Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการนำนโยบายไปสู่การปฏิบัติสำหรับสถานศึกษาขั้นพื้นฐาน โดยมีขั้นตอนของการวิจัย 5 ขั้นตอนหลัก ดังนี้ 1. ศึกษาสภาพปัจจุบัน ปัญหาและยุทธศาสตร์หรือแนวทางสู่ความสำเร็จในการนำนโยบายไปสู่การปฏิบัติในสถานศึกษาขั้นพื้นฐานโดยใช้วิธีการทั้งเชิงปริมาณและเชิงคุณภาพ 2. ศึกษาแนวทางการพัฒนารูปแบบและสร้างรูปแบบโดยวิธีการสัมภาษณ์ผู้เชี่ยวชาญ 3. ประเมินความเหมาะสมและความเป็นไปได้ของรูปแบบในระดับปฏิบัติโดยผู้บริหารโรงเรียน 4. ตรวจสอบรูปแบบขั้นสุดท้ายโดยการสัมภาษณ์เชิงลึกกับผู้ทรงคุณวุฒิ และ 5. ปรับปรุงและนำเสนอรูปแบบโดยการประมวลผลข้อมูลในขั้นตอนที่ผ่านมา ผลการวิจัยมีดังนี้ สภาพปัจจุบันและปัญหาของการนำนโยบายไปสู่การปฏิบัติพบว่า การนำนโยบายไปปฏิบัติ ยังขาดกระบวนการที่เป็นแนวทางที่ชัดเจนในการดำเนินงาน ยุทธศาสตร์หรือแนวทางสู่ความสำเร็จในการนำนโยบายไปสู่การปฏิบัติที่สำคัญ คือ ยุทธศาสตร์การมีส่วนร่วม และ ยุทธศาสตร์การบริหารเชิงกลยุทธ์ รูปแบบที่พัฒนาขึ้นเป็นรูปแบบในเชิงกระบวนการและยุทธศาสตร์ ซึ่งประกอบไปด้วยองค์ประกอบหลัก 2 ส่วน คือ ส่วนแรกเป็นกระบวนการในการนำนโยบายไปสู่การปฏิบัติสำหรับสถานศึกษา 7 ขั้นตอน คือ 1.การตีความนโยบาย 2.การวางแผน 3.การจัดองค์การ 4.การจัดหา/ระดมทรัพยากร 5.การดำเนินงาน 6.การประเมินผล 7.การสร้างความต่อเนื่อง และ ส่วนที่สองคือยุทธศาสตร์สู่ความสำเร็จ ที่มีความสัมพันธ์กับกระบวนการทุกขั้นตอน

Other Abstract (Other language abstract of ETD)

The purpose of this study is to develop the policy implementation model for basic education schools. Research procedures consist of 5 main stages: 1) the studying of current conditions, problems and strategies which are studied by quantitative and qualitative methods, 2) the studying of methods to develop the model which has be done through the interviewing of the experts, 3) the evaluation of possibility and suitability of the model by the interviewing of schools principals, 4) the final reviewing of the model through the in-depth interviewing of the experts, and 5) the revising and the proposing of the model. The research findings are At present there are no particular processes or directions on policy implementation. Main policy implementation strategies are participatory and strategic management. The recommended model is a process and strategic model which consists of two major components. First component has to do with 7 steps of policy implementation procedures which are 1) policy interpretation, 2) planning of policy implementation, 3) school organizing, 4) resource mobilization, 5) implementation, 6) evaluation, and 7) development of the continuity of policy implementation. Second component has to do with strategies to yield success of the policy implementation which must be related to those 7 steps mentioned above.
