Abstract

ศึกษาผลกระทบของการปฏิบัติตามข้อตกลงรอบอุรุกวัย กรณีการยกเลิกโควต้าสิ่งทอภายใต้ข้อตกลง MFA ของสหรัฐอเมริกาและสหภาพยุโรปที่มีต่อ อุตสาหกรรมสิ่งทอไทยในด้านต่างๆ เช่น การผลิต การจ้างงาน การลงทุนและการส่งออก เป็นต้น ในการศึกษานี้ได้ใช้วิธีการคำนวณดุลยภาพทั่วไป ในการคำนวณหาผลกระทบดังกล่าว แบบจำลองที่ใช้คือ แบบจำลองแคมเจม ซึ่งเป็นแบบจำลองเศรษฐกิจของประเทศไทย และวิเคราะห์ระบบเศรษฐกิจอย่างเจาะลึกลงไปในระดับอุตสาหกรรมทุกส่วน ตลอดจนมีการจัดเครือข่ายของความสัมพันธ์ระหว่างองค์ประกอบต่างๆ ให้มีความเชื่อมโยงอย่างเป็นระบบแบบแผน ส่งผลให้การติดตามผลต่อเนื่องอย่างเป็นลูกโซ่ นอกจากนี้ การวิจัยยังศึกษาถึงโครงสร้างของอุตสาหกรรมสิ่งทอ และนโยบายการจัดสรรโควต้าส่งออกสิ่งทอไทย ตั้งแต่อดีตจนถึงปัจจุบัน เพื่อทราบถึงลักษณะและปัญหาที่เกิดขึ้นกับอุตสาหกรรมสิ่งทอไทย เพื่อใช้เป็นแนวทางในการแก้ไขต่อไป และดำเนินไปได้อย่างมีประสิทธิภาพ เตรียมพร้อมต่อการแข่งขันที่จะทวีความรุนแรงขึ้น เมื่อมีการเปิดเสรีโควต้าสิ่งทอ ผลการศึกษาพบว่า การเปิดเสรีโควต้าสิ่งทอ จะทำให้การส่งออกสิ่งทอของไทยเพิ่มสูงขึ้น และได้รับประโยชน์มากน้อยแตกต่างกันไปในแต่ละอุตสาหกรรม ในแต่ละช่วงของการเปิดเสรีสิ่งทอ ก่อให้เกิดการขยายตัวทางเศรษฐกิจของประเทศ แต่อย่างไรก็ตาม การเปิดเสรีโควต้าสิ่งทอก็มีแนวโน้มที่จะทำให้ อุตสาหกรรมไทยเผชิญกับการแข่งขันที่รุนแรงขึ้น หากประเทศไม่สามารถพัฒนาประสิทธิภาพและคุณภาพของสินค้า ให้สามารถแข่งขันกับต่างประเทศได้ สำหรับผลกระทบที่มีต่ออุตสาหกรรมไทยโดยรวมพบว่า ภาคการผลิตอื่นๆ ประกอบด้วยภาคเกษตรกรรม ภาคอุตสาหกรรมอื่นๆ ที่ไม่ใช่สิ่งทอ และภาคบริการจะมีผลผลิตเพิ่มขึ้น ซึ่งผลกระทบที่เกิดขึ้นเหล่านี้จะเชื่อมโยงไปสู่การขยายตัว ของระบบเศรษฐกิจของประเทศไทยในระดับมหภาค ทำให้ประเทศไทยมีอัตราการขยายตัวของเศรษฐกิจเพิ่มขึ้น

Other Abstract (Other language abstract of ETD)

To assess the impact of Uruguay Round Agreement in case of MFA Phase-out in USA and EU market on Thai textile industry in various aspects, for example, production, employment, investment and export etc. The methodology employed is that of general equilibrium approach. The model used in this study is based on CAMGEM, a multi-sectoral model at the Thai economy. This inter-linkage among industries can be scrutinized and inter-relationship among economic agents can be systematically integrated into the model, thus enabling ones to trace out the chained reaction following a change in export growth due to the MFA phase-out. Moreover, this study analyzes the structure of Thai textile industry, the related government policy about quota textile allocation system. This is to concern the quota allocation problem in the Thai textile industry, and to solve such problem effectively. The study results indicate that the liberalized in quota would increase the export volume on Thai textile and enhancing the country's economic growth. However, the liberalized quota would lead to harder competitions with overseas competitors. As a policy recommendation, the efficiency improvements in the textile industry are required to survive in this industry. For the impact on other sectors in the Thai economy, agriculture, manufacturing and services will benefit from liberaliztion in quota. The whole economy will benefit form this policy.
