Abstract

การวิจัยมีวัตถุประสงค์เพื่อศึกษาแนวโน้มของรูปแบบรายการและการใช้วิทยุโรงเรียนในปีพุทธศักราช 2545 โดยใช้การวิจัยอนาคตด้วยเทคนิคเดลฟาย ซึ่งผู้วิจัยส่งแบบสอบถามรวม 3 รอบ คือ รอบแรกเป็นแบบสอบถามปลายเปิด ส่วนรอบที่ 2 และ 3 เป็นแบบสอบถามปลายปิดชุดเดียวกัน ให้กับกลุ่มตัวอย่างที่เป็นผู้เชี่ยวชาญทางด้านการบริหารการศึกษา นักวิชาการที่เคยเป็นกรรมการดำเนินการจัดและผลิตบทเรียนวิทยุโรงเรียน และนักเทคโนโลยีทางการศึกษาจากสถาบันอุดมศึกษา รวมทั้งสิ้นจำนวน 31 ท่าน จากผลการวิจัย ผู้เชี่ยวชาญมีความเห็นสอดคล้องกันว่า ในอีก 10 ปีข้างหน้านั้น สื่อวิทยุยังคงสามารถใช้เป็นสื่อการเรียนการสอนระดับประถมศึกษาได้ โดยมีแนวโน้มของวิทยุโรงเรียนในปี พ.ศ. 2545 ดังนี้ 1. การดำเนินการให้จัดทำในลักษณะเป็นคณะกรรมการจัดและผลิตรายการบทเรียนโดยกรรมการมาจาก ผู้ทรงคุณวุฒิจากหน่วยงานต่างๆ ที่เกี่ยวข้องกับการศึกษา โดยคัดเลือกเนื้อหาที่จะนำมาผลิตเป็นบทเรียนวิทยุขากเนื้อหาหลักสูตรของกรมวิชาการ โดยให้ส่วนกลางรับผิดชอบการผลิต เผยแพร่ และบริการในส่วนกลางและส่วนภูมิภาค รับผิดชอบการผลิต เผยแพร่ และบริการในส่วนภูมิภาค และให้คัดเลือกเนื้อหาที่เหมาะสมกับท้องถิ่น 2. วิชาและกลุ่มประสบการณ์ที่สมควรจัดทำเป็นบทเรียนวิทยุมากที่สุด คือ ภาษาไทยและภาษาอังกฤษ 3. สื่อวิทยุเหมาะสมที่จะใช้กับโรงเรียนในท้องถิ่นทุรกันดาร และโรงเรียนในส่วนภูมิภาค 4. การจัดทำเป็นบทเรียนวิทยุนั้น ควรคัดเลือกเนื้อหาที่เหมาะสมกับสื่อ โดยจะมีการจัดทำเป็นบทเรียนสอนเสริม หรือสอนตรง โดยมีสื่ออื่นๆ ประกอบด้วยโดยเฉพาะคู่มือประกอบบทเรียน สื่ออื่นๆ ที่ควรนำมาใช้ร่วมกันคือ สิ่งพิมพ์ โทรทัศน์ วีดิทัศน์และดาวเทียม ซึ่งแต่ละวิชาจะต้องให้โอกาสนักเรียนฝีกฝนด้วย 5. รัฐควรเป็นผู้ให้การสนับสนุนด้านงบประมาณ รองลงมาจะได้จากผู้อุปถัมภ์รายการและการบริจาค

Other Abstract (Other language abstract of ETD)

This research aimed at studying trends of formats and utilization of school broadcast programs in B.E. 2545. Delphi technique was applied to study the future trends, the researcher sent out the same sets of questionnaire to the same group of respondents for 3 times. Total number of respondents were thirty-one which were comprised of experts on educational administrations, members of committees in charged of the production and broadcasting of radio school lessons and educational technologists from Universities. From research findings, experts agreed that in the next 10 years, radio is still a medium applicable for primary school education. Trends of school broadcast programs were as follows. 1. Implementations should be carried out by committees on programming and production. These committees are experts representing related education institutes. Contents of radio lessons will be selected from curriculum provided by the Department of curriculum and Instructional Department. The central office is responsible for the productions, distribution and services to school in regional areas. Regional offices are obliged to choose contents appropriate to local needs. 2. Subjects which will be most suitable for radio lessons are Thai and English. 3. Radio lessons is still an appropriate medium for school in the remote areas and provincial school. 4. Upon the productions of radio lessons, contents should be selected in accordance with nature of the medium and used as enrichment programs or direct teaching programs supported by other types of media, particulary manuals incorporated with printed material, T.V. programs, video tape and satellite communication. Each subject must allow students’ practices. 5. Primary source of funding should be allocated from the government. Other sources were sponsers and donation.
