Abstract

การศึกษานี้มีวัตถุประสงค์เพื่อจะวิเคราะห์ผลกระทบที่เกิดจากการเปลี่ยนแปลงในองค์ประกอบของรายจ่ายภาครัฐ ซึ่งการวิเคราะห์จะทำการศึกษาโดยผ่านแบบจำลองดุลยภาพทั่วไป CAMGEM (Chulalongkorn and Monash General Equilibrium Model) และโดยการปรับแบบจำลองให้สามารถวิเคราะห์ถึงรายละเอียดในประเภทรายจ่ายของรัฐได้ และในส่วนของข้อมูลนั้นได้มีการปรับปรุงโดยการนำเอารายการกลาง ซึ่งเป็นรายการของสินค้าและบริการที่สำนักงบประมาณใช้ในการแสดงถึงรายจ่ายของรัฐ มาเปรียบเทียบกับนิยามของภาคการผลิตในตารางปัจจัยการผลิตและผลผลิตเพื่อให้สามารถปรับข้อมูลรายจ่ายของรัฐประเภทต่าง ๆ เข้าสู่ตารางปัจจัยการผลิตและผลผลิตของปี พ.ศ.2543 ซึ่งเป็นฐานข้อมูลของแบบจำลอง CAMGEM ได้ ส่วนประเภทรายจ่ายของรัฐที่นำมาศึกษานั้นจะเป็นรายจ่ายที่แบ่งตามลักษณะเศรษฐกิจและลักษณะงานเป็นหลัก หลังจากนั้นจะทำการวิเคราะห์ถึงผลกระทบในการเปลี่ยนแปลงรายจ่ายของรัฐประเภทต่าง ๆ โดยใช้แนวนโยบายของรัฐเป็นหลัก ได้แก่แนวนโยบายหลักประกันสุขภาพทั่วหน้า นโยบายพักหนี้เกษตรกรรายย่อย นโยบายกองทุนหมู่บ้าน และนโยบายปฏิรูปการจ่ายเงินเดือนและค่าจ้างของข้าราชการ และนอกจากนี้จะเป็นการวิเคราะห์ถึงผลกระทบในการเปลี่ยนแปลงรายจ่ายประจำและรายจ่ายลงทุนว่าจะส่งผลกระทบต่อระบบเศรษฐกิจอย่างไร ผลการศึกษาปรากฏว่าการเปลี่ยนแปลงในรายจ่ายของรัฐประเภทต่าง ๆ ทำให้เกิดการเปลี่ยนแปลงในอุปสงค์ขั้นสุดท้ายของรัฐที่มีต่อสินค้าในแต่ละภาคการผลิต เนื่องมาจากสัดส่วนที่แตกต่างกันของรายจ่ายแต่ละประเภทที่กระจายไปสู่ภาคการผลิตต่าง ๆ ผลการเปลี่ยนแปลงในอุปสงค์จะส่งต่อไปยังอุปทานของระบบเศรษฐกิจ และความเชื่อโยงของภาคการผลิตต่าง ๆ จะเข้ามามีส่วนในการกำหนดความรุนแรงของระดับการผลิตทีเปลี่ยนไป และจะกระทบต่อระบบเศรษฐกิจโดยรวม จากกรณีศึกษานั้นสามารถสรุปได้ว่าการเปลี่ยนแปลงในรายจ่ายประจำนั้นจะส่งผลกระทบต่อตัวแปรมหภาคมากกว่าการเปลี่ยนแปลงในรายจ่ายลงทุน และการดำเนินนโยบายต่าง ๆ นั้นก็ส่งผลดีต่อระบบเศรษฐกิจหากเป็นการเพิ่มรายจ่ายเพียงอย่างเดียวและหากมีการโยกย้ายรายจ่ายจากประเภทหนึ่งไปยังอีกประเภทหนึ่ง ผลกระทบต่อระบบเศรษฐกิจจะมากในกรณีที่สัดส่วนของรายจ่ายทั้งสองประเภทที่มีต่อภาคการผลิตต่าง ๆ มีค่าแตกต่างกันมาก และในทางตรงข้าม หากทั้งสองภาคการผลิตมีสัดส่วนรายจ่ายที่ใกล้เคียงกันก็จะทำให้ผลกระทบที่มีต่อระบบเศรษฐกิจมีไม่มากนัก

Other Abstract (Other language abstract of ETD)

The objective of this study is to find the impact of changing in the composition of government expenditure on the Thai economy. The static computable general equilibrium CAMGEM (Chulalongkorn and Monash General Equilibrium Model) has to be adjusted for the new classification of government expenditure. The new input-output database was constructed using the matching technique between the general government expenditure items and the NESDB classified production sectors. The change in the government expenditure will lead to a change in government final demand as a result of unequal weight in the share of government expenditure classifying by function and by economic in each production sectors. If the final demand is changed, the supply of the production would have been changed and the linkage between the production sectors caused the aggravated impact on the macro economy. The new adjusted CGE model has been used to analyze the impacts of changing in the composition of government expenditures. The eighteen cases were chosen based on the government policy of the year 2001; such as agriculture debt moratorium policy, establishment of village and urban revolving fund policy, providing public health insurance policy and reforming the salary and payment of government officer policy. The simulated result has shown that the impact of changing in the current government expenditure to the macro economy is higher than the capital government expenditure. Any policy of injecting the expenditure to the economy would lead to the expansion of the GDP. If the policy is to transfer the budget within the functional expenditure, the impact to the economy will depend on the share of that expenditure in the production sectors. The more differentiated share will give to a higher impact on the economy.
