inter-quartile Range, and Mode. The study find that 1) the policy concepts for preparing primary school teachers included that the development policy concept and the concept of the teacher preparation for the enhancement of primary school students quality, 2) the desires of the policy development listed are: (1) the high standard of admission system (2) the preparation teacher curriculum specifically for primary school teachers (3) raise standard of teacher license and (4) all involved organizations to participation and cooperation for preparing primary school teachers, and 3) the policy development for preparing primary school teachers listed are: (1) drawing a definition of teacher effectiveness for ensure that teacher preparation programs are systematically preparing primary school teacher, (2) establishing high standards for admission into teacher preparation programs, 3) establishing specifically teacher curriculum for primary school teachers and developing process of teacher practicum, 4) the employment conditions of primary school teachers have to appreciate the specific features of teaching at this level, and 5) all organizations involved in education need to cooperate to set up standards for preparing primary school teachers for the enhancement of primary school students quality.
