Abstract

เสนอรูปแบบการพัฒนานโนยายของสถาบันราชภัฏ โดยมีวิธีดำเนินการวิจัย 5 ขั้นตอนคือ 1) การศึกษาและการเตรียมการในขั้นต้นเพื่อกำหนดกรอบแนวคิดในการวิจัย 2) การศึกษาภาคสนาม 3) การสร้างรูปแบบการพัฒนานโยบายของสถาบันราชภัฏในขั้นต้น 4) การตรวจสอบความเหมาะสมและความเป็นไปได้ของรูปแบบการพัฒนานโยบาย 5) การปรับปรุงรูปแบบการพัฒนานโยบายของสถาบันราชภัฏที่สมบูรณ์ ผลการวิจัยพบว่ารูปแบบการพัฒนานโยบายที่เหมาะสมสำหรับสถาบันราชภัฏประกอบด้วย 4 ขั้นตอนได้แก่ 1) ขั้นริเริ่มและการเตรียมการจัดทำนโยบายในขั้นต้น 2) ขั้นการจัดทำร่างนโยบาย 3) ขั้นการพิจารณาตัดสินใจกำหนดให้เป็นนโยบาย และ 4) ขั้นการประกาศใช้นโยบายอย่างเป็นทางการ และในแต่ละขั้นตอนประกอบไปด้วยขั้นตอนย่อยๆ ดังนี้ ขั้นริเริ่มและการเตรียมการจัดทำนโยบายในขั้นต้น ประกอบด้วยขั้นตอนย่อยคือ 1. ขั้นริเริ่มและรวบรวมประเด็นปัญหา 2. ขั้นการกลั่นกรองประเด็นปัญหา 3. ขั้นการพิจารณาในขั้นต้นโดยคณะกรรมการบริหาร (กบ.) 4. ขั้นการรวบรวมข้อมูลและสารสนเทศที่เกี่ยวข้อง ขั้นการจัดทำร่างนโยบาย ประกอบด้วยขั้นตอนย่อยคือ 1. ขั้นการยกร่างนโยบาย. 2. ขั้นรับฟังความคิดเห็นและข้อเสนอแนะต่างๆ 3. ขั้นการปรับร่างนโยบาย ขั้นการพิจารณาตัดสินใจกำหนดให้เป็นนโยบาย ประกอบด้วยขั้นตอนย่อยคือ 1. ขั้นเสนอคณะกรรมการบริหาร (กบ.) พิจารณา 2. ขั้นการปรับร่างโยบายและรับฟังความคิดเห็น 3. ขั้นเสนอคณะกรรมการสภาประจำสถาบัน ขั้นการประกาศใช้นโยบายอย่างเป็นทางการ ประกอบด้วยขั้นตอนย่อยคือ 1. ขั้นการประกาศใช้นโยบายอย่างเป็นทางการ 2. ขั้นการแจ้งนโยบายแก่หน่วยงานที่เกี่ยวข้อง

Other Abstract (Other language abstract of ETD)

Establishes a model of the policy development of Rajabhat Institutes. The research design was divided into five parts; 1) Study and elementary preparation for theoretical and conceptual design, 2) Field study, 3) Model construction, 4) Model testing and 5) Model finalization. It was found that the proposed policy development model for Rajabhat Institutes consists of a major stages as follows: 1) Policy initiation and preparation. 2) Policy drafting, 3) Policy decision-making, and 4) Policy legitimating. There are sub-stages in each of the above major stages. Policy intiation and preparation: 1. Policy initiative and collection of the preliminary data concerning policy problems. 2. Issue clarification of policy problems. 3. First consideration by executive committee. 4. Problem analysis and relevant data and information gathering. Policy drafting: 1. Drafting poilicy. 2. Collecting opinions and recommendation concerned. 3. Improving the drafting policy. Policy decision-making: 1. Reviewing by executive committee. 2. Modification of the draft policy (if needed). 3. Submitting to the Board to review and approve. Policy legitimating: 1. Policy declaration by the chairman of the Board. 2. Distribution of the policy for the future practicing.
