Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาการมีส่วนร่วมของบุคลากรท้องถิ่นในการพัฒนาหลักสูตรท้องถิ่นใน โรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการประถมศึกษาแห่งชาติ เขตการศึกษา 8 ในด้านนโยบายในการพัฒนาหลักสูตรท้องถิ่น ด้านการปรับหลักสูตรแม่บทให้เข้ากับสภาพท้องถิ่น และด้านการสร้างหลักสูตรท้องถิ่นเสริมหลักสูตรแม่บท กลุ่มตัวอย่าง ได้แก่ ศึกษานิเทศก์ จำนวน 41 คน ผู้บริหารโรงเรียน จำนวน 78 คน ครู จำนวน 78 คน ผู้ปกครองนักเรียน จำนวน 156 คน สมาชิกองค์การบริหารส่วนตำบล จำนวน 18 คน และผู้นำท้องถิ่น จำนวน 18 คน เครื่องมือที่ใช้ในการวิจัยได้แก่แบบสอบถามและแบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยการหาค่าร้อยละ ผลการวิจัยพบว่า ด้านนโยบายในการพัฒนาหลักสูตรท้องถิ่น ศึกษานิเทศก์ ผู้บริหารโรงเรียน และครูส่วนใหญ่มีส่วนร่วมในการกำหนดนโยบายในการพัฒนาหลักสูตรท้องถิ่น สมาชิกองค์การบริหารส่วนตำบลและผู้นำท้องถิ่นส่วนใหญ่มีส่วนร่วมโดยการแสดง ความคิดเห็นในการกำหนดนโยบาย สำหรับผู้ปกครองนักเรียนส่วนใหญ่ยังไม่มีส่วนร่วมในการกำหนดนโยบาย ด้านการปรับหลักสูตรแม่บทให้เข้ากับสภาพท้องถิ่น ศึกษานิเทศก์และผู้บริหารโรงเรียนส่วนใหญ่มีส่วนร่วมโดยการเป็นผู้สนับสนุน ครู ครูส่วนใหญ่เป็นผู้ดำเนินการปรับหลักสูตรแม่บท ผู้ปกครองนักเรียนและผู้นำท้องถิ่นส่วนใหญ่ให้ความร่วมมือด้านทุนทรัพย์ และสมาชิกองค์การบริหารส่วนตำบลส่วนใหญ่ให้การสนับสนุนในการจัดสรรงบประมาณ ให้แก่โรงเรียน ด้านการสร้างหลักสูตรท้องถิ่นเสริมหลักสูตรแม่บท ศึกษานิเทศก์ส่วนใหญ่ให้การสนับสนุนในการสร้างหลักสูตรท้องถิ่นและร่วมเป็น คณะทำงานในการสร้างหลักสูตรท้องถิ่น ในขณะที่ผู้บริหารโรงเรียน ครู ผู้ปกครองนักเรียน สมาชิกองค์การบริหารส่วนตำบล และผู้นำท้องถิ่นส่วนใหญ่ ไม่มีส่วนร่วมในการสร้างหลักสูตรท้องถิ่นเสริมหลักสูตรแม่บท

Other Abstract (Other language abstract of ETD)

The purpose of this research was to study the local personnel participation in the local curriculum development in the elementary schools in the following aspects: the policy ; the adaptation of the central elementary school curriculum to local environments ; and the construction of the local curriculum. Samples were 41 supervisors, 78 administrators, 78 teachers, 156 parents, 18 Sub-District Administrative Organization committees and 18 local leaders. A questionnaire form and a semi-structured interview form were used in the study. The data were analyzed by using percentage. The findings were as follow: On the aspect of the policy, most of the supervisors, administrators and teachers participated in the policy setting. Most of Sub-District Administrative Organization committees and local leaders participated by giving opinions on the policy setting, but most of the parents did not have any participation. On the aspect of the adaptation of the central elementary school curriculum to local environments, most of the supervisors and administrators participated by supporting the teachers; most of the teachers conducted the central curriculum adaptation while most of the parents, Sub-District Administrative Organization committees and local leaders participated by budget supporting. On the aspect of the construction of the local curriculum, most of the supervisors participated by supporting the local curriculum construction and being one of the committees, but most of the administrators, teachers, parents, Sub-District Administrative Organization committees and local leaders had no participation in the aforementioned aspect.
