Abstract

การวิจัยครั้งนี้เป็นการวิจัยเชิงบรรยาย โดยมีวัตถุประสงค์เพื่อพัฒนาระบบบริหารเครือข่าย สถานศึกษาขั้นพื้นฐานตามแนวคิดการบริหารแบบมุ่งผลสัมฤทธิ์ เครื่องมือที่ใช้ในการเก็บข้อมูลคือ แบบศึกษาเอกสารและแบบสัมภาษณ์ การวิเคราะห์ข้อมูลใช้การวิเคราะห์เนื้อหา ผู้ให้ข้อมูลได้แก่ ผู้อำนวยการสำนักงานเขตพื้นที่การศึกษา ประธานเครือข่ายสถานศึกษาประเภทที่หนึ่ง และเลขานุการ เครือข่าย วิเคราะห์ข้อมูลโดยใช้การวิเคราะห์เนื้อหา นำผลที่ได้มาเป็นข้อมูลในการออกแบบระบบใหม่ ตรวจสอบความเหมาะสมของระบบโดยการสัมภาษณ์ผู้ทรงคุณวุฒิ และประเมินความเป็นไปได้ของระบบ โดยการสอบถามประธานเครือข่ายสถานศึกษา ผลการวิจัยสรุปได้ว่า ระบบบริหารเครือข่ายสถานศึกษาขั้นพื้นฐานตามแนวคิดการบริหารแบบ มุ่งผลสัมฤทธิ์ที่พัฒนาขึ้น ประกอบด้วย 5 องค์ประกอบ คือ ปัจจัยนำเข้า กระบวนการ ปัจจัยส่งออก ข้อมูลป้อนกลับ และสภาพแวดล้อมของระบบ ดังรายละเอียดโดยสรุป ดังนี้ 1.ปัจจัยนำเข้า ครอบคลุมนโยบายในการจัดตั้งเครือข่ายสถานศึกษา หลักการของเครือข่าย สถานศึกษา วิธีการจัดตั้งเครือข่ายสถานศึกษา และบทบาทของสำนักงานเขตพื้นที่การศึกษาใน การส่งเสริมสนับสนุนระบบเครือข่ายสถานศึกษา2.กระบวนการ ครอบคลุมการวางแผนกลยุทธ์เครือข่าย การดำเนินการบริหารเครือข่าย การตรวจสอบและประเมินผลการดำเนินงาน การทบทวนผลการดำเนินงาน และการปฏิบัติการแก้ไข การดำเนินงานการบริหารเครือข่าย 3.ปัจจัยส่งออก ครอบคลุมผลสัมฤทธิ์ของเครือข่าย ประกอบด้วย ผลผลิตในการบริหารเครือข่าย และผลลัพธ์ในการบริหารเครือข่าย 4.ข้อมูลป้อนกลับ ครอบคลุมข้อมูลที่ได้จากการตรวจสอบและประเมินผลการดำเนินงาน การทบทวนผลการดำเนินงาน และการปฏิบัติการแก้ไขการดำเนินงานการบริหารเครือข่าย 5.สภาพแวดล้อมของระบบ ครอบคลุมการจัดการเกี่ยวกับสภาพแวดล้อมภายนอก

Other Abstract (Other language abstract of ETD)

The purpose of the descriptive research was to develop a Basic Education Institution Network Management System Based on the Results-based Management concept. The study of related documents and the interviews were conducted as research tools. Interviewed data were given by the directors of The Educational Service Area, the network leaders, and the network secretaries in the type1-schools and were analyzed by the using of content analysis method, then were used in designing the system. The appropriateness of the system was evaluated through the interview of the experts and the feasibility of the system was evaluated by the network leaders through the use of questionnaires. The research results were concluded as that the system was comprised of 5 elements; 1) the System-Inputs, 2) the System-Processes, 3) the System-Outputs, 4) the System-Feedback, and 5) the System-Environment, which were presented as follows: 1. System-Inputs included of the network establishment policies, the network principles, the network establishment procedure, and the role of The Educational Service Area in supporting the network system. 2. System-Processes included the planning of the network strategic plan, the managing of the network, the auditing, the reviewing, and the revising of the network management. 3. System-Outputs included of the network performances which consisted of the outputs and the outcomes of the network management. 4. System-Feedback included of the data derived from the audition, the evaluation, the reviewing and the revising of the network management. 5. System-Environment included of the managing of the external environment.
