Abstract

ศึกษา 1) สภาพปัญหาและความต้องการของนักฝึกอบรมเกี่ยวกับผู้ประเมินภายนอกของหน่วยงานฝึกอบรมภาคเอกชน 2) ความคิดเห็นของผู้เชี่ยวชาญเกี่ยวกับ คุณลักษณะของผู้ประเมินภายนอกสำหรับตรวจสอบหน่วยงานฝึกอบรมภาคเอกชน และ 3) นำเสนอคุณลักษณะของผู้ประเมินภายนอกสำหรับตรวจสอบหน่วยงานฝึกอบรมภาคเอกชน กลุ่มตัวอย่างที่ใช้ในการวิจัยประกอบด้วย หัวหน้าหน่วยฝึกอบรมจากหน่วยงานภาคธุรกิจเอกชน และนักวิชาการด้านการฝึกอบรม จำนวน 210 คน และผู้เชี่ยวชาญที่เป็นหัวหน้าหน่วยงานฝึกอบรม และนักวิชาการด้านการฝึกอบรม จำนวน 22 คน ผู้วิจัยเก็บรวบรวมข้อมูลด้วยแบบสอบถามและใช้เทคนิคเดลฟาย 3 รอบ วิเคราะห์ข้อมูลด้วย ร้อยละ ค่ามัธยฐาน และค่าพิสัยระหว่างควอไทล์ ผลการวิจัยปรากฏว่า คุณลักษณะของผู้ประเมินภายนอกแบ่งออกเป็น 6 ด้าน ได้แก่ (1) ด้านคุณสมบัติส่วนบุคคล:มีอายุ อยู่ในช่วงตั้งแต่ 41-50 ปี เป็นเพศชายหรือเพศหญิง (2) ด้านการศึกษา มีการศึกษาอย่างน้อยในระดับปริญญาโท ในสาขาวิชาการพัฒนาทรัพยากรมนุษย์หรือการประเมิน และต้องผ่านการฝึกอบรมในเรื่องเทคนิค วิธีการประเมินผลการฝึกอบรม (3) ด้านการทำงานและประสบการณ์ด้านการประเมิน : ผู้ประเมินภายนอกควรมีประสบการณ์การทำงานอย่างน้อยที่สุด 7-9 ปี มีประสบการณ์ทำงานด้านการประเมิน อย่างน้อยที่สุด 6-7 ปี ประกอบอาชีพนักฝึกอบรม และมีผลงานด้านการประเมิน (4) ด้านการฝึกอบรม : ต้องมีความรู้ในการฝึกอบรม และมีประสบการณ์ในการจัดฝึกอบรมอย่างน้อย 6-7 ปี (5) ด้านคุณธรรม/จริยธรรม : ซื่อสัตย์ ยุติธรรม ปราศจากอคติ/โปร่งใสมีความรับผิดชอบ/มีวินัยในตนเอง (6) ด้านความรู้ความสามารถ เป็นผู้มีความรู้ความสามารถด้านทักษะการประเมิน/การวัดและการประเมินผล ทักษะการสร้างความสัมพันธ์ และผู้ที่จะได้รับอนุญาตให้เป็นผู้ประเมินภายนอกต้องผ่านการทดสอบหรือสอบคัดเลือก

Other Abstract (Other language abstract of ETD)

To 1) study status, problems, and needs of trainers concerning external evaluators for inspecting training department in private sector 2) obtain specialists’ opinions concerning characteristics of external evaluators for inspecting training department in private sector and 3) propose characteristics of external evaluators for inspecting training department in private sector. The samples consisted of two-hundred and ten trainers of training department in private sector and twenty-two experts in training. The data were collected by means of questionnaires and three-rounds of Delphi questionnaire. The data were analyzed by percentage, median and interquartile range. The results indicated that: The characteristics of external evaluators consisted of 6 categories : 1) Personal demographic : age 41-50 years, male or female 2) Education : master’s degree in human resource development or evaluation, having training background in techniques and method in training evaluation 3) Work and experiences in evaluation : at least 6-7 years, work as a trainer and have evaluation performance 4) Training : external evaluators should have knowledge in training, and having training experience at least 6-7 years 5) Moral / Ethics : honesty, fair, unbias / transparency, responsibility / self-discipline 6) Knowledge and ability: knowledge and ability in evaluation / measurement and evaluation, relationship building and those who will be qualified external evaluator should pass the examination.
