Abstract

การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อ ศึกษาสมรรถนะการบริหารเทคโนโลยีสารสนเทศและการสื่อสารของผู้บริหารสถานศึกษาระดับมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษา กรุงเทพมหานคร เครื่องมือที่ใช้คือ แบบสัมภาษณ์แบบมีโครงสร้างและแบบสอบถาม การวิจัยนี้ใช้ประชากรทั้งหมดเป็นกลุ่มศึกษา ผู้ตอบแบบสอบถาม ได้แก่ กลุ่มผู้บริหารสถานศึกษา 92 คน รองผู้บริหารสถานศึกษา 92 คน รองผู้บริหารสถานศึกษา 92 คน และครูที่รับผิดชอบด้านเทคโนโลยีสารสนเทศและการสื่อสารของสถานศึกษา 92 คน ในโรงเรียนระดับมัธยมศึกษาชั้นปีที่ 1 – 6 ที่มีจำนวนนักเรียนตั้งแต่ 1,500 คนขึ้นไป สังกัดสำนักงานเขตพื้นที่การศึกษา กรุงเทพมหานคร วิเคราะห์ข้อมูลโดยการหาค่าเฉลี่ย และหาค่าส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1. ด้านการบริหารจัดการภายในโรงเรียน โดยสรุปรวม พบว่า 14 สมรรถนะ และความคิดเห็นของผู้ตอบแบบสอบถาม เห็นว่า มีความสำคัญในระดับมากที่สุด 2 สมรรถนะ คือ ความสามารถในการวางแผน ICT ของสถานศึกษาได้อย่างมีประสิทธิภาพ และ ความสามารถในการติดตามการใช้งบประมาณอย่างโปร่งใสตามหลักธรรมภิบาล ส่วนสมรรถนะอื่นๆ มีความคิดเห็นว่า มีความสำคัญอยู่ในระดับมาก 2. ด้านโครงสร้างพี้นฐาน โดยสรุปรวม พบว่า มีจำนวน 23 สมรรถนะ และความคิดเห็นของผู้ตอบแบบสอบถาม เห็นว่า มีความสำคัญในระดับมากที่สุดสมรรถนะเดียว คือ ความสามารถในการวางแผนระบบเครือข่ายและการวางแผนพัฒนาระบบเครือข่ายของสถานศึกษา ส่วนสมรรถนะอื่นๆ มีความคิดเห็นว่า มีความสำคัญอยู่ในระดับมาก 3. ด้านการจัดการเรียนการสอน โดยสรุปรวม พบว่า มีจำนวน 14 สมรรถนะ และความคิดเห็นของผู้ตอบแบบสอบถาม เห็นว่า ทุกสมรรถนะ มีความสำคัญอยู่ในระดับมาก 4. ด้านกระบวนการเรียนรู้ โดยสรุปรวม พบว่า มีจำนวน 15 สมรรถนะ และความคิดเห็นของผู้ตอบแบบสอบถาม เห็นว่า ทุกสมรรถนะ มีความสำคัญอยู่ในระดับมาก 5. ด้านทรัพยากรการเรียนรู้ โดยสรุปรวม พบว่า มีจำนวน 10 สมรรถนะ และความคิดเห็นของผู้ตอบแบบสอบถาม เห็นว่า ทุกสรรถนะมีความสำคัญอยู่ในระดับมาก

Other Abstract (Other language abstract of ETD)

The purpose of this research was to study school administrator's information and communication technology administration competency in secondary schools under The Office of Bangkok Educational Service Area. The tool used in this study are structured – interview form and questionnaires. The total population consisting of 92 school administrators, 92 deputy administrators and 92 teachers responsible for the information and communication technology project in secondary schools, each of which has 1,500 students or over under the Office of Bangkok Educational Service Area answered the questionnaires. Mean, and standard deviation were used to analyze all collected data. The study resulted in the following findings: 1. Internal School Management: It was found that there were 14 competencies of which two competencies: 1) the competency in efficient school ICT planning, and 2) the competency in budget monitoring with good governance were scored the highest by the questionnaire respondents, and the rest were scored high. 2. Infrastructure: It was found that were 23 competencies of which the competency in school network system planning and development planning was scored the highest; whereas, the rest were found high. 3. Instruction: There were 14 competencies, and all competencies were scored high. 4. Learning Processes: It was found that there were 15 competencies, and all were scored high. 5. Learning Resources: It was discovered that there were 10 competencies, and all were scored high.
