Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาความคิดเห็นของผู้เชี่ยวชาญและนักเทคโนโลยีการศึกษาเกี่ยวกับจรรยาบรรณของนักเทคโนโลยีการศึกษา และนำเสนอจรรยาบรรณของนักเทคโนโลยีการศึกษาซึ่งครอบคลุมจรรยาบรรณต่อตนเอง ต่อผู้ร่วมงาน ต่อหน่วยงาน ต่อวิชาชีพ และต่อสังคม กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้เป็นผู้เชี่ยวชาญด้านเทคโนโลยีการศึกษา 22 คน และผู้ปฏิบัติงานด้านเทคโนโลยีการศึกษา 111 คน ในหน่วยงานภาครัฐบาล ภาครัฐวิสาหกิจ และภาคเอกชน ผู้วิจัยใช้เทคนิคเดลฟายในการเก็บรวบรวมข้อมูลความคิดเห็นของผู้เชี่ยวชาญด้วยแบบสอบถาม 3 รอบ ใช้แบบสอบถามสำหรับสอบถามผู้ปฏิบัติงานด้านเทคโนโลยีการศึกษาเกี่ยวกับความเหมาะสมของจรรยาบรรณ และให้ผู้ทรงคุณวุฒิ 5 คน รับรองจรรยาบรรณ สถิติที่ใช้ได้แก่ ร้อยละ มัธยฐาน และพิสัยระหว่างควอไทล์ สรุปผลการวิจัย 1. ผู้เชี่ยวชาญและนักเทคโนโลยีการศึกษา มีความคิดเห็นสอดคล้องกันเกี่ยวกับจรรยาบรรณจำนวน 37 ข้อ และนักเทคโนโลยีการศึกษาร้อยละ 98.93 เห็นด้วยกับข้อความที่กำหนดเป็นจรรยาบรรณว่ามีความเหมาะสม 2. จรรยาบรรณของนักเทคโนโลยีการศึกษา 37 ข้อ จำแนกเป็นจรรยาบรรณต่อตนเอง 6 ข้อ จรรยาบรรณต่อผู้ร่วมงาน 10 ข้อ จรรยาบรรณต่อหน่วยงาน 8 ข้อ จรรยาบรรณต่อวิชาชีพ 8 ข้อ และจรรยาบรรณต่อสังคม 5 ข้อ 3. จรรยาบรรณเรียงลำดับ 10 อันดับ จากความคิดเห็นที่สอดคล้องกันของผู้ทรงคุณวุฒิ ได้แก่ 1) ตรงต่อเวลา มีความรับผิดชอบ และมีวินัยในตนเอง 2) มีความซื่อสัตย์ สุจริต ยึดมั่นในศีลธรรม 3) ปฏิบัติหน้าที่โดยยึดถือประโยชน์ของสังคมและประเทศชาติเป็นสำคัญ 4) มีความยุติธรรม รับฟังความคิดเห็นของผู้อื่น 5) ถ่ายทอดความรู้และประสบการณ์ด้านเทคโนโลยีการศึกษาให้แก่ผู้อื่นอย่างเปิดเผยและจริงใจ 6) ยึดมั่นในหลักการของวิชาชีพนักเทคโนโลยีการศึกษา 7) อุทิศเวลาในการปฏิบัติหน้าที่เพื่อประโยชน์แก่ส่วนรวม 8) วิจัยและพัฒนาเพื่อพัฒนาความรู้ทางด้านเทคโนโลยีการศึกษา 9) สนับสนุนและมีส่วนร่วมในกิจกรรมของชุมชนและสังคม และ 10) ให้บริการด้วยความจริงใจและเต็มใจ

Other Abstract (Other language abstract of ETD)

The purposes of this study were to obtain the opinions from the experts and educational technologists and to determine a code of ethics of educational technologists toward their obligations to the individual, colleagues, organization, profession and society. The subjects of the study comprised of 22 experts in educational technology and 111 practitioners from the government organizations, public enterprises and private sectors. The researcher used delphi technique to collect experts' opinions by three-round questionnaires and collected practitioners' opinions concerning the appropriateness of a code of ethics. Five educational technology specialists approved a code of ethics. The data were analyzed by percentage, median and interquartile range. The findings revealed that: 1. The experts consensus was obtained that 37 statements were regarded as a code of ethics of educational technologists. The 98.93% of educational technologists indicated that a code of ethics was appropriate. 2. The final analysis showed that 37 statements were regarded as a code of ethics. They were classified as 1) six commitments to the individual 2) ten commitments to colleagues 3) eight commitments to organization 4) eight commitments to profession and 5) five commitments to society. 3. Ten statements in rank order from consensus of educational technology specialist were: 1) Be punctual, responsible and disciplined 2) Be integrity in moral principles 3) Conduct professional business for the benefit to the society and the country 4) Be equitable and willing to listen to others’ ideas 5) Disseminate educational technology knowledge and experiences to others with willingness and sincerity 6) Follow professional business principles 7) Make reasonable effort and time for professional practice 8) Conduct research and development for the knowledge of educational technology 9) Promote and participate in community and society’s activities and 10) Conduct services with sincerity and willingness.
