Abstract

ศึกษาการมีส่วนร่วมทางการเมืองของผู้หญิงในเขตอำเภอเมือง จังหวัดนครศรีธรรมราช เกี่ยวกับปัจจัยที่เกื้อหนุนและปัจจัยที่เป็นปัญหา อุปสรรค กลุ่มเป้าหมาย ที่ศึกษาได้แก่ นักการเมืองท้องถิ่นทุกระดับ ผู้นำองค์กรหญิงและแกนนำที่สนับสนุนทางการเมืองด้วย ผลจากการสำรวจพบว่าปัจจัยที่เกื้อหนุนที่สำคัญคือ รัฐธรรมนูญฉบับปี พ.ศ. 2540 ที่มุ่งเน้นการมีส่วนร่วมของภาคประชาชนและส่งเสริมระบบประชาธิปไตย โดยการกระจายอำนาจลงสู่ท้องถิ่นดังที่ปรากฏเป็นข่าวเสมอมาจากมิติต่างๆ ในการลงพื้นที่เพื่อสัมภาษณ์แบบเจาะลึกและใช้แบบทดสอบ พบว่าปัจจัยที่เกื้อหนุนยังมีอีกหลายประการเช่นสื่อสารมวลชน เศรษฐกิจ การศึกษา การวิจัยพบสิ่งแปลกมากถือเป็นความมหัศจรรย์ของผู้ศึกษา กล่าวคือผู้หญิงที่มีรายได้ต่ำมีการศึกษาต่ำ กลับมีบทบาททางการเมืองมากกว่าผู้หญิงที่มีรายได้สูงหรือมีการศึกษาสูง ตรงข้ามกับสมมุติฐานในใจของผู้ศึกษาแทบทั้งสิ้น อีกประการหนึ่งความเป็นผู้ชาย และการเมืองภาคผู้ชายก็ไม่ได้เป็นปัญหาอีกเช่นกัน ปัจจัยที่เป็นอุปสรรคที่ชัดเจนคือ ปัจจัยด้านความเชื่อ ค่านิยม ของโครงสร้างชายเป็นใหญ่ยังคงครอบงำอยู่เฉกเช่นอดีต วัฒนธรรมที่ถูกปฏิบัติสืบทอดกันมาคือ ชายคือช้างเท้าหน้า ฉะนั้นความไม่เท่าเทียมกันของโครงสร้างความสัมพันธ์เชิงอำนาจระหว่างชาย-หญิง ยังคงตราตรึงอยู่กับพื้นที่ดังกล่าว และตรวบใดที่ผู้หญิงยังไม่ลุกขึ้นสู้คงยากที่จะปฏิวัติสังคมไทยสู่สากลที่สมดุลได้ และปัญหาความเท่าเทียมกันก็ยังติดตรึงอยู่กับจังหวัดนครศรีธรรมราชตลอดไป เก้าอี้ในสภาผู้แทนราษฎรสำหรับผู้หญิงคงเลือนลาง

Other Abstract (Other language abstract of ETD)

To study women's participation in politics in Muang District, Nakhon Sri Thammarat, focusing on supporting factors and factors posing problems. The target group was local politicians at all levels, female organization leaders and special interest groups. It was found that the major supporting factor was the 1997 Constitution which stresses public participation and promotes democracy through decentralization. According to the detailed interview and questionnaire, other supporting details included mass media, economy and education. It was also found that women with little income and little education participated in politics more than those with high income or high education. Local politics, which includes mostly men, did not pose a problem to women who wan to participate. Factors which cause problems are beliefs and values which emphasize men playing a leading role. As a result, imbalance of power between men and women has emerged. If women assume a more active role in politics, they will be able to represent their voters in the city council one day.
