Abstract

การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อเสนอแนวทางในการพัฒนาการท่องเที่ยวเชิงวัฒนธรรมจังหวัดร้อยเอ็ด กลุ่มตัวอย่างที่ใช้ในการวิจัยในครั้งนี้มี 3 กลุ่มได้แก่ ประชาชนจังหวัดร้อยเอ็ดจำนวน 200คน นักท่องเที่ยวชาวไทยจำนวน 200 คน ใช้วิธีการสุ่มแบบบังเอิญและใช้แบบสอบถามในการเก็บข้อมูล วิเคราะห์ข้อมูลโดยการแจกแจงความถี่และหาค่าร้อยละ กลุ่มที่ 3 เจ้าหน้าที่ภาครัฐจำนวน 10 คน เก็บข้อมูลด้วยการสัมภาษณ์เชิงลึกแล้วนำข้อมูลมาแยกตามประเด็นเป็นรายข้อตามข้อคำถามแล้วนำเสนอในรูปความเรียง นำผลการวิจัยมาร่างเป็นแนวทางฯเพื่อนำเสนอผู้เชี่ยวชาญให้วิพากษ์และเสนอแนะเพิ่มเติมก่อนเสนอเป็นแนวทางดังนี้ แนวทางการพัฒนาการท่องเที่ยวเชิงวัฒนธรรม จังหวัดร้อยเอ็ด 1) ควรนำประเพณีฮีต 12 รวมถึงกิจกรรมดนตรีและการเต้นรำพื้นเมือง มาส่งเสริมเป็นการท่องเที่ยวเชิงวัฒนธรรมอย่างต่อเนื่อง 2) ควรพัฒนาเส้นทางให้มีความสะดวก หลากหลาย และเชื่อมโยงกัน โดยจัดทำแผนที่ท่องเที่ยว 3) ควรกำหนด มาตรฐานการจัดการ และกำหนดพื้นที่บริการให้ชัดเจน 4) มีการจัดทำโปรแกรมการท่องเที่ยวที่หลากหลาย ครอบคลุมแหล่งท่องเที่ยว โดยมีกำหนดการและราคาที่เหมาะสม 5) ควรให้ประชาชน และนักท่องเที่ยว เข้าไปมีส่วนร่วมในกิจกรรมท่องเที่ยวที่อนุรักษ์ สะท้อนสภาพวิถีชีวิตชาวบ้าน เช่น จัดโฮมสเตย์ ที่ชุมชนบริหารจัดการ 6) ด้านบริการเสริม ควรเพิ่มสถานพยาบาล ธนาคาร สถานีบริการน้ำมัน ในแหล่งท่องเที่ยวให้เพียงพอ 7) วางนโยบายด้านการศึกษาการท่องเที่ยวเชิงวัฒนธรรมให้เป็นหลักสูตรท้องถิ่นเพื่อปลูกฝัง ค่านิยม จิตสำนึก และสร้างความภาคภูมิใจในวัฒนธรรมของจังหวัดร้อยเอ็ด 8) การจัดศูนย์การเรียนรู้ในชุมชน เพื่อรวบรวมเอกลักษณ์ของท้องถิ่น และเป็นแหล่งท่องเที่ยวเชิงวัฒนธรรม 9) แผนการพัฒนา ควรให้เป็นไปอย่างต่อเนื่อง โดยเป็นการกำหนดแผนในระยะยาวให้สอดคล้องกับงบประมาณ 10) รัฐควรพัฒนาแหล่งท่องเที่ยว ชี้แนะแนวทางในการพัฒนาเป็นแหล่งท่องเที่ยวให้เจ้าของชุมชนมีส่วนร่วมเสนอความคิดเห็นความต้องการ ความเป็นไปได้ และสนับสนุนด้านงบประมาณที่ต่อเนื่อง

Other Abstract (Other language abstract of ETD)

The purpose of this research was to propose a cultural tourism development guideline for Roi-Et Province. The 410 samplings were divided into 3 groups of Roi-et residents (n=200), tourists visiting Roi-et (n=200), and 10 government officers responsible for tourism development in Roi-et. Data were collected using questionnaires to residents and tourists, and using in-depth interview to the government officers. Data from questionnaires were analyzed using mean and percentile, and data from interview were group and described. Draft of the guideline for cultural tourism development was concluded from the results of Roi-et residents and tourists’ opinions; recommendations from government officers; coupled with Roi-et Tourism Plan and Policy. The draft was sent to 5 entrepreneurs in tourism development to recommend before proposing. The Cultural tourism development guideline proposed from this study were as follow: 1) Continuously promoting of cultural events especially 12 month religious events, and local folk songs and folk dances are necessary 2) accessibility to the destinations should be developed, and connected to each other 3) Management standard of the destination should be developed such as tourist zoning 4) Variety of tourism programs with reasonable price are appreciated 5) Both residents and tourists should involve in conservation of cultural tourism activities that reflect local life style such as home-stay 6) Tourism supplementary services such as hospital, bank, petrol station should be developed to meet the tourists increasing number 7) The educational policy should included cultural tourism in the curriculum to embedding cultural values and sense of belonging to the youths 8) Cultural learning center should be found to exhibit local signatures 9) Both short-term and long-term development plan should be continuously be implemented and should compatible with the budget 10) Government should support local involvements and budget for tourism development.
