Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) พัฒนาตัวชี้วัดผลการดำเนินงานการบริหารงานด้วยเทคนิคดุลยภาพเพื่อส่งเสริมการประกันคุณภาพสำหรับวิทยาลัยพยาบาลสังกัดกระทรวงสาธารณสุข 2) พัฒนาระบบการบริหารงานด้วยเทคนิคดุลยภาพเพื่อส่งเสริมการประกันคุณภาพสำหรับวิทยาลัยพยาบาลสังกัดกระทรวงสาธารณสุขและ 3) ทดลองใช้ระบบการบริหารงานด้วยเทคนิคดุลยภาพเพื่อส่งเสริมการประกันคุณภาพสำหรับวิทยาลัยพยาบาลสังกัดกระทรวงสาธารณสุขดำเนินการวิจัยโดยการวิเคราะห์แนวคิดทฤษฎี สัมภาษณ์ความคิดเห็นและตรวจสอบความเหมาะสมและความเป็นไปได้ของผู้ทรงคุณวุฒิที่มีต่อระบบการบริหารงานด้วยเทคนิคดุลยภาพเพื่อส่งเสริมการประกันคุณภาพสำหรับวิทยาลัยพยาบาลสังกัดกระทรวงสาธารณสุขรวม 3 กลุ่มจำนวนผู้ทรงคุณวุฒิรวม 35 คน นำระบบไปทดลองกับกลุ่มตัวอย่างที่วิทยาลัยพยาบาลบรมราชชนนี จังหวัดนนทบุรี ผลการวิจัยสรุปได้ ดังนี้ 1. ตัวชี้วัดผลการดำเนินงานที่พัฒนาขึ้นตามเทคนิคดุลยภาพ จำนวน 38 รายการใน 4 มุมมองเป็นตัวชี้วัดผลการดำเนินงานด้านลูกค้า 10 รายการ ตัวชี้วัดผลการดำเนินงานด้านการเงิน 6 รายการ ตัวชี้วัดผลการดำเนินงานด้านกระบวนการภายใน 12 รายการและตัวชี้วัดผลการดำเนินงานด้านการเรียนรู้และพัฒนา 10 รายการ 2. ระบบการบริหารงานด้วยเทคนิคดุลยภาพเพื่อส่งเสริมการประกันคุณภาพสำหรับวิทยาลัยพยาบาลสังกัดกระทรวงสาธารณสุขที่พัฒนาขึ้นประกอบด้วยปัจจัยนำเข้าได้แก่ 1) หลักการและเหตุผล ความรู้และความเข้าใจในระบบการบริหารงานด้วยเทคนิคดุลยภาพเพื่อส่งเสริมการประกันคุณภาพ 2) ข้อมูลในการบริหาร 3) เครื่องมือได้แก่ตัวชี้วัดผลการดำเนินงาน (KPIs) ตามคู่มือที่จัดทำขึ้น กระบวนการได้แก่ 1) สร้างความรู้ความเข้าใจในกระบวนการบริหารด้วยเทคนิคดุลยภาพ 2) ทบทวนวิสัยทัศน์ พันธกิจและกลยุทธ์หลักของหน่วยงาน 3) จัดทำแผนที่กลยุทธ์ 4) การวัดผลงาน 5) ประมวลผลการดำเนินงาน ผลลัพธ์ได้แก่รายงานผลการดำเนินงานของตัวชี้วัดผลการดำเนินงานตามมุมมองด้านลูกค้า มุมมองด้านการเงิน มุมมองด้านกระบวนการภายในและมุมมองด้านการเรียนรู้และพัฒนา ข้อมูลย้อนกลับได้แก่ความพึงพอใจของอาจารย์ต่อระบบการบริหารงานด้วยเทคนิคดุลยภาพเพื่อส่งเสริมการประกันคุณภาพสำหรับวิทยาลัยพยาบาลสังกัดกระทรวงสาธารณสุข 3. การนำระบบการบริหารงานด้วยเทคนิคดุลยภาพเพื่อส่งเสริมการประกันคุณภาพสำหรับวิทยาลัยพยาบาลสังกัดกระทรวงสาธารณสุขไปทดลองใช้ พบว่า องค์ประกอบทุกรายการของระบบมีความเหมาะสมและผลการประเมินค่าจริงเทียบเท่าของกลุ่มตัวชี้วัดผลการดำเนินงานมุมมองด้านต่างๆ อยู่ในระดับดี (7.19 – 8.12) แสดงด้วยรายงานเรดาร์ชาร์ทและพบว่าระดับความพึงพอใจของอาจารย์ที่มีต่อการใช้ระบบอยู่ในระดับดี ([X-bar] = 4.47)

Other Abstract (Other language abstract of ETD)

The purpose of this study were to 1) develop key performance indicators of the management system for nursing colleges under the Ministry of Public Health with balanced scorecard technique for enhancing quality assurance 2) develop the management system of nursing colleges under the Ministry of Public Health with balanced scorecard technique for enhancing quality assurance and 3) try out the management system of nursing colleges under the Ministry of Public Health with balanced scorecard technique for enhancing quality assurance. The research procedure includes document analysis expert interviews and focus group to develop the management system with balanced scorecard model. The system was tested in Boromarajonani Nursing college, Changwat Nonthaburi. The research results could be concluded as follow: 1. The Key Performanced Indicators based on Balanced Scorecard (BSC), nuring colleges under Ministry of Public Health were 38 indicators consisting of 10 customer perspective indicators, 6 financial perspective indicators, 12 internal process perspective indicators and learning and growth perspective indicators. 2. The model of management sytem of nursing colleges under Ministry of Public Health with BSC for enhancing quality assurance consisted of 4 basic dimensions. Input consisted of concept and understanding, information of management system with BSC and KPIs tools. Process consisted of provision of information about management system with BSC, vision mission and strategy review, strategy mapping and measurement. Output consisted of management report about KPIs of customer perspective, financial perspective, internal process perspective and learning and growth perspective. The feedback consisted of satisfaction of faculty. 3. The results from system implementation indicated that the component of the system had propriety and the performanced appraisal results, the actual equivalent of KPIs group in 4 perspectives had a high level (7.19 – 8.12) as shown by Radar chart and the satisfaction of faculty and staffs for this system had a high level ([X-bar] = 4.47).
