Abstract
งานวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษากรอบแนวคิดการบริหารงานวิชาการของวิทยาลัยการทัพอากาศที่เสริมสร้างสมรรถนะผู้นำระดับยุทธศาสตร์ 2) ประเมินสมรรถนะผู้นำระดับยุทธศาสตร์ของนักศึกษาวิทยาลัยการทัพอากาศ 3) วิเคราะห์สภาพการบริหารงานวิชาการของวิทยาลัยการทัพอากาศ และ 4) พัฒนากลยุทธ์การบริหารงานวิชาการของวิทยาลัยการทัพอากาศตามแนวคิดการเสริมสร้างสมรรถนะผู้นำระดับยุทธศาสตร์ของกองทัพอากาศ โดยใช้วิธีวิจัยแบบผสมผสาน เก็บข้อมูลโดยใช้แบบประเมิน การสนทนากลุ่ม แบบสอบถามปลายเปิด และการสัมภาษณ์ วิเคราะห์ข้อมูลโดยใช้ความถี่ ร้อยละ ค่าเฉลี่ย และการวิเคราะห์เนื้อหา ผลการวิจัยสรุปได้ว่า 1) กรอบแนวคิดการบริหารงานวิชาการ 3 ด้าน ได้แก่ หลักสูตร การเรียนการสอน และการประเมินผล เพื่อเสริมสร้างสมรรถนะผู้นำระดับยุทธศาสตร์ประกอบด้วย (1) การมีวิสัยทัศน์ (2) การแก้ปัญหาและการตัดสินใจ (3) ทักษะการบริหารเชิงยุทธศาสตร์ (4) ทักษะการสื่อสาร และ (5) ภาวะผู้นำเชิงยุทธศาสตร์ 2) นักศึกษาของวิทยาลัยการทัพอากาศมีค่าเฉลี่ยสมรรถนะผู้นำระดับยุทธศาสตร์โดยรวมอยู่ในเกณฑ์ "ดี" โดยสมรรถนะด้านวิสัยทัศน์และด้านทักษะบริหารเชิงยุทธศาสตร์มีค่าเฉลี่ยมากที่สุด ส่วนสมรรถนะด้านภาวะผู้นำเชิงยุทธศาสตร์มีค่าเฉลี่ยน้อยที่สุด 3) สภาพทั่วไปของการบริหารงานวิชาการยังขาดความเชื่อมโยงกันระหว่างสถานศึกษา และไม่สอดคล้องกับความต้องการสมรรถนะการบริหารจัดการของบุคลากรกองทัพอากาศ 4) กลยุทธ์การบริหารงานวิชาการของวิทยาลัยการทัพอากาศตามแนวคิดการเสริมสร้างสมรรถนะผู้นำระดับยุทธศาสตร์ของกองทัพอากาศ ประกอบด้วย 3 กลยุทธ์หลัก คือ (1) กลยุทธ์ผนึกกำลังทางวิชาการ (2) กลยุทธ์เสริมสร้างความเข้มแข็งทางการบริหารงานวิชาการ และ (3) กลยุทธ์การบริหารงานวิชาการเชิงรุก
Other Abstract (Other language abstract of ETD)
The purposes of this study were to study the strategic-level leader's competencies, to analyze general condition of academic management, and to develop academic management Strategy of the Air War college according to the concept of the strategic-level leader's competencies enhancement of Royal Thai Air Force. This is a mixed method research. Questionnaires were used for strategic-level competencies assessment, focus group, open-end questionnaires, and deep interviews were used for analyze the academic management environment. Data were analyzed by frequency, percentage, mean, and content analysis. The finding were: 1) The level in strategic-level leader's competencies of Air War college students were overall at a high level, as Vision and Strategic Management skills were on the highest level and strategic leadership was on the least level. 2) General condition of current academic management did not comply with the requirements of performance management of Air Force. 3) The academic management strategy of the Air War college according to the concept of the strategic-level leader's competencies enhancement of Royal Thai Air Force, consisted of 4 major strategies : (1) Synergies in academic (2) Strengthening the academic management (3) Proactive academic management.
