Abstract

การวิจัยครั้งนี้มีจุดมุ่งหมายในการศึกษาสภาพและปัญหาทางกายภาพ เศรษฐกิจสังคมของพื้นที่ชายแดนไทย-ลาว ในเขตจังหวัดเลย เพื่อเสนอแนะแนวทางในการพัฒนา และเพื่อเป็นการรองรับการขยายตัวด้านกายภาพ เศรษฐกิจและสังคมให้สอดคล้องกับการพัฒนาระบบโครงข่ายคมนาคมที่เชื่อมโยงระหว่างสี่เหลี่ยมเศรษฐกิจกับอำเภอชายแดนไทย-ลาว ในเขตจังหวัดเลย ผลจากการศึกษาข้างต้นพบว่าพื้นที่ชายแดนไทย-ลาว มีศักยภาพในการพัฒนาสูงแห่งหนึ่งแต่ยังขาดโอกาสด้านการสนับสนุนและการลงทุน ทำให้ตกอยู่ในสภาวะเติบโตตามยถากรรม ทั้งที่พื้นที่ชายแดนไทย-ลาว เป็นแหล่งผลิตสินค้าเกษตรกรรมที่สำคัญของจังหวัดมีทรัพยากรธรรมชาติที่อุดมสมบูรณ์ทั้งทรัพยากรป่าไม้ ทรัพยากรแร่ ตลอดจนทรัพยากรท่องเที่ยวที่เป็นเอกลักษณ์ของตนเอง และยังพบว่าพื้นที่ชายแดนไทย-ลาว ยังขาดศูนย์กลางในการติดต่อระหว่างกันอย่างแท้จริงเพื่อทำหน้าที่ให้บริการด้านต่าง ๆ และเป็นจุดเชื่อมกับภูมิภาคอื่นทั้งภายในและภายนอกประเทศ ดังนั้นในการศึกษาครั้งนี้จึงได้ทำการค้นหาอำเภอที่มีความเหมาะสมในการเป็นศูนย์กลางด้วย ปรากฏว่าอำเภอที่ศักยภาพและความเหมาะสมในการเป็นศูนย์กลางดังกล่าวได้แก่ อำเภอท่าลี่ โดยเสนอแนะให้มีการส่งเสริมอำเภอท่าลี่เป็นศูนย์กลางการค้าและบริการ สินค้าการเกษตรเป็นเบื้องต้นส่วนอำเภออื่น ๆ ในพื้นที่ชายแดนให้ส่งเสริมพัฒนาตามศักยภาพและความเหมาะสม เช่น ส่งเสริมด้านการเกษตรและอุตสาหกรรมเพื่อรองรับผลผลิตทางการเกษตร ตลอดจนอุตสาหกรรมการท่องเที่ยว ทั้งนี้จะต้องพัฒนาด้านโครงสร้างพื้นฐาน เพื่อเอื้อต่อการลงทุนของภาคเอกชน เช่น แหล่งน้ำเส้นทางคมนาคม ไฟฟ้า ประปา โทรศัพท์ สถานที่ท่องเที่ยวเป็นต้น ทางด้านปัญหาสังคมที่ควรจะได้รับการแก้ไขอย่างเร่งด่วน ได้แก่ปัญหาผู้อพยพและการลักลอบเข้าเมืองโดยผิดกฎหมาย เพราะนอกจากจะกระทบกับความมั่นคงของชาติโดยตรงแล้วยังสร้างปัญหากับรัฐบาลอย่างต่อเนื่อง

Other Abstract (Other language abstract of ETD)

The objective of this research is to study the physical problem of economic and social condition in order to indicate the way to develop the areas and to make them ready for the growth along with the development of transportation network between the economic square and the districts which are on the Thai-Laotian border. According to the studies the district areas which are located at the Thai-Laotian border have high potential development. However, they still lack of supporting from the government and individual investment which causes these areas in the situation of haphazard growth. Besides, it is found out that the district areas lack of ommunication service centerto contact one another in order to give out services and be a center all areas both in the country and abroad. Therefore, Thalee District had been considered and promoted as a trade center for primarity agricultural products. Moreover, other districts which are located near the border should be developed too. The development should be well planned and well done under the basic structure which relates to individual investment. The social problem should be urgently solved since it still be the government’s problem.
