Abstract

จากการขยายตัวอุตสาหกรรมที่กระจายตัวจากกรุงเทพมหานคร มายังเขตปริมณฑล โดยเฉพาะอย่างยิ่งพื้นที่เทศบาลตำบลอ้อมน้อย จังหวัดสมุทรสาคร ซึ่งเป็นพื้นที่ติดกับกรุงเทพมหานคร มีโรงงานอุตสาหกรรมเข้ามาตั้งอยู่เป็นจำนวนมาก ซึ่งการเติบโตดังกล่าวเป็นไปอย่างไม่มีระเบียบแบบแผนมีการใช้ที่ดินประเภทต่าง ๆ ปะปนกัน อันก่อให้เกิดปัญหามากมาย ดังนั้นจึงได้มีการศึกษาเพื่อหาแนวทางการใช้ที่ดินชุมชนเทศบาลตำบลอ้อมน้อย โดยมีวัตถุประสงค์ในการศึกษาดังนี้ 1. เพื่อศึกษาสภาพการใช้ที่ดินในปัจจุบันและการเปลี่ยนแปลงการใช้ที่ดินในอนาคต 2. เพื่อศึกษาถึงปัญหา ในเทศบาลตำบลอ้อมน้อย 3. เพื่อเสนอแนวทางการใช้ที่ดินในเทศบาลตำบลอ้อมน้อย ในการศึกษานี้ใช้เทคนิคการทาบซ้อน (PSA Techique) ในการวิเคราะห์ศักยภาพพื้นที่ ซึ่งผลการศึกษาพบว่าการใช้ที่ดินส่วนใหญ่เป็นการใช้เพื่ออุตสาหกรรม และมีการใช้ที่ดินเพื่อที่อยู่อาศัยกระจายตัวอยู่รอบ ๆ โรงงานอุตสาหกรรม มีศูนย์กลางพาณิชยกรรมบริเวณถนนเศรษฐกิจตัดกับถนนเพชรเกษม จากการวิเคราะห์ศักยภาพพื้นที่ พบว่าพื้นที่ที่ เหมาะสมต่อการพัฒนาเมือง มี 3 กลุ่ม คือ พื้นที่ที่มีศักยภาพสูง ได้แก่บริเวณริมถนนเศรษฐกิจ ถนนเพชรเกษม ถนนพุทธมณฑลสาย 4 พื้นที่ที่มีศักยภาพปานกลาง ได้แก่บริเวณริมถนนพุทธมณฑลสาย 5 ถนนสุขาภิบาล 2 ถนนวิรุฬราษฎร์ พื้นที่ที่มี ศักยภาพต่ำได้แก่บริเวณห่างจากถนน เช่น บริเวณทิศตะวันออกของเทศบาล จากการศึกษาวิเคราะห์สภาวะต่าง ๆ ทางด้านกายภาพ เศรษฐกิจ สังคม ประชากร นโยบายทางภาครัฐบาลและแนวโน้มการลงทุนของภาคเอกชน ได้เสนอความเหมาะสมในการใช้ที่ดินในอนาคตของเทศบาลตำบลอ้อมน้อยให้เป็นการใช้ที่ดินเพื่ออุตสาหกรรมคลังสินค้า อุตสาหกรรมเฉพาะกิจ ที่พัก-อาศัย และพาณิชยกรรม โดยส่งเสริมให้รวมกลุ่มการใช้ที่ดินประเภทต่าง ๆ อย่างเคร่งครัด โดยอาศัยมาตรการด้านผังเมือง ด้านกฎหมาย ด้านการเงิน ด้านงบประมาณ และมาตรการด้านอื่น ๆ เพื่อตอบสนองความต้องการการใช้ที่ดินให้เกิดประโยชน์สูงสุดและรักษาสภาพแวดล้อมที่ดีให้คงอยู่ในพื้นที่ เทศบาลตำบลอ้อมน้อยต่อไป

Other Abstract (Other language abstract of ETD)

At present, there is more industrial area expansion area especially in Oamnoi, Samut Sakhon province which is connected to Bangkok. The growth of industrial factories in this is imbalance and caused many problems. Therefore, the objectives of this study are 1. To study the land use at present and in the future 2. To study problems in Oamnoi municipality. 3. To suggest guidelines for land use in Oamnoi municipality. PSA technique is used in this study to analyze the potential area. According to our survey, most areas are industries surrounded by residential estates. The business center is on the junction of Selhakit 1 Rd. and Pechtkasem Rd. The results from PSA suggest three suitable areas for urban development. First, the high potential areas are along Setakit 1 Rd., Petehkasem Rd. and Buddhamontol 4 Rd. Second, the medium potential area are along Buddhamontol 5 Rd., Sukaphiban 2Rd. and Wirunrat Rd. Third, the low potential areas are the distant areas from road such as at the east of Oamnoi Municipality. Considering physical, economical, social and population factors along with government policy and private investment trends, future land uses in Oamnoi Municipality are suggested. The areas should be used for industries and storage, specialize industries, residential and commercial areas. Many monetary and governing measurements should be implemented to ensure the success of this proposal.
