Abstract

การวิจัยครังนี้มีวัตถุประสงค์เพื่อวิเคราะห์ปัจจัยที่มีความสัมพันธ์กับการนำนโยบายการ ขยายการภิกษาขั้นพื้นฐานถึงระดับมัธยมภิกษาตอนต้นไปปฏิบัติ การวิจัยพบว่า 1) ผลที่เกิดจากการนำนโยบายการขยายการศึกษาขั้นพื้นฐานถึงระดับมัธยมศึกษาตอนต้นไปปฏิบัติในด้านปริมาณโรงเรียนยังรับนักเรียนได้ตํ่ากว่าเป้าหมาย ในด้านคุณภาพผลสัมฤทธิ์ของนักเรียนอยู่ในระดับพอใช้ 2 ) ในการใช้ปัจจัย 15 ตัวอธิบายผลการนำนโยบายไปปฏิบัติ ได้แก่ ความเหมาะสมของที่ตั้งโรงเรียน การมีส่วนร่วมของพ่อแม่ผู้ปกครอง การมีส่วนร่วมของคณะกรรมการสถานศึกษา การมีส่วนร่วมขององค์กรปกครองท้องถิ่น การมีส่วนร่วมขององค์กรอื่นๆ ความชัดเจนเกี่ยวกับเป้าหมายการรับนักเรียน ความชัดเจนเกี่ยวกับวิธีการรับนักเรียนภาวะผู้นำของผู้บริหาร ความเพียงพอของครู คุณภาพของครู ความเพียงพอของอาคารสถานที่ ความเพียงพอของวัสดุอุปกรณ์การมีระบบการจัดเก็บข้อมูลและการวางแผนการมีระบบดูแลสุขภาพอนามัย และการมีระบบประเมินผลภายใน ปัจจัยดังกล่าวสามารถร่วมกันอธิบายผลการนำนโยบายไปปฏิบัติด้านอัตราการเข้าเรียนของนักเรียน และผลงานของโรงเรียนที่ได้รับรางวัลอย่างมีนัยสำคัญทางสถิติ ได้ร้อยละ 11.10 และ 12.40 ตามลำดับ แต่ไม่สามารถอธิบายผลการนำนโยบายไปปฏิบัติด้านอัตราการออกกลางคัน อัตราการเข้าเรียนของผู้ด้อยโอกาสและผลสัมฤทธิ์ทางการเรียนได้อย่างมีนัยสำคัญทางสถิติ และ 3) การนำนโยบายการขยายการศึกษาขั้นพื้นฐานตามพระราชบัญญัติการภิกษาแห่งชาติ พ.ศ.2542 ไปปฏิบัติ ปัจจัย 6 ประการที่จำเป็นมากได้แก่ ปัจจัยด้านการพัฒนาครู ความชัดเจนของนโยบาย ผู้บริหารที่มีภาวะผู้นำ ความชัดเจนของแนวปฏิบัติความพร้อมของทรัพยากร และความร่วมมือจากชุมชน

Other Abstract (Other language abstract of ETD)

The purpose of this research was to analyze the factors related to the implementation of the policy on the expansion of basic education to lower secondary level. The research findings were as follows : 1) As regards the quantitative impacts of the implementation of the policy on the expansion of basic education, the student enrolment was below the target. เท terms of quality, the level of student achievement was fair; 2) The following 15 factors were used to explain the results of the policy implementation: appropriateness of school location, parental involvement, participation of school boards, participation of local administration organizations, participation of other organizations, clear student admission targets, clear student admission procedures, leadership of administrators, adequate number of teachers, quality of teachers, adequacy of premises, adequacy of equipment and materials, data storage system and planning, health caring system, and internal evaluation system. The combination of these factors could explain the results of policy implementation in terms of student enrolment ratio and performance of schools awarded which were statistically significant at 11.10 percent and 12.40 percent respectively. However, they were unable to explain with statistical significance the policy implementation results in relation to drop-out rates, enrolment ratio of the disadvantaged and learning achievement ; 3) Six factors that were very essential to the implementation of the policy on the expansion of basic education in line with the 1999 National Education Act included teacher development, clear policy, leadership of administrators, clear implementation guidelines, availability of resources, and community involvement.
