Abstract

พัฒนาชุดฝึกอบรม : ประมวลสาระสำคัญด้านบริหารการเงินและสินทรัพย์สำหรับผู้บริหารสถานศึกษาขั้นพื้นฐานของรัฐ โดยมีขั้นตอนการวิจัย 5 ขั้นตอนคือ 1) วิเคราะห์ สังเคราะห์ แนวคิดทฤษฎีที่เกี่ยวข้อง เพื่อนำมาเป็นกรอบแนวคิดในการวิจัยและพัฒนาชุดฝึกอบรม 2) ศึกษาสภาพและปัญหา และประเมินความต้องการจำเป็นในการพัฒนาผู้บริหารด้านบริหารการเงินและสินทรัพย์ 3) พัฒนาชุดฝึกอบรม 4) ประเมินประสิทธิภาพของชุดฝึกอบรม และ 5) ปรับปรุงและพัฒนาเป็นชุดฝึกอบรมฉบับสมบูรณ์ กลุ่มตัวอย่างคือ ผู้อำนวยการ หัวหน้างานและเจ้าหน้าที่การเงิน ของสถานศึกษาขั้นพื้นฐานของรัฐ เก็บรวบรวมขัอมูลโดยใช้ แบบสัมภาษณ์ แบบบันทึกข้อมูลและวิเคราะห์เอกสาร แบบสอบถาม วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา แจกแจงความถี่ หาค่าร้อยละ ค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐาน และค่าที ผลการวิจัย ชุดฝึกอบรม : ประมวลสาระสำคัญด้านบริหารการเงินและสินทรัพย์สำหรับผู้บริหารสถานศึกษาขั้นพื้นฐานของรัฐ มีเนื้อหาสาระที่ครอบคลุมหน้าที่ของผู้บริหารสถานศึกษาขั้นพื้นฐานของรัฐในปัจจุบัน แบ่งเป็น 7 โมดูล คือ 1) ภาพรวมการบริหารการเงินและสินทรัพย์สำหรับสถานศึกษาขั้นพื้นฐานของรัฐ 2) การวางแผนทางการเงินและสินทรัพย์ 3) โครงสร้างและตำแหน่งหน้าที่การเงิน 4) การดำเนินการทางการเงินและสินทรัพย์ 5) การบัญชีและการรายงานการเงิน 6) การควบคุมและการตรวจสอบภายใน 7) การประเมินผลการดำเนินงานทางการเงิน จัดทำในรูปของสื่อสิ่งพิมพ์และซีดี ผลการนำไปทดลองศึกษาพบว่า ชุดฝึกอบรมมีประสิทธิภาพของกระบวนการ เท่ากับ 85.38 (สูงกว่าเกณฑ์มาตรฐานที่กำหนด) และประสิทธิภาพของผลการเรียนรู้เท่ากับ 77.81 (อยู่ในเกณฑ์มาตรฐานที่กำหนด) โดยผลคะแนนเฉลี่ยจากการทดสอบหลังศึกษาชุดฝึกอบรม แตกต่างจากก่อนศึกษาชุดฝึกอบรม อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05

Other Abstract (Other language abstract of ETD)

To develop the training modules on the essence of financial and asset management for publice basic school administrators. The research process includes 1) analyzing and synthesizing related concepts and theories to define conceptual framework for the research and developing training modules 2) studying conditions and problems assessing the needs to develop the public basic school adminisrators about financial and asset management 3) developing the training modules 4) evaluating the efficiencey of the training modules. 5) improving and finalizing the complete model of 7 training modules. Key informants were school principals, chief staffs and financial staffs of publice basic schools. Data collections were undertaken by means of document analyses, interviewing and inquiring through questionnaires. Content analyzing, frequency distriputing, calculating for percentage, mean, standard deviation, t-test were used to analyze the data. The finding: the content of training modules embrace all financial duties of the publice basic school administrators, which can be divided into seven modules, 1) An overview of financial and asset management for public basic schools 2) Financial and asset planning 3) Position and financial structure organizing 4) Financial and asset operating 5)Account and financial reporting 6) Financial controlling and internal auditing, and 7) Financial operation evaluating. All of them are in printing and CD-Rom format. The training modules' process and learning output efficiency are 85.38 (above the expected standard) / 77.81 (within the expected standard). The pre test and post test results were different significantly at the level of 0.05.
