Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาคุณลักษณะและวิธีการที่พึงประสงค์ในการกำหนดผู้ประเมินภายนอก สำหรับตรวจสอบสถานศึกษาระดับการศึกษาขั้นพื้นฐาน โดยใช้การสัมภาษณ์ผู้ทรงคุณวุฒิ (2) ศึกษาและเปรียบเทียบความคิดเห็นของกลุ่มบุคคลที่เกี่ยวข้อง 3 กลุ่มเกี่ยวกับคุณลักษณะและวิธีการที่พึงประสงค์ในการกำหนดผู้ประเมินภายนอก (3) สังเคราะห์ผลการวิจัยจากวัตถุประสงค์ข้อ 1 และ 2 วิธีดำเนินการวิจัยใช้การสัมภาษณ์ผู้ทรงคุณวุฒิ และการสำรวจความคิดเห็นจากกลุ่มตัวอย่าง ได้แก่ ผู้ทรงคุณวุฒิ จำนวน 11 ท่าน กลุ่มครู กลุ่มนักวิชาการ และกลุ่มประชาชนรวมจำนวน 763 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์ และแบบสอบถามวิเคราะห์ข้อมูลโดยใช้ค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐาน ความถี่ เปอร์เซ็นต์ ไค-สแควร์ และการวิเคราะห์องค์ประกอบ จากการศึกษาเอกสารงานวิจัย และผลการวิเคราะห์ข้อมูลจากการสัมภาษณ์และการสำรวจด้วยแบบสอบถาม พบว่าให้ผลส่วนใหญ่สอดคล้องกัน โดยสรุปได้ดังนี้ 1) คุณลักษณะของผู้ประเมินภายนอก แบ่งออกเป็น 2 ประเภท ได้แก่(1) คุณสมบัติทั่วไป คือ ควรมีอายุ 30 ปีขึ้นไป สำเร็จการศึกษาขั้นต่ำระดับปริญญาตรี ไม่มีประวัติเสื่อมเสียและมีสุขภาพร่างกายแข็งแรง (2) คุณสมบัติเฉพาะ คือ ควรผ่านการฝึกอบรมเฉพาะทางด้านการประเมินสถานศึกษา มีบุคลิกภาพที่เหมาะสม มีคุณธรรมจริยธรรมและจรรยาบรรณของนักประเมิน มีความรู้ที่เกี่ยวข้องกับการประเมินสถานศึกษา มีวิสัยทัศน์เกี่ยวกับการบริหารองค์กร มีทักษะที่จำเป็นสำหรับการประเมิน เช่น มีภาวะผู้นำ การสร้างความสัมพันธ์ มีทักษะการทำงานเป็นทีม และมีความมุ่งมั่นในการพัฒนาสถานศึกษา 2) ผู้ประเมินภายนอกที่จะได้รับใบอนุญาตควรมีคุณลักษณะตามที่กำหนด และผ่านการทดสอบความรู้ด้านการประเมินด้วยข้อสอบข้อเขียน จำนวนผู้ประเมินในทีมควรอยู่ในช่วง 3-10 คน และจำนวนวันที่ทำการประเมินอยู่ในช่วง 2-8 วัน โดยสามารถยืดหยุ่นตามขนาดของโรงเรียน สำหรับโรงเรียนที่มีการจัดการศึกษาเฉพาะทาง ควรจัดผู้ประเมินที่มีความชำนาญเฉพาะด้านสำหรับประเมินโรงเรียนนั้นอยู่ใน ทีมด้วย

Other Abstract (Other language abstract of ETD)

The purposes of this research were threefold. (1) To study the desired characteristics and methods to determine external evaluators for inspecting the basic education institutions based on expert interview. (2) To study and compare the opinions of different groups of people regarding the characteristics and methods to determine external evaluators. (3) To synthesize the data analysis results obtained from the research objective (1) and (2). Descriptive research was employed in this study. Eleven experts experiencing school evaluation were interviewed. Questionnaire survey was conducted with 3 different groups of samples: academicians, teachers and administrators, and general people, totally 763. The research instruments were interview guide and questionnaire. Data were analyzed through use of mean, standard deviation, frequency, percentage, chi-square, and factor analysis. It was found that different groups of people mostly had the same perspectives on the characteristics and methods to determine external evaluators. The results were synthesized and concluded as follows: 1) The people qualified to be external evaluators should possess 2 sets of qualifications. The first one, general qualification, should concentrated on the age of the evaluators (at least 30 years old), educational background (holding at least bachelor's degree), good record of working experience, and good health. The second one, specific qualification, consisted of completing school evaluation training program, having good personality, moral, ethics of evaluation, knowledge in educational evaluation, good vision on school management, necessary skills, i.e. leadership, communicative, group working skills, and high intention to develop education. 2) License would be given to external evaluators who were qualified and passed the written examination. The evaluation team should be composed of 3-10 evaluators and take 2-8 days on site visit, flexible to school size. For the schools having typical characteristics, the team should include the evaluators who had expertise in evaluating the school of that type.
