Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาการมีส่วนร่วมบริหารจัดการศึกษาของกรรมการบริหารการศึกษาขององค์กรปกครองส่วนท้องถิ่น 2)เพื่อวิเคราะห์ความต้องการจำเป็นและระดับความต้องการจำเป็นของการมีส่วนร่วมบริหารจัดการศึกษาของกรรมการบริหารการศึกษาขององค์กรปกครองส่วนท้องถิ่นในแต่ละด้าน 3) เพื่อวิเคราะห์ผลของปัจจัยภูมิหลังของกรรมการบริหารจัดการศึกษาขององค์กรปกครองส่วนท้องถิ่นที่มีต่อความต้องการจำเป็นของการมีส่วนร่วมบริหารจัดการศึกษาของ กรรมการบริหารจัดการศึกษาขององค์กรปกครองส่วนท้องถิ่นในแต่ละด้าน กลุ่มตัวอย่างคือ กรรมการบริหารการศึกษาขององค์กรปกครองส่วนท้องถิ่น จำนวน 203 คน เครื่องมือที่ใช้ในการวิจัยคือแบบสอบถาม และแนวคำถามในการสนทนากลุ่ม เก็บรวบรวมข้อมูลเชิงปริมาณโดยการส่งแบบสอบถามทางไปรษณีย์ และเชิงคุณภาพโดยการสนทนากลุ่ม วิเคราะห์ข้อมูลโดยใช้ค่าสถิติพื้นฐาน ค่าสถิติถดถอยพุคูณ และใช้เทคนิค Modified Priority Needs Index (PNI modified) ในการจัดลำดับความสำคัญของความต้องการจำเป็น และวิเคราะห์ข้อมูลเชิงคุณภาพโดยใช้การวิเคราะห์เนื้อหา ผลการวิจัยสรุปได้ ดังนี้ 1. ลักษณะการมีส่วนร่วมที่เป็นอยู่ของกรรมการบริหารการศึกษาขององค์กรปกครองส่วนท้องถิ่นมีส่วนร่วมในการบริหารจัดการศึกษาทุกด้านอยู่ในระดับปานกลาง ซึ่งเป็นลักษณะการมีส่วนร่วมในการมีส่วนร่วมในการรับรู้ข้อมูลข่าวสาร การร่วมวิเคราะห์ปัญหา และการร่วมคิดวางแผนดำเนินงาน โดยมีส่วนร่วมในด้านการบริหารงานทั่วไป การบริหารงบประมาณ การบริหารงานวิชาการ และการบริหารงานบุคคล ตามลำดับงานที่มีส่วนร่วมมากที่สุด 3 ลำดับแรก คือ การวางแผนอัตรากำลัง การจัดตั้งงบประมาณ งานกำกับดูแลสถานศึกษา: ติดตาม ตรวจสอบ ประเมินผล และรายงาน 2. กรรมการบริหารการศึกษาขององค์กรปกครองส่วนท้องถิ่นมีความต้องการจำเป็นในการมีส่วนร่วมบริหารจัดการศึกษาด้านการบริหารงานบุคคล (0.42) มากที่สุด รองลงมาคือ การบริหารงานวิชาการ(0.41) การบริหารงบประมาณ (0.40) และการบริหารงานทั่วไป (0.30) ตามลำดับ 3. ภูมิหลังของกรรมการบริหารการศึกษาขององค์กรปกครองส่วนท้องถิ่นส่งผลต่อความต้องการจำเป็นด้านการมีส่วนร่วมบริหารจัดการศึกษาของ กรรมการบริหารจัดการศึกษาขององค์กรปกครองส่วนท้องถิ่นไม่แตกต่างอย่างมีนัยสำคัญทางสถิติ

Other Abstract (Other language abstract of ETD)

The purpose of this thesis research were (1) to study the executive committee members of local administrative organization developing education in educational management (2) to assess the needs and level of the needs of the executive committee member of local administrative for the developing education in educational management (3) to study about the background of the executive committee members of local administrative organization developing education in educational management. The samples were 203 residents. The research instrument employed to collect the quantitative data were the mail questionnaires. The focus group technique was also used to collect the qualitative data. The quantitative data were analyzed by descriptive statistics, and its priority in terms of needs was also set by using Modified Priority Needs Index, while the qualitative data were analyzed by content analysis. The research findings were as follows: 1. The current the executive committees members of local administrative participation in the educational management were in moderate degree while planning about human resource, financial, and control the school. 2. The most critical needs of executive committee members of local administrative for participation in educational management were human resource management(0.42), academic management(0.41), financial management(0.40), and general management(0.30) followed by quality assessment and quality control respectively. 3. The personal background of executive committee members affected the needs in participation in educational management of executive committee members of local administrative which is not significantly difference at the level 0.05
